General information

Description of the project

   On December 31, 2025, the Cabinet of Ministers of Ukraine adopted and published Resolution No. 1808, according to which the Requirements for accreditation of bacteriological research were postponed until January 1, 2027. This means that according to the ORDER of the Cabinet of Ministers of Ukraine dated December 13, 2024 No. 1265-r "STATE STRATEGY for combating antimicrobial resistance for the period until 2030"  by January 1, 2027, bacteriological laboratories in healthcare institutions that provide round-the-clock inpatient medical care must be accredited for compliance with the requirements of DSTU EN ISO 15189.     KNP Zlatopil Hospital "Promin" of Zlatopil City Council, Kharkiv Region  refers to medical institutions that provide round-the-clock medical care, that is, they must fulfill the above conditions. To date, the state of the bacteriological laboratory does not meet the requirements of DSTU EN ISO 15189. To comply with the requirements, it is necessary to organize the placement of the laboratory on the territory of the institution, which would meet the requirements of the norms regarding the area of the premises, the technical condition of the premises,  the possibilities of organizing non-intersecting routes for moving biological samples within the laboratory, creating supply and exhaust ventilation autonomous from the main premises of the building. In addition, it is necessary to provide the laboratory with equipment in accordance with the established regulatory requirements, as well as go through a long and human-resource-intensive process of document flow and obtaining a certificate.   The institution  began the path to obtaining a certificate in July 2025.  Since July 2025, the institution has been receiving outsourcing services for remote consulting on drawing up a verification plan and verification of research methods (biological laboratory) in accordance with the requirements of ISO 15189:2022 by conducting regular training and consultations for laboratory employees. To date, most SOPs have been formed that meet the requirements of DSTU EN ISO 15189, equipment accreditation and verification of most methods have been carried out. The implementation of the project will make it possible to place the laboratory on an area that complies with the State Standards, create clean and dirty zones without intersecting flows, and provide an autonomous ventilation system from the general one in the building using the supply and exhaust principle.

According to the ORDER of the Cabinet of Ministers of Ukraine dated December 13, 2024 No. 1265-r "STATE STRATEGY for combating antimicrobial resistance for the period until 2030", by January 1, 2027, bacteriological laboratories in healthcare institutions that provide 24-hour inpatient medical care must be accredited for compliance with the requirements of DSTU EN ISO 15189. The Zlatopil Hospital "Promin" of the Zlatopil City Council of the Kharkiv region is a medical institution that provides 24-hour medical care, that is, the institution must meet the above conditions. To date, the condition of the bacteriological laboratory does not meet the requirements of DSTU EN ISO 15189. To comply with the requirements, it is necessary to organize the placement of the laboratory on the territory of the institution, which would meet the requirements of the standards regarding the area of the premises, the technical condition of the premises, the possibilities of organizing non-intersecting routes for moving biological samples within the laboratory, and the creation of supply and exhaust ventilation independent of the main building.

Problems and solutions resulting from project implementation

The project will organize the placement of a laboratory on the territory of the institution, which would meet the requirements of the standards regarding the area of the premises, the technical condition of the premises, the possibility of organizing non-intersecting routes for moving biological samples within the laboratory, the creation of supply and exhaust ventilation independent of the main building. The absence of the above actions will lead to the suspension of the laboratory's work and a decrease in the institution's capabilities in the fight against antimicrobial resistance.
