Description of the project

Renovation and major repairs of a primary health care facility (rural outpatient clinic) to provide residents of the village of Vysoke with high-quality medical services. The project includes not only construction work, but also a complete renovation of engineering networks, installation of modern medical equipment and furniture.

Description of the purpose of the project and ways to achieve it

The main goal of the project is to restore full and uninterrupted access to quality primary health care services for residents of the village of Vysoke and nearby settlements of the Tyahyn community. This is achieved through the comprehensive reconstruction of the damaged building of the village outpatient clinic (6 Priozerna St.) and its deep modernization. The project is aimed at creating a safe, barrier-free, energy-efficient and high-tech space that meets the modern requirements of the Ministry of Health of Ukraine and the needs of patients and medical staff. Ways to achieve the goal during the project implementation: 1. Construction and dismantling works. 2. Modernization of engineering networks. 3. Ensuring security and digitalization 4. Material and technical equipment 5. Ensuring inclusiveness.

Problems and solutions resulting from project implementation

The conditions for restoring the community's life require the primary provision of basic needs of the population, among which health care is the number one priority. Without a functioning outpatient clinic, it is impossible to fully return people home and stabilize socio-economic life in the region. Key problems that need to be solved: 1. Critical reduction in access to medical services: Community residents are deprived of the opportunity to receive basic medical consultation, diagnostics, emergency care on the spot, or prescriptions for medicines. 2. Dangerous living conditions: The lack of modern fire alarms and the emergency condition of the premises create a direct threat to the lives of patients and medical staff. 3. Energy inefficiency: Old windows, doors, and worn-out heating/lighting systems make the building cold in winter and economically unprofitable for the community budget in terms of utility bills. 4. Social isolation of vulnerable groups: The lack of ramps and inclusive sanitation facilities deprives people with disabilities of the right to decent medical care. Consequences if the problems are not resolved: 1. Increased morbidity, complications, and mortality among the population due to the inability to timely detect and treat diseases. 2. Outflow of the population (especially families with children and the elderly) to safer and more well-equipped regions. 3. Inability to attract and retain qualified medical personnel in the community due to the lack of proper working conditions. 4. Further destruction of the building, which in the future will lead to even greater financial costs for its restoration or complete write-off.
