General information

Description of the project

Starting in 2023, the Government of Ukraine identified residential and social facilities within the framework of microdistricts and residential blocks in the cities of Gostomel, Bucha, Irpin, Vasylkiv, Vyshhorod, Piskivka, Makariv (Kyiv region), Zaporizhia, Honcharivske and Ivanivka (Chernihiv region), Okhtyrka (Sumy region), which were damaged as a result of armed aggression and required restoration. The implementation of restoration measures began in 2023. At the expense of the state budget, design and estimate documentation was developed and approved, contractors were identified, and construction and installation work began. The project involves the new construction and major renovation of 35 apartment buildings, 10 medical and educational institutions that were completely destroyed or damaged as a result of the armed aggression of the Russian Federation, as well as the construction of civil defense facilities. The project requires funding to complete the work that has already begun. The implementation will allow citizens to return to their homes and gain access to quality social services.

Description of the purpose of the project and ways to achieve it

Goal: Comprehensive restoration of life and social resilience of communities in Kyiv, Zaporizhia, Chernihiv and Sumy regions through the reconstruction of destroyed infrastructure. The project is aimed at: 1. Return of residents to their own rebuilt housing: major repairs and new construction of apartment buildings that were damaged or destroyed as a result of hostilities. 2. Restoration of the educational process: Reconstruction of lyceums and kindergartens (“Forest Fairy Tale”, “Vesnyanka”, “Thumbelina”, etc.) in order to create safe conditions for children to study. 3. Ensuring security: New construction and repair of modern protective structures (shelters and PRU), including in educational institutions (Rzhyshchiv, Pereyaslav, Slavutych). 4. Medical and social support: Reconstruction of outpatient clinics and creation of housing for medical workers with IDP status. 5. Start of reconstruction of the military town - Gostomel airport, completely destroyed in the first days of the full-scale invasion. Method of achievement: Obtaining financing for the investment project and completing previously started construction work (design documentation - available, contractors - identified, facilities - at various stages of construction readiness).

Problems and solutions resulting from project implementation

1. Housing sector Problem: Emergency condition or complete destruction of apartment buildings, which makes it impossible to live for 7,180 residents and creates a threat of further collapse of structures. Solution: Major repairs with reinforcement of supporting elements, new construction. Result: Restoration of housing stock, return of people to their own homes and elimination of social tension in communities. 2. Education and security Problem: Suspension of full-time education for 3,750 children due to damage to buildings and lack of certified shelters that meet modern safety standards. Solution: Reconstruction of educational institutions and construction of new protective structures (PRU/shelters) according to civil protection standards. Result: Creation of a safe educational space, restoration of access to quality education and the opportunity for parents to return to economic activity. 3. Medicine and social sphere Problem: Limited access to medical services and shortage of personnel due to lack of housing for IDP doctors and unsatisfactory condition of outpatient clinics. Solution: Reconstruction of medical facilities with the arrangement of residential blocks and major repairs of shelters. Result: Providing the community (over 1,800 people) with quality medical care and creating conditions for securing specialists in the field. Key success indicators (KPIs): Social effect: Providing stable living conditions for 12,800 beneficiaries. Energy efficiency: Reducing building maintenance costs by 25–30%. Safety: 100% of facilities are provided with regulatory shelters.
