Description of the project

The project involves the comprehensive restoration of the municipal library building at 22 Ukrainian Street in Chernivtsi, which is a cultural heritage monument of local importance, with the restoration of structural elements, engineering networks and landscaping of the surrounding area. The project is aimed at eliminating technical damage, eliminating basement flooding, modernizing heating, water supply, electricity supply and fire safety systems, as well as ensuring accessibility for people with limited mobility. As a result, the historic building will be preserved, its operational reliability will be increased, and a safe and functional public space will be created.

The goal is to be achieved through the implementation of a complex of restoration and rehabilitation and engineering and technical measures. The project will include strengthening the foundations and floors, eliminating the causes of basement flooding and installing waterproofing, repairing and partially replacing the roof, restoring facades and historical elements, reconstructing water supply, drainage, heating and electricity systems, modernizing lighting, and implementing fire safety systems. Barrier-free access to the building and premises will also be ensured, in particular by installing a lifting platform and adapting the entrances to meet the requirements of inclusion. Landscaping, replacing paving, repairing retaining walls, and arranging utility networks will create a comfortable and orderly public space. The existing gap between the current and target state is the inconsistency of the building's technical condition with modern requirements for safety, energy efficiency, accessibility, and quality of user service. Physical wear and tear of structural elements, damage to masonry, ceilings and roofs, dampness of basements, outdated engineering networks and limited opportunities for low-mobility groups of the population reduce the level of comfort and safety of stay, as well as limit the functional use of premises. The target level involves the creation of a technically reliable, safe, inclusive and modernly equipped library institution capable of providing quality services to a wide audience.

Problems and solutions resulting from project implementation

The key problems to be solved within the project are the physical wear and tear of the structural elements of the municipal library building at 22 Ukrainian Street in Chernivtsi, damage to the foundations, walls, ceilings and roof, as well as dampness of the basement. The existing cracks in the masonry, traces of leaks and destruction of individual structures indicate a gradual loss of operational reliability of the facility. The relevance of these problems is due to the risk of further degradation of the architectural monument and potential danger to visitors and employees in the absence of comprehensive intervention. A significant problem is also the outdated engineering networks - water supply, drainage, heating and electricity supply systems, which do not meet modern energy efficiency and safety requirements. Limited accessibility of the building for low-mobility groups of the population and the disorderly state of the surrounding area further reduce the quality of service provision and functionality of the facility. If these issues are not resolved, an increase in the accident rate, increased maintenance costs and further restrictions on the use of the premises are possible. As a result of the project, it is expected to restore the technical reliability of the building, modernize the engineering infrastructure, increase the level of safety and energy efficiency, as well as create a barrier-free and comfortable space for users. This will ensure an improvement in the quality of library services, preserve the cultural heritage site and contribute to the sustainable development of public infrastructure.
