Description of the project

The project "New construction of a local automated centralized warning system (MASTSO) of Bereznehuvatsk settlement council, Bashtansky district, Mykolaiv region" is aimed at increasing the level of population safety by creating a modern system of prompt information about emergencies and threats. The project plans to install equipment for an automated warning system, install loudspeakers in 12 settlements of the community, integrate with the regional civil protection network and provide remote control capabilities. This will ensure timely notification of community residents, minimize risks to people's lives and health, and increase the territory's resilience to military, man-made, and natural threats.

Description of the purpose of the project and ways to achieve it

The purpose of the public investment project is to increase the level of security of the population of the Bereznehuvat settlement territorial community by creating a modern local automated centralized warning system (MACS), which will ensure timely, reliable and complete information to residents about emergencies, military threats, man-made accidents and natural disasters. Today, the Bereznehuvat community lacks a modern and effective centralized warning system. Existing means of information are fragmented, do not cover all residents of the community and do not provide a prompt response in the event of emergencies. This creates a significant risk to the life and health of the population, especially in conditions of military threats, active hostilities in the region and an increased probability of man-made and natural disasters. The planned project will allow to overcome this gap, because thanks to the implementation of MACS, the community will be able to quickly and centrally warn the population about dangers. The expected target level is to reach 95–100% of community residents with alert signals, which will significantly reduce risks to people and increase community preparedness to respond to emergencies.

Problems and solutions resulting from project implementation

The key problem that the project should solve is the insufficiency of a modern centralized warning system in the Bereznehuvat community. Today, some settlements are equipped with sirens, but they do not cover the entire territory of the community and do not provide full coverage of the population. Additionally, the population receives information through the media, social networks and fragmented channels, which does not allow for timely information to all residents, especially in remote settlements. Another problem is the low efficiency and reliability of existing warning means. In the event of an emergency, the message may arrive with a significant delay or not reach people at all, which poses a threat to their life and health. An additional factor is the lack of integration with the regional civil protection system, which complicates interaction during military threats, man-made accidents or natural disasters. High dependence on the human factor in the process of transmitting information also reduces the effectiveness of the response. These problems are especially relevant now, since the community is located in a zone of increased military risks, and the probability of natural disasters and man-made accidents is also increasing, which increases the need for a reliable and operational warning system. If these problems are not resolved, there is a risk of untimely informing the population, which can lead to significant human losses and material damage. The lack of clear and reliable information in crisis situations can cause panic among people, complicate evacuation measures and reduce the level of citizens' trust in the authorities. The implementation of the project will allow creating a modern automated centralized warning system capable of covering the entire territory of the community and up to 95–100% of residents. This will reduce the time for informing the population from tens of minutes to several seconds, which will significantly increase the level of security and readiness of the community to respond to emergencies. The expected result is a reduction in the risk of human casualties and material damage, strengthening the community's capacity in the field of civil protection, and increasing its resilience to modern challenges.
