General information

Description of the project

          The project involves carrying out comprehensive repair and restoration works of the Town Hall building at 1 Rynok Square in Sambor, an architectural monument of national importance of the 17th-19th centuries (protected No. 399), in order to preserve its historical, cultural and architectural value, restore authentic facades, decorative elements, frescoes and bas-reliefs, as well as ensure the long-term functioning of the building as an administrative, public and cultural center of the city. The works include the conservation and restoration of external and internal walls, strengthening of foundations and load-bearing structures, repair of the roof and roofing systems, as well as major repairs of internal premises, including the restoration of floors, ceilings, decorative elements, painting, arrangement of modern plumbing and electrical networks, installation of lighting and heating. The modernization of engineering networks includes electricity supply, water supply, heating and ventilation, the implementation of fire safety measures and barrier-free access for low-mobility groups, as well as the use of energy-saving technologies to increase the efficiency of resource use. Particular attention is paid to the preservation of authentic architectural and decorative details in the interior, the restoration of historical interiors, as well as the adaptation of space for administrative and cultural events. The implementation of the project will contribute to the development of tourism and cultural life of the community, increase the attractiveness of the city, strengthen its historical and social image, and provide comfortable and safe conditions for visitors and employees. The project takes into account modern standards of construction management, energy efficiency and environmental protection, minimizing the negative impact on the environment and ensuring the sustainable development of the central part of the city. Thanks to a comprehensive approach, a combination of restoration of external and internal elements and modernization, the Town Hall will be preserved as a valuable historical and cultural object and will become a functional center of city life for many years to come.

Description of the purpose of the project and ways to achieve it

Project goal: Ensuring the preservation, restoration and effective use of a monument of national importance architecture of the 17th–19th centuries - the Town Hall building in Sambor by carrying out repair, restoration and internal renovation works to create a modern administrative and cultural space suitable for providing public services, holding cultural events and developing the tourist attractiveness of the community. Tasks: – carrying out comprehensive repair and restoration works while preserving authentic architectural elements; – performing internal finishing, engineering and technical works to ensure the functionality of the premises; – implementing energy-efficient and safe technologies during restoration; – adapting the space for the cultural, tourist and administrative needs of the community; – involving specialists in the protection of cultural heritage to control the quality of the restoration. Today, the Town Hall building is in poor technical condition - there is wear and tear on the facades, damage to the roof, window structures, engineering networks and internal premises that do not meet modern safety and energy efficiency requirements. Because of this, the facility cannot fully fulfill its functions as an administrative, cultural and tourist center of the community. The implementation of the project will eliminate these shortcomings, ensure the preservation of historical and cultural heritage and create a multifunctional space that will meet modern standards of public infrastructure.

Problems and solutions resulting from project implementation

The main problems that the implementation of the project for repair, restoration and interior work in the Sambir City Hall building should solve are the unsatisfactory technical condition of the building, physical and moral wear and tear of the interior, outdated engineering networks, lack of conditions for energy-efficient functioning and proper reception of citizens. The existing structural elements of the building have cracks, damage to the decoration, loss of authentic architectural details, which creates risks of further degradation of the monument of national importance. Due to the wear and tear of communications and the inefficient heating system, excessive energy costs arise, and non-compliance with modern accessibility standards limits the ability to serve low-mobility groups of the population. The relevance of the problem is due to the fact that the City Hall performs a key administrative function in the life of the community - structural units of the executive committee of the Sambir City Council are located here, which ensure the daily provision of public services to residents. If the problems are not resolved, there is a risk of further damage to the building, loss of the historical and cultural value of the facility, and deterioration of working conditions for staff and reception of citizens. The implementation of the project will ensure the comprehensive restoration of the architectural monument, increase energy efficiency, create a comfortable, safe and accessible space for employees and visitors, as well as develop tourist infrastructure through the arrangement of an observation deck on the balcony of the Town Hall. As a result, it is expected to preserve cultural heritage, improve the image of the city, improve the quality of administrative services, and increase the tourist attractiveness of Sambor.
