General information

Description of the project

The new construction of a civil defense protective structure on the territory of Bereznehuvaty preschool educational institution No. 1 "Sonechko" is being carried out in order to organize protection with the possibility of sheltering 100% of participants in the educational process and other employees of the preschool educational institution.

The purpose of the project

Main goal:

Increasing compliance with modern standards

Secondary goal:

Creation of new facilities and services, Improving the condition of infrastructure, Ensuring inclusiveness and equal opportunities, Introducing innovations and energy-efficient solutions, Improving the quality of services

Description of the purpose of the project and ways to achieve it

The project involves the construction of a new shelter that will fully comply with current civil defense standards, construction, fire protection, sanitary and hygienic and environmental requirements. Currently, the Bereznehuvat preschool educational institution No. 1 "Sonechko" does not have a civil defense protective structure (CPS), it is planned to build an anti-radiation shelter.

Problems and solutions resulting from project implementation

Relevance: the problem is especially relevant in the conditions of martial law in Ukraine, frequent air raids and rocket attacks, when children belong to the most vulnerable category of the population. Ensuring safety in educational institutions is one of the priorities of state policy in the field of civil defense, educational development and childhood protection. In addition, the presence of shelter is a prerequisite for the functioning of a modern kindergarten - without it it is impossible to fully organize the educational process, which limits children's access to preschool education and creates social tension among parents. If the problem is not resolved, there are risks to the lives of children and employees of the institution in the event of emergencies, suspension of the institution due to non-compliance with safety standards. Positive changes: increasing the level of security, improving community infrastructure, ensuring a continuous educational process.

What procurement strategy was chosen for the project implementation, and what justifies its feasibility in the context of the market and project objectives?
