General information

Description of the project

The construction of a new building of the Center for Administrative Services and the City Archive in the city of Kremenchuk will expand the capabilities of the existing ASC by creating a modern service hub based on the principles of transparency, accessibility and digitalization.  The expected results of the construction include improving the quality, increasing the list and accessibility of administrative services for citizens (convenience, accessibility, speed), increasing the transparency and accountability of authorities, increasing the investment climate and revenues to the local budget, as well as creating modern working conditions for employees and more effective interaction between government bodies. This is achieved through the centralization of services, the introduction of electronic services, modern equipment and the implementation of accessibility principles, which increases the community's trust in local authorities.

Description of the purpose of the project and ways to achieve it

The main goal of the project is to create a modern, barrier-free and high-tech space for providing a full range of public services on the principle of a "single window", which will meet all legislative requirements and recommendations for the organization and operation of ASCs. To achieve the main goal, it is necessary to implement a number of architectural, planning and technological solutions: zoning of space, implementation of energy efficiency measures for the building, integration with state registers, which ensures rapid data exchange between departments without the participation of the applicant, digitalization of processes - installation of self-service terminals and zones for receiving services in electronic form. The existing gap between the current state and the target level is due to the inconsistency of the existing infrastructure with the modern needs of the community, namely: the current ASC premises have exhausted the resource of scaling services; dispersion of archive premises and funds, shortage of space, risk of damage to documents due to improper climate; non-compliance with current standards of inclusiveness of public buildings; the need to transition to a fully digital format for providing services.

Problems and solutions resulting from project implementation

Key problems that need to be solved: the infrastructural collapse of archival affairs, non-compliance with all security and inclusion requirements; low possibility of expanding the list of administrative services; insufficient energy efficiency of the buildings used. All these problems are becoming relevant right now, as Kremenchuk has accepted a significant number of internally displaced persons, which has sharply increased the demand for social and administrative services; during martial law, the number one priority is the need for a reliable centralized data protection system and physical security of visitors; state policy in the field of digitalization is switching to a "paperless" mode, which requires municipalities to have powerful server and front offices of a new model (Diya.Centers). Consequences if the problems are not solved: loss of historical memory and legal data, social tension, financial losses. Expected changes: introduction of new types of services (passport, social, registration), as well as related services, which will increase the convenience for community residents to receive all services in one location according to the principle of "fast, convenient, transparent"; creation of an accessible and barrier-free environment for all categories of the population; creation of a new architectural center of gravity, which increases the prestige of the city; the ability to store documents for the next 50 years without a shortage of space; reduction in energy costs by up to 30-40% thanks to the use of modern materials and climate control systems.
