General information

Description of the project

The shelter complies with the norms of DBN V.2.2-5:2023, DSTU 9195:2022 and other standards. The structure consists of several modules that are installed in a pre-prepared recess in the ground and filled with excavated soil or clay to a height of at least 2 m from the upper underground part of the shelter. It provides protection for people (including MGN) from a shock wave of at least 100 kPa, debris and other factors. The project is justified by the need to strengthen national security in conditions of aggression, shelter shortage, support for state programs and stimulation of domestic production. Technical solutions include a metal frame with anti-corrosion coating, ventilation, water supply, sewage, electricity and fire safety systems, with an emphasis on energy efficiency, inclusiveness and rapid implementation.

Problems and solutions resulting from project implementation

During 2024, almost 60 thousand attacks using artillery, mortar ammunition, missiles and other means of destruction were recorded. The key features of modern weapons used by the enemy are their destructive power, which is constantly increasing. The most intense attacks are on Dnipropetrovsk, Donetsk, Zaporizhia, Sumy, Kharkiv, Kherson, Chernihiv regions, as well as Kyiv, Kirovohrad, Lviv, Mykolaiv, Odessa, Poltava, Khmelnytskyi and Cherkasy regions. Losses among the civilian population and civilian infrastructure are significant. Under such circumstances, increasing efforts aimed at minimizing the risks of harming people, as well as protecting them from attacks, is a key task not only today, but also in the future. According to Article 3 of the Constitution of Ukraine, a person, his life and health, honor and dignity, inviolability and security are recognized in Ukraine as the highest social value, and human rights and freedoms and their guarantees determine the content and direction of the state's activities. The Civil Defense Code of Ukraine stipulates that citizens of Ukraine have the right to be provided with means of collective protection and their use. Therefore, the issue of providing the civilian population with means of collective protection at their place of residence and at the facilities of the most necessary spheres of public life, such as the simplest shelters, is particularly relevant. The construction of one simplest shelter will satisfy the community's need for protection of the civilian population of up to 48 people
