Description of the project
The project envisages ensuring a stable and uninterrupted power supply to critical infrastructure (in particular, water supply systems, service areas, logistics facilities) by installing 1 MW energy storage systems, integrated with solar power plants or other alternative power sources, to enhance the energy security and autonomy of communities and territories in conditions of war and post-war recovery.

Problems and solutions resulting from project implementation
Problem 1: Unstable power supply of critical infrastructure
Due to massive missile and drone attacks on the Ukrainian power system, critical infrastructure facilities (water canals, hospitals, logistics centers, utility facilities) remain without power supply for a long period. This leads to the termination of basic services - water supply, sewage, medical care, storage of medicines, community management, etc.
Result after project implementation:
1. Guaranteed backup power supply of 100 critical infrastructure facilities with a capacity of 1 MW each.
2. Stable operation of facilities in the event of a complete blackout.
3. Autonomy and energy security at the local level.
Problem 2: Dependence on diesel generators
Many facilities use old diesel generators that:
1. have low efficiency,
2. require constant fuel delivery,
3. create CO₂ emissions and pollution,
4. operate unstable at peak load.
Result after project implementation:
1. Energy storage systems integrated with renewable energy sources (solar panels, wind turbines) allow for complete or partial abandonment of diesel generators.
2. Significant reduction in fuel costs.
3. Improvement of the environmental situation in communities.
Problem 3: Lack of mobile solutions for energy supply
Some infrastructure facilities are constantly changing locations or require rapid response (logistics, mobile hospitals, humanitarian warehouses). Existing solutions do not allow for rapid response.
Result after project implementation:
1. Mobile, modular energy storage systems allow for rapid deployment of power supply at new points as needed.
2. Creation of an “energy reserve” for rapid response.
Problem 4: Decrease in the quality of public services
Power outages make it impossible to provide administrative, medical and security services at the local level.
Result after project implementation:
1. Continuous operation of ASNs, dispatching services, community management centers.
2. Increased level of public trust in local authorities.
3. Creation of a basis for restoring the normal functioning of communities even in war conditions.
Problem 5: Vulnerability of humanitarian logistics
Logistics hubs, humanitarian aid warehouses, service areas do not have stable access to electricity - this complicates the storage of medicines, generators, fuel, etc.
Result after project implementation:
1. Stable power supply of logistics facilities.
2. Increased efficiency of humanitarian aid coordination.
3. Reduced losses due to spoilage of resources that require temperature control.
Overall effect:
The implementation of the project will allow creating a system of decentralized energy security in Ukraine, increasing the resilience of communities, reducing economic losses, and preserving people's lives and health.

Методологія узгоджена з підходами World Bank щодо оцінки попиту в умовах надзвичайних ситуацій. Частково базувалась на підході Rapid Energy Needs Assessment (RENA) та адаптована до умов війни в Україні.

"Відкриті конкурентні торги з попереднім ринковим залученням та можливістю застосування конкурентного діалогу Обґрунтування доцільності: Складність проєкту та технологічна специфіка. Розгортання систем накопичення енергії (ESS) на об'єктах критичної інфраструктури передбачає впровадження високотехнологічних рішень, інтеграцію з відновлюваними джерелами енергії та високий рівень автоматизації. Це потребує гнучкого, але прозорого підходу до вибору постачальника. Необхідність забезпечення ефективності та конкуренції. Відкриті торги дозволяють залучити широкий пул учасників (українських та міжнародних), що сприятиме отриманню якісних пропозицій за найкращою ціною. Масштаб та стратегічне значення проєкту. Оскільки проєкт реалізується у кількох регіонах одночасно (до 100 об’єктів по всій країні), важливо забезпечити централізовану закупівельну політику з урахуванням гнучкості для локального впровадження. Фінансування за рахунок міжнародної допомоги та пільгових кредитів. Очікується участь міжнародних донорів та фінансових інституцій (EDCF, ЄБРР, Світовий банк), що висувають вимоги до прозорості, відкритості та конкурентності процедур. Швидкість реалізації. "Для забезпечення прозорості, конкуренції та ефективності в процесі закупівель у межах проєкту «Розгортання систем накопичення енергії (ESS) для підтримки критичної інфраструктури в Україні» заплановано застосування таких підходів: 1. Використання системи ProZorro Всі закупівлі будуть проводитись через державну електронну систему публічних закупівель ProZorro, що забезпечує: повну відкритість тендерної інформації; рівний доступ для українських та міжнародних постачальників; автоматизований контроль процедур та дотримання законодавства; зниження ризику корупції. 2. Публічне звітування Публікація усіх етапів реалізації проєкту: від оголошення тендерів до підписання контрактів і реалізації поставок. Регулярне інформування громадськості, партнерів і донорів про хід закупівель та досягнення етапів проєкту через офіційні ресурси. 3. Попередні консультації з ринком Проведення ринкових консультацій для розуміння технічної доступності рішень, рівня конкуренції, технологічної зрілості. "Попереднє залучення ринку для проєкту розгортання систем накопичення енергії (ESS) здійснювалося із застосуванням низки інструментів та джерел, що дозволили сформувати реалістичне бачення стану ринку, потенційних учасників та технологічних рішень. ? Інструменти та джерела, використані для попереднього залучення ринку: Огляд відкритих тендерів: Було проаналізовано понад 30 тендерів, оприлюднених на платформах ProZorro, TED (EU Tenders Electronic Daily) та Devex, щодо закупівлі ESS-рішень у сфері критичної інфраструктури в Україні та країнах ЄС. Особливу увагу приділено умовам поставки, технічним специфікаціям та строкам реалізації.
