General information

Description of the project

The construction of a new underground dual-purpose protective structure at the Veliko Oleksandrivsky Lyceum is a vital step for the safety of students and ensuring the continuous educational process in conditions of military threat. The designed structure will not only serve as a shelter with a high level of protection (PRU group P-6 for 720 people), but will also become a modern educational and cultural space in peacetime. It provides rooms for classes, creativity, watching films, shooting ranges, places for storing materials and organizing short-term events. During an emergency, the structure will guarantee 48 hours of autonomous stay in safe conditions, with everything necessary: bathrooms, a cafeteria, a first-aid post, and engineering infrastructure. The implementation of this project is critically important for the community, because it is not only about comfort, but also about preserving the lives of our children, teachers, and residents in the event of a threat. At the current stage, the project is in the implementation phase – Construction and installation work is underway, in accordance with the technical documentation agreed upon during the preparation phase, which has already been completed. It is expected that upon completion of construction, the shelter will be fully equipped in accordance with state civil protection standards, including engineering networks, sanitary facilities, ventilation, places for long-term stay of people and autonomous energy sources.

The purpose of the project

Main Goal:

Creation of new facilities and services

Secondary Goal:

Increasing compliance with modern standards, Improving the equality of wealth distribution

Description of the purpose of the project and ways to achieve it

The goal of the project is to provide a safe educational environment and create a modern multifunctional space for the needs of students and teaching staff by constructing a separate underground dual-purpose protective structure. The structure will serve as a P-6 group radiation shelter with the ability to autonomously stay 720 people for 48 hours, as well as a space for learning, creativity, and leisure in peacetime. The goal is achieved by: development of design documentation in accordance with current state construction standards (DBN); construction of an underground structure in compliance with safety and engineering protection requirements; equipping the space with modern equipment; creation of conditions for using premises in various formats (workshops, halls, storage spaces, leisure, etc.); ensuring access to the shelter for all participants in the educational process and community residents in the event of an emergency. The implementation of the project will allow us to bridge the existing gap between the current needs of the community in a safe environment and the existing infrastructure, which is completely absent or does not meet the modern challenges of wartime.

Problems and solutions resulting from project implementation

The main problem is the lack of safe shelter for students, teachers and staff of the Velikooleksandrivsky Lyceum. In the event of an air raid or other emergency, the school is unable to promptly protect people. In addition, the institution does not have additional functional premises for conducting classes and storing property. Failure to resolve this problem poses risks to the life and health of children and teachers. In turn, the implementation of the project: will significantly increase the level of security in martial law; will ensure a sustainable educational process; will create a multifunctional space for the development of students; will contribute to social cohesion and community preparedness for emergencies.

Project Sustainable Development Goals

Demand for the service and its dynamics

What methodology was used to estimate demand?

Yes

[Response was provided in the Preliminary Investment Feasibility Study]

What procurement strategy was chosen for the project implementation, and what justifies its feasibility in the context of the market and project objectives?

[Response was provided in the Investment Feasibility Study]

What approaches are planned to be used to ensure transparency, competition, and efficiency in the procurement process?

What types of procurement procedures are envisaged by the project (open tender, negotiated procedure, competitive dialogue, etc.)?
Open competitive bidding

[Response was provided in the Investment Feasibility Study]

Pre-market engagement

[Response was provided in the Investment Feasibility Study]

Potential market participants

[Response was provided in the Investment Feasibility Study]

Market readiness assessment
