Description of the project

         The project "Reconstruction of the "Western Bypass" Motorway in the City of Sambor, Lviv Region" involves the construction and comprehensive arrangement of a new road infrastructure on a section where there is currently no road. The goal of the project is to increase the capacity of the city's transport network, reduce the load on the city's central streets, and ensure safe traffic for motor vehicles. The project includes: preparation and stabilization of the roadway, installation of asphalt concrete pavement in accordance with modern standards, organization of an effective drainage system to prevent flooding and destruction of the road, construction of bicycle paths, installation of road signs and lighting to improve traffic safety. The implementation of the project will solve the following problems: the lack of a safe and high-quality transport highway on the western outskirts of the city, significant traffic congestion in the central part of Sambor, as well as the risks of destruction during precipitation and an unsatisfactory level of traffic safety. The expected results include improving transport accessibility, reducing travel times, reducing accidents, and creating conditions for effective transport connections between the city and external routes. The introduction of modern construction standards will ensure the durability of the road and reduce future operating costs.

Description of the purpose of the project and ways to achieve it

The goal of the project "Reconstruction of the "Western Bypass" highway in Sambor, Lviv region" is to create a modern transport highway that will ensure safe and efficient traffic on the western outskirts of the city, reduce the load on the central streets and improve transport accessibility for both local residents and transit traffic. The project is aimed at increasing the capacity of the road network, reducing the accident rate and creating the prerequisites for the long-term economic and social stability of the city. To implement the goal, a set of measures is provided, including: Construction and stabilization of the roadbed taking into account soil and climatic conditions. Installation of asphalt concrete pavement in accordance with modern standards of quality and durability. Creation of an effective drainage system to prevent the destruction of the pavement during precipitation and seasonal fluctuations in the groundwater level. Installation of road signs and organization of lighting to ensure safe traffic. Organization of dividing strips and arrangement of exits to the road at key points to minimize the risk of emergency situations. To date, the area of the western outskirts of the city does not have an equipped road, which leads to a number of problems: motor transport is forced to use the central streets of the city, creating traffic jams and increasing the risk of accidents; existing dirt roads do not provide safe traffic in any weather, especially during precipitation; the lack of a drainage system and traffic organization leads to the destruction of the soil surface and inconvenience for drivers. Thus, the implementation of the project will allow closing the gap between the current state - the lack of a safe, high-quality and durable road - and the target level - a modern highway with a high level of safety, capacity and resistance to climatic and technical loads.

Problems and solutions resulting from project implementation

The section where the reconstruction of the Western Bypass highway is planned in Sambir currently does not have an equipped road infrastructure. The lack of a road means that the entire traffic flow, including transit and local vehicles, is forced to pass through the city's central streets, creating traffic jams and a significant burden on the existing network. The existing dirt roads are in poor condition, unstable and vulnerable to weather conditions, which increases the risk of accidents and complicates movement. In addition, the lack of drainage, road signs and lighting limits the safe use of roads and negatively affects the efficiency of transport connections. The problems are especially relevant now due to the growth of traffic load and the increase in the number of cars in the city. If these problems are not resolved, further deterioration of the traffic situation, an increase in accidents, traffic delays and additional costs for transport operation are expected. Economic activity and logistics development in the region are also limited. The implementation of the project will ensure the creation of a modern highway with high capacity, which will reduce the load on the central streets of the city and increase road safety. The installation of asphalt pavement, drainage and lighting will ensure efficient and safe movement in any weather. The expected result will be a reduction in travel time, a decrease in accidents, improved transport accessibility and the creation of conditions for the sustainable development of urban infrastructure.

Існуючі дороги не забезпечують належної пропускної здатності, що призводить до заторів, підвищеної аварійності та подовження часу поїздок. Проведені розрахунки показують, що очікуваний попит на нову дорогу дорівнює або перевищує заплановану пропускну здатність після реконструкції — 800–1 000 автомобілів на годину на смугу, що підтверджує необхідність реалізації проєкту. Оцінка попиту проводилася на основі аналізу транспортних потоків на центральних вулицях міста та прогнозу інтенсивності руху з урахуванням росту автомобілізації і перерозподілу транспортного потоку після введення об’їзної дороги. Використані дані дозволяють обґрунтовано визначити потребу у створенні сучасної магістралі та її пропускної здатності.
