Description of the purpose of the project and ways to achieve it

The main goal of the project "New construction of an educational institution for 600 students on Zhytomyrska Street" is to provide the community of Andrushivka with a safe, inclusive and modern educational space, fully adapted to the requirements of the New Ukrainian School (NUS), while preserving the cultural heritage site of national importance. To achieve this comprehensive goal, the following key methods will be used during the implementation of the public investment project: 1. New construction of a modern building with a built-up area of 3390.3 sq.m (Zhytomyrska Street). Use of modern building materials and technologies that ensure energy efficiency, compliance with sanitary standards and a high degree of safety (fire safety, availability of equipped shelter). Replacement of an emergency learning environment with a guaranteed safe one. 2. Adaptation of infrastructure to NUS standards. Designing flexible, transformative classrooms, creating specialized learning centers (STEM laboratories, workshops, media library, resource room), which allows for the use of competency-based pedagogy. 3. Ensuring inclusivity and accessibility. Full integration of universal design principles into the construction project. Equipment of ramps, tactile tiles, inclusive sanitary rooms and resource rooms, ensuring unhindered access to all areas of the school. 4. Releasing and preserving an architectural monument. Decommissioning the M. Tereshchenko Palace as an educational institution. Eliminating the factor that accelerates the destruction of national heritage, and creating the prerequisites for its further professional restoration and conservation. There is a critical gap between the current state of the infrastructure and the target level, and the existing gap is not simply economic or functional in nature, but a critical level of safety and social responsibility. This gap can only be closed through new construction, since the reconstruction of an architectural monument cannot solve the problem of safety and adaptation to the requirements of the National University of Science and Technology at the same time.

Problems and solutions resulting from project implementation

1. Education takes place in a building that is not adapted and does not meet the modern requirements of the educational process, especially in the context of the implementation of the standards of the New Ukrainian School (NUS). Creation of a modern, energy-efficient and earthquake-resistant educational institution that meets all building codes and has a safe shelter. Provision of specialized classrooms, flexible learning areas, a media library and modern equipment that contributes to the development of 21st century competencies. 2. Destruction of a national monument. The constant operation of the monument as a school accelerates its destruction, which will also lead to the irreversible loss of a cultural heritage site of national importance. Decommissioning the Tereshchenko Palace will allow for its comprehensive restoration and further use in accordance with its historical and cultural value.
