The project involves the restoration (renovation and restoration) of the Town Hall building at 1 Tsentralna Square in Chernivtsi with adaptation to modern conditions of use and implementation of energy efficiency measures. The project includes the repair of facades and roofs, restoration of basement waterproofing, replacement of windows and exterior doors with energy-efficient ones, strengthening of roof structures, repair of the heating system, as well as the installation of an elevator and lifts to ensure accessibility for people with reduced mobility. The project is aimed at preserving the historical value of the building, improving its operating conditions and increasing the city's tourist attractiveness.

The goal of the project is to increase the level of compliance of the Town Hall building with modern standards of operation, safety, energy efficiency and accessibility while preserving its historical and architectural value as an architectural monument of national importance. Additional goals of the project are to modernize the building to bring its technical and functional condition into line with current regulatory requirements, as well as to implement energy-efficient and innovative solutions. The achievement of these goals is expected through the implementation of a complex of repair and restoration works, in particular, the restoration of facades and waterproofing of the basement, the replacement of windows and external doors with energy-efficient ones, the repair and strengthening of roof structures, the renewal of engineering systems, as well as the arrangement of an elevator and lifts to ensure accessibility for groups of the population with reduced mobility. The gap between the current state and the target level is due to the long-term absence of comprehensive repair and restoration works, the physical and moral wear and tear of the building's structures and engineering elements, and the non-compliance with modern requirements for energy efficiency and accessibility. The current condition does not allow for proper operating conditions for the building and full use of its potential as an administrative and tourist facility.

Problems and solutions resulting from project implementation

Key problems include the building's physical and moral deterioration, lack of proper waterproofing, low energy efficiency, inaccessibility for people with limited mobility, and non-compliance with modern operational and safety standards. These problems are relevant given the building's status as an architectural monument of national importance and its active use as an administrative and tourist facility. If these problems are not resolved, further deterioration of the building's technical condition, increased operating costs, restricted access for certain categories of the population, and a decrease in the city's tourist attractiveness are possible. The implementation of the project will ensure the preservation of the monument, improve the conditions for providing administrative services, increase energy efficiency, inclusiveness, and create a positive socio-economic and image effect for the community.
