The purpose of the project is to ensure an adequate level of fire safety in the building of the Municipal Institution of the Lviv Regional Council "Educational and Rehabilitation Center "Mriya" by carrying out a major overhaul of the fire alarm system and implementing a modern type III fire alarm system. The implementation of the project is aimed at: • timely detection of signs of fire in the early stages of its occurrence; • prompt informing the staff and students of the institution about the danger; • ensuring organized and safe evacuation of children, including children with special educational needs; • minimizing risks to the life and health of students and employees; • bringing the fire safety system into line with current building codes, fire safety rules and requirements of the legislation of Ukraine. A feature of the institution is the presence of children with developmental disorders, which requires an increased level of security and a specially organized notification system adapted to their physical, sensory and cognitive capabilities.

The state of the existing fire safety system is characterized by a number of critical shortcomings: Physical and technical wear of equipment • a significant part of the fire alarm equipment is outdated; • limited functionality of the system is observed; • increased risk of malfunctions due to wear of components. 2.2. Non-compliance with modern safety requirements • the existing system does not fully comply with current building codes and fire safety rules; • absence or insufficient development of the Type III warning system (in particular, voice warning); • insufficient level of differentiated warning by building zones. 2.3. Increased risks for vulnerable categories of persons • the institution contains children with developmental disabilities, which complicates a quick response to an alarm signal; • the lack of a modern voice and combined warning system may complicate evacuation; • the need for specially adapted solutions for the safe accompaniment of children during emergencies. 2.4. Limited effectiveness of evacuation notification • insufficient clarity and speed of alarm signal transmission; • lack of comprehensive notification automation; • risk of delayed response of staff and students in the event of a fire.
