General information

Description of the project

The implementation of the project is due to the large-scale armed aggression of the Russian Federation against Ukraine and, as a result, significant destruction of settlements that were temporarily under enemy occupation or suffered significant damage as a result of intensive hostilities on their territory. The project provides for the restoration of 5 settlements: the village of Borodyanka of the Borodyanka territorial community of the Kyiv region; the village of Posad-Pokrovske of the Chornobaiv territorial community of the Kherson region; the city of Trostyanets of the Trostyanets territorial community of the Sumy region; the village of Tsyrkuny of the Tsyrkuniv territorial community of the Kharkiv region; the village of Yagidne of the Ivanovo territorial community of the Chernihiv region, determined by the Resolution of the Cabinet of Ministers of Ukraine dated 25.04.2023 No. 382. The project is being implemented from 2023. In accordance with the requests of local governments and regional state administrations, a list of facilities was determined for each settlement. Resolutions of the Cabinet of Ministers No. 823 dated 04.08.2023, No. 956 dated 23.08.2024, No. 251 dated 07.03.2025 approved the lists of facilities, the source of financing, and the procedure for implementing the specified project as an experimental one. As of February 2026, the list includes 591 facilities, of which 80 have been completed, for all others - design documentation has been developed and approved and construction work has begun. The project requires funding to complete the construction work that has already begun. Since the beginning of the project implementation, project documentation has been developed and approved in accordance with the established procedure, contractors have been identified in accordance with the requirements of the Law of Ukraine "On Public Procurement", permits have been obtained and construction and installation work has begun on 565 objects. The expected results of the project are restored settlements, including the reconstruction of damaged/destroyed housing, social, administrative, housing and communal and road infrastructure.  The key result will be the return of people to their own restored homes, and the opportunity to receive improved social services.

Description of the purpose of the project and ways to achieve it

The goal of the project is to restore settlements, including residential, administrative, social, educational, transport and road infrastructure, as well as to enable people who have suffered as a result of the armed aggression of the Russian Federation to return to normal life in their own restored homes.

Problems and solutions resulting from project implementation

The restoration project covers 591 residential, social and infrastructure facilities in communities that have suffered significant damage. The largest share of the project is made up of residential facilities that form the key social effect of the program, these are 461 individual residential buildings and 77 multi-apartment residential buildings. Taking into account the average number of households, the implementation of the residential component of the project is aimed at providing housing for approximately 8.7 thousand residents who were left without housing. In parallel, social and engineering infrastructure facilities are being restored that provide basic services for the population of the communities.
