Detailed description of the project

The project aims to introduce tolling on the main highway network to collect revenue for increased regular maintenance of roads, winter maintenance of roads, reconstruction of roads and building of new road sections. This will result in not only increased sustainability but also a better level of service, reduction of travel time and delays, increased traffic safety as well as reduced vehicle operation costs.

Problems

Current status, description of problems and needs for their solution
This project solves the problem of stable financing of road maintenance. Financing of road maintenance will be done by road users. i.e. truck owners, not taxpayers. Trucks are the main cause of road detoration.
A detailed description of the project goal and the way to achieve it
The purpose of the project is to collect revenue from road users for better maintenance of the road network as well as for reconstruction of the road network. The location of the project is a major road network of Ukraine on all the territory of Ukraine. The roads will be selected based on the traffic levels and it is forecasted that majority of roads in the tolling scheme will be the M-roads.

The introduction of tolls will provide additional funding for the development of public highways of state importance. One of the components of the toll that is expected to be introduced under EU Directive 1999/62 is an external cost charge, which is related to the costs of air pollution from road traffic, noise pollution, CO2 emissions or any combination of these factors. The introduction of tolls involves not only the creation of an additional source of funding for roads, but also the development of an electronic toll collection system based on satellite systems and modern GNSS navigation technologies. In the future, the toll collection system will be one of the components of the intelligent transport system.
