Description of the project

The project is aimed at purchasing housing for orphans and children deprived of parental care, as well as individuals from among them, in order to ensure proper living conditions and social adaptation. The implementation of the project involves using funds from the state and local budgets to purchase apartments or houses that meet state standards of safety and comfort. The expected result is providing children with guaranteed housing and facilitating their integration into independent life.

The goal of the project is to provide orphans, children deprived of parental care, and individuals from among them with modern, safe and comfortable housing that meets state standards, in order to create appropriate conditions for their full life, social adaptation and integration into society. The implementation of this project will contribute to reducing social inequality, preventing homelessness among graduates of boarding schools and improving the effectiveness of state policy in the field of social protection of children. Ways to achieve the goal To achieve the goal of the project, the following measures are planned to be implemented: Acquisition of housing at the expense of state and local budgets - by purchasing apartments or residential buildings that meet safety standards, comfort and sanitary requirements. Co-financing from several sources - attracting funds from the state, regional, local budgets Selection of residential facilities in accordance with approved criteria (building condition, location, area, access to infrastructure). Housing quality control — checking compliance with technical and sanitary standards before handing over to children. Monitoring the effectiveness of housing use — creating a system for recording the number of beneficiaries and subsequent support to prevent loss or misuse of housing.

Problems and solutions resulting from project implementation

Key issues to be addressed by the project Low level of housing provision for orphans and their dependents Only about 25–30% of people in this category are actually provided with housing. The rest are forced to live in temporary conditions or remain homeless after leaving residential institutions. Relevance: the number of children reaching adulthood and needing permanent housing is increasing every year, while the amount of funding for programs remains limited. Possible consequences of not addressing the issue: increased risk of homelessness, social isolation, unemployment, criminalization, emigration. Expected positive changes: providing housing will allow orphans to start an independent life, creating a basis for social stability and self-realization. Unsatisfactory technical condition of the existing housing stock Most of the housing facilities provided to orphans have a high level of physical deterioration (up to 60–70%), do not meet sanitary, energy-saving and fire safety standards. Relevance: a significant part of such housing was built over 30 years ago and has not been renovated. Possible consequences of not solving the problem: unsafe living conditions, dilapidated buildings, additional costs of local budgets for repairs, lack of motivation for children to live in such housing. Expected positive changes: renovation of the housing stock, improvement of living conditions, energy efficiency and safety. Lack of a systematic approach to the formation of housing policy for orphans Housing programs are implemented unevenly in the regions, often without uniform standards and long-term financing. Relevance: decentralization has created new opportunities for communities, but most of them do not have the resources to independently solve this problem. Possible consequences of not resolving the issue: inequality of access to housing between regions, delays in the implementation of children's rights, misuse of funds. Expected positive changes: creation of a sustainable, transparent financing and monitoring system, increased efficiency in the use of budget resources. Insufficient level of social adaptation of children after leaving residential institutions Many children do not have independent living skills, which complicates their integration into society. Relevance: lack of housing is one of the main barriers to employment, education and creating their own family. Possible consequences of not resolving the issue: social maladjustment, marginalization, increased need for state assistance. Expected positive changes: creation of a stable living environment will contribute to the formation of responsibility, social activity and economic independence of young people. General justification of relevance The problem of providing orphans with housing is one of the most acute in the field of social policy. It directly affects the level of social security, human capital development and trust in the state. In conditions of economic instability and migration processes, the need for housing for this category of people is only increasing. Expected positive results of the project implementation Increasing the level of housing security of orphans to target indicators (up to 100%). Improving the technical condition and safety of the housing stock. Reducing social tension and risks of homelessness. Increasing the level of social adaptation and independence of youth. Formation of an effective system for managing housing programs at the community level.
