General information

Description of the project

Enhancing community security is an extremely important aspect, as it addresses people's basic needs and is a necessary condition for social, economic and cultural development. Security provides a sense of confidence, allows people to actively participate in community life and contributes to overall well-being. This direction acquires particular urgency and urgency in the conditions of life during the introduction of martial law.

In connection with the ongoing military aggression of the Russian Federation against Ukraine, as well as taking into account the need for a timely response of the population to emergencies, the issue of operational and mass notification of residents of the territorial community has acquired critical importance. 

The construction of a local automated central notification system (MACS) will ensure:

  • reception of signals about the threat of the emergence or occurrence of emergencies at the state level and information on the issues of the Central Emergency Service in the nationwide automated central notification system;
  • notification in automated mode and ensuring the transmission of signals about the threat and occurrence of emergencies at the state and regional levels;
  • sufficient level covering the community population with necessary information.

Problems and solutions resulting from project implementation

Project issues: 1. Imperfection of the process of digitalization of notification of local executive bodies, local government bodies, as well as the population of the Khmilnytsia community. 2. Deterioration of obsolete information processing and transmission technologies. 3. Insufficient level of coverage of the population of the Khmilnytsia community with the necessary information of all categories of the population. Expected results: - digitalization of notification processes of local executive bodies, local government bodies, as well as the population of the Khmilnytsia community; - updating of obsolete information processing and transmission technologies; - automatic or automated information interaction between elements of the national automated centralized alert system and the local automated centralized alert system, as well as with automated systems for early detection of the threat of emergency situations and alerting in the event of their occurrence, which are equipped with high-risk facilities; - cybersecurity, lack of influence and opportunities for interference in the work of the MACSO; - increasing the level of awareness of the population on civil protection issues; - increasing the number of people informed about possible threats and emergencies.
