General information
Description of the project
A significant part of the lyceum students live in remote settlements where there is no regular transport connection (distance more than 2 km to the institution). Therefore, it is necessary to organize safe transportation of 120 students to the educational institution by modern school buses. There are no school buses in the community, which creates significant difficulties in ensuring the right of children to accessible and high-quality education. The problem is especially acute due to the fact that the lyceum performs the functions of a specialized school for students in grades 10-11 from all settlements. High school students come to the lyceum to receive a complete general secondary education, and it is for them that the lack of organized transportation creates barriers to access to quality educational services. Special attention is needed for low-mobility groups of the population (students with disabilities and special educational needs), for whom the lack of specially equipped transport actually makes it impossible to attend high school.

Description of the purpose of the project and ways to achieve it
The goal of the project is to ensure inclusiveness and equal opportunities for all students and community teachers by organizing safe and regular transportation to educational institutions. The implementation of the project will eliminate barriers between children from remote settlements and their peers, ensuring timely access to quality education.
The methods of achieving the goal include the purchase of a modern school bus, equipped in accordance with safety and inclusion requirements: seat belts, GPS navigation, video surveillance system, air conditioning and special seats for people with reduced mobility. The bus will have about 33-34 passenger seats, which will allow for the simultaneous transportation of formed groups of schoolchildren and accompanying persons.
The development of a clear route schedule will ensure regularity and timeliness of transportation. The participation of qualified drivers and accompanying persons will guarantee the safety of children while on the road. Centralized transportation will reduce families' transportation costs and will also contribute to creating comfortable working conditions for teachers.
As a result of the project, the community will receive a modern transport infrastructure that meets modern standards, improve the quality of educational services, and strengthen parents' trust in the education system.
Problems and solutions resulting from project implementation
Problem 1. Lack of own school transport after the previous bus was destroyed during the war.
Result: purchasing a new bus will ensure regular and safe transportation of students and teachers.
Problem 2. Students from remote villages have limited access to education, miss classes due to the difficulty of getting there.
Result: organized transportation will ensure equal access for all children to quality education, in particular in high school.
Problem 3. Lack of conditions for inclusion - inability to transport children with disabilities.
Result: the new bus is equipped with special seats and a lift, which guarantees inclusion.
Problem 4. High transportation costs for parents and the risks of using private transport.
Result: centralized transportation will relieve the financial and psychological burden on families, increase the safety of children.

Аналіз доступних варіантів закупівель проводився з урахуванням потреб у безпечному та організованому підвозі учнів. Було розглянуто два можливих рішення: оренда автобусів та їх закупівля. Варіант із орендою передбачає менші початкові витрати, проте залежить від постачальника і не забезпечує довгострокової стабільності. Натомість придбання трьох автобусів по 26 місць вартістю 4 млн грн кожен створює власний транспортний ресурс громади на 10 і більше років, забезпечує незалежність від зовнішніх постачальників і дозволяє планувати маршрути відповідно до освітніх потреб. Враховуючи вартість, технічні характеристики та соціальну значущість, доцільним рішенням визначено саме закупівлю автобусів.
