General information

Description of the project

The project involves solving the issue of the satisfactory condition of the ZZSO of the I-III levels of the Novyi Yarychiv settlement of the Novoyarychiv settlement council with large energy losses. One of the priority tasks of the Novoyarychiv settlement council, which requires an immediate solution, is the reconstruction with the completion of the "Defense of Ukraine" classes and the implementation of energy-efficient measures in the ZZSO of the I-III levels of the Novyi Yarychiv settlement of the Novoyarychiv settlement council to create proper and comfortable conditions for students, staff and children from among the forcibly displaced persons and in order to save funds from the settlement budget. Currently, the ZZSO of the I-III levels of the Novyi Yarychiv settlement of the Novoyarychiv settlement council lacks classrooms, since the above-mentioned institution is a support institution. The institution has 618 students and 71 employees. As a result of the project, proper conditions for students' education will be created, the overall condition of the premises, temperature and sanitary conditions will be improved, which will positively affect the organization of the educational process. The project is focused on integrating energy saving issues into the education system, heat modernization measures, creating safe conditions for participants in the educational process, taking into account children from among IDPs, and involving them in educational and practical activities on the efficient use of energy resources. According to the results of the inspection of educational institutions located in the Novoyarychivska settlement-territorial community, the issue of energy saving has become one of the most relevant for the executive committee of the Novoyarychivska settlement council. The education system of the Novoyarychivska settlement-territorial community includes 9 - general secondary education institutions; preschool educational institutions - 5; the school of arts of the village of Novyy Yarychiv of the Novoyarychivska settlement council. The above-mentioned educational and preschool education institutions are on the balance sheet of the Department of Education, Culture, Tourism, Youth and Sports of the Novoyarichiv Village Council. The issue of effective use of energy resources in the budgetary sphere is increasingly being discussed and receiving more attention from both the state itself and the heads of local government bodies, heads of educational and preschool education institutions, and community residents. One of the most important conditions for the development of education in the Novoyarichiv village territorial community is to solve the problems of reducing the consumption of energy resources, which will make it possible to reduce expenses for covering utility costs in educational and preschool education institutions and direct expenses to the development of the material and technical base.

Description of the purpose of the project and ways to achieve it

The project "Overhaul and arrangement of "Defense of Ukraine" classes of the General Secondary Education Institution of I-III levels of the Novyi Yarychiv settlement of the Novoyarychiv settlement council of the Lviv district of the Lviv region" provides for the overhaul of the ZZSO of I-III levels of the Novyi Yarychiv settlement and the completion of the "Defense of Ukraine" classes, since the ZZSO of I-III levels of the Novyi Yarychiv settlement will be reorganized into a lyceum to implement the educational reform, which is called the New Ukrainian School, which is the extension of compulsory education from 11 to 12 years and the creation of specialized lyceums, that is, separate senior general education schools consisting of 10, 11 and 12 grades, in which the student is allowed to choose an educational profile. According to the concept of the New Ukrainian School, adopted in 2016 by the Cabinet of Ministers of Ukraine (CMU 2016), this part of the reform is planned for the third stage with the creation of a network of specialized lyceums in 2025 and its full implementation in 2027. The main principles of specialized lyceums were systematized on January 16, 2020 in the Law of Ukraine "On Complete Secondary Education". The existing comprehensive school of grades I-III is located in the village of Novy Yarychiv at 38 Nezalezhnosti St. Two-story, brick, hipped roof. Currently, the school is taught in two shifts, the maximum number of people in the largest shift is 340 students and 50 employees.

Problems and solutions resulting from project implementation

The main problems that need to be solved: Outdated technical condition of the premises, significant physical wear and tear of building structures, engineering networks, lighting and heating systems. Lack of proper conditions for conducting practical classes on the subject "Defense of Ukraine" - lack of educational equipment, furniture, models, training aids. Insufficient level of security - lack of fire alarm systems, emergency lighting, barrier-free access facilities. Non-compliance with modern educational standards and requirements of the Ministry of Education and Science of Ukraine regarding the material and technical support of the subject "Defense of Ukraine". Low energy efficiency of the premises, which causes overspending of budget funds on heating and electricity. Expected results of solving the problems: Carrying out major repairs of educational premises with the replacement of engineering systems, decoration, floors, windows, doors. Equipping classrooms with modern educational equipment - multimedia systems, simulators, models, first-aid kits, communication equipment, furniture. Creating a safe and comfortable educational environment that meets the requirements of fire, sanitary and technical safety. Improving the quality of the educational process and the level of training of students in the field of national security and civil defense. Reducing energy consumption by 30–35% due to the introduction of energy-saving technologies. Increasing the prestige of the school as a modern educational institution focused on practical education and patriotic upbringing.
