Description of the project

The project involves a comprehensive reconstruction of the main building of the Zinkivka City Central Hospital of the Zinkivka City Council of Poltava Oblast in order to modernize the medical infrastructure and improve the quality, accessibility, and continuity of medical services. The project includes the construction of a modern reception department and protective shelter, the complete replacement of outdated engineering networks, interior decoration, and the implementation of the principles of barrier-free and energy efficiency. The implementation of the project will ensure the creation of a safe, functionally capable, and emergency-resistant healthcare facility for residents of the community and surrounding areas.

Description of the purpose of the project and ways to achieve it

The purpose of the public investment project is to ensure the provision of high-quality, safe and continuous medical care to the population of the Zinkivska urban territorial community and adjacent territories through a comprehensive reconstruction of the main building of the Zinkivska City Central Hospital, in particular, the arrangement of a modern reception department, protective shelter, replacement of engineering networks and the implementation of internal decoration of the building in accordance with current state construction norms and standards in the field of healthcare. The implementation of the project is aimed at increasing the readiness of the healthcare institution to work in emergency situations and military threats, improving the conditions of stay of patients and staff, increasing the energy efficiency of the building and ensuring the accessibility of medical services for all population groups, including people with reduced mobility. Methods of achieving the goal The goal of the project is expected to be achieved through: reconstruction and functional redevelopment of the premises of the main building taking into account modern requirements for the organization of the reception department of a healthcare institution; arrangement of a protective shelter that will ensure the continuity of medical services in case of emergencies; complete replacement of worn-out engineering networks (electricity, water supply, sewage, heat supply, ventilation) in order to increase the reliability and energy efficiency of the building; interior decoration of the premises using modern, safe and wear-resistant materials that meet sanitary and hygienic requirements; creation of barrier-free access conditions for low-mobility groups of the population.

Problems and solutions resulting from project implementation

Deterioration of the building and engineering networks The main building of the hospital is operated with a high level of physical and moral deterioration of building structures and internal engineering networks. Outdated electrical, heating, water supply and ventilation systems do not ensure stable and safe operation of the institution, lead to emergency situations and excessive operating costs. Relevance: during a period of increased load on the healthcare system and limited community resources, these risks increase significantly. Consequences of failure to resolve: further deterioration of the technical condition of the building, an increase in the number of failures in the work of departments, the threat of termination of the provision of individual medical services. Expected changes: increased reliability and energy efficiency of the building, reduced operating costs and risks of accidents. Inconformity of the reception department with modern standards The existing reception department does not meet modern requirements for the organization of medical space, logistics of patient flows and zoning by degree of urgency. This complicates the prompt provision of assistance and the effective work of the staff. Relevance: the increase in the number of appeals, including urgent ones, requires a modern functional reception department. Consequences of failure to resolve: a decrease in the quality and speed of medical care, an increase in risks to the life and health of patients. Expected changes: the creation of a modern reception department that will ensure timely, high-quality and safe medical care. Lack of properly equipped protective shelter The building lacks shelter that would meet the safety requirements for patients and staff. Relevance: in conditions of military threats, the issue of the safety of healthcare facilities is critically important. Consequences of failure to resolve: a threat to people's lives and health and possible cessation of hospital operations during emergencies. Expected changes: ensuring the continuity of medical services and the protection of patients and staff. Insufficient accessibility and lack of a barrier-free environment The existing infrastructure does not provide full access for low-mobility groups, people with disabilities and the elderly. Relevance: demographic changes and the growth of vulnerable categories of the population require inclusive solutions. Consequences of failure to address: limited access to medical services for some of the population and social inequality. Expected changes: creation of a barrier-free medical space accessible to all categories of the population. Low energy efficiency and outdated internal environment The building has low energy efficiency indicators, and the internal premises do not meet modern sanitary and hygienic and medical standards. Relevance: increasing energy costs and the need for rational use of budget funds. Consequences of failure to address: constant increase in hospital maintenance costs and worsening conditions for patients and staff. Expected changes: comfortable and safe conditions for treatment
