Description of the project

The protective structure  PRU No. 76499 is a built-in room in a three-story educational building (basement) and is intended to protect students and service personnel of the educational institution, as well as in emergency situations, from the consequences of accidents, catastrophes and natural disasters that threaten mass casualties. In wartime, when using modern weapons of mass destruction, it can be used to protect the population living in the adjacent territory of the educational institution. Currently, the premises require major renovation of rooms, reconstruction of the ventilation system, heating, water supply, sewage, fire alarm system and low-voltage network. These problems can be solved by carrying out major renovation of the premises.

The purpose of the overhaul of the protective structure of the civil defense of the population of the anti-radiation shelter No. 76499 ZP(PT)O "Bogodukhiv Regional Center for Vocational Education of the Kharkiv Region" is to create safe conditions for the implementation of the educational process, bring it into line with modern safety standards and requirements, and increase the level of protection in the event of emergencies. The implementation of this project requires significant resources, but will have important social significance, as it will help protect the lives and health of students and participants in the educational process, residents of nearby households, contribute to the creation of a safe and comfortable environment for offline learning, and will have a long-term positive impact on the life of the community. The project provides for the overhaul of the shelter in accordance with the regulatory requirements of DBN V.2.2-5:2023 "Buildings and structures. Protective structures of civil defense", including the following works: arrangement of vestibules and technical premises; repair of stairs and canopy of the entrance group; repair and decoration of the floor, walls and ceiling; repair of the restroom taking into account the requirements for MNG; replacement of doors. According to the technical task, a major repair of anti-radiation shelter No. 76499 is planned as part of the following works: decoration of part of the basement premises with replacement of door fillings; arrangement of entrances to the basement premises; arrangement of sanitary and technical premises. Characteristics of the building: class of consequences (liability) - SS2; degree of fire resistance II; foundation - existing excavation pit; external load-bearing walls - existing reinforced concrete blocks, brick; internal load-bearing walls - existing reinforced concrete blocks, brick; partitions - existing and designed from ceramic bricks; floors - existing from reinforced concrete floor slabs; floor - existing concrete, repair according to drawings. It is planned to replace the existing pipelines of the shelter. The pipelines are planned to be made of polypropylene pipes with an aluminum liner. Heating devices - steel radiator Hidros Type 22 (H = 500mm) or similar. Ventilation of the shelter premises - supply and exhaust with mechanical drive by the ventilation system PV1, PV2. It is planned to use a supply and exhaust unit with a recuperator taking into account the heating of the supply air by the exhaust air. The unit includes compact air filters with a cleaning class of G4, G7. The project provides for the installation of water supply and drainage pipelines and the installation of sanitary appliances, mixers and connections to them. The household drinking and hot water supply networks are designed from polypropylene pressure pipes manufactured by Wavin Ekoplastik. In the sanitary unit of the shelter, it is planned to install two emergency tanks with a capacity of 1000 liters each for discharging wastewater with the possibility of flushing them from the water supply network. In terms of the degree of reliability of power supply, the storage facility belongs to category I consumers. Power supply at a voltage of 220/380V is carried out by a designed cable line from the existing GRP, carried out by a cable of type VVG-P ngd-5x16, open in a corrugated pipe ngd d50. Commercial electricity metering is available throughout the building. The installed electrical power at the input is 32.4 kW. The project provides for the installation of an emergency backup switch and the installation of an automatic backup power source from an ALTAS AJ-R44 diesel generator (40 kW). The project provides for a fire alarm. The installation includes a fire control and monitoring device, the Tiras-8P.1 fire alarm control panel, with a built-in GSM-MCA, which provides a wireless signal channel for messages to the central monitoring console by a type 1 fire monitoring licensee. Artificial, natural, and emergency lighting are provided near the device.

Problems and solutions resulting from project implementation

Outdated PRU equipment does not meet safety requirements, which makes it impossible to protect participants in the educational process during an emergency.
