Detailed description of the project

Project "Creation of Centers of Professional Excellence" plays an important role in the improvement of the national system of professional (vocational and technical) education (hereinafter - P(PT)O), in particular thanks to the establishment of relations with business, other educational institutions, exchange of experience and implementation of innovations.

Implementation of the Project involves construction and/or reconstruction of vocational (vocational and technical) education institutions and their equipment with modern technology.

Center of Professional Excellence – it is a multidisciplinary and multifunctional educational institution with strong material and technical, managerial and educational and methodological potential, which allows to provide high-quality primary and continuous, formal and informal professional (vocational-technical) education for all age groups of the population. The creation of a network of such Centers will contribute to the acceleration of the modernization of the P(PT)O system, which ensures the training of highly qualified workers who will meet the requirements of the national and regional labor markets.

After the completion of the Project, it is expected to achieve the goals regarding the creation of conditions for increasing the efficiency of the quality of P(PT)O in Ukraine, namely:

ensuring that the skills and knowledge of graduates of P(PT)O institutions meet the expectations of employers, the requirements of the labor market and society as a whole;

increasing the efficiency of the use of budget funds in the education sector;

popularization of obtaining P(PT)O (the number of school graduates who choose working professions increases every year);

introducing new professions needed by the labor market, updating educational standards in accordance with the requirements of employers;

creating an inclusive educational environment and ensuring the principle of gender equality in the training of qualified workers.

 

According to the results of the implementation of the Project, it is envisaged to transform vocational and technical education institutions into centers, the activities of which will be aimed at:

material and technical base of vocational education institutions;

introducing motivational mechanisms to encourage employers to participate in the educational process, creating conditions for the development of a dual form of education;

increasing the qualifications of teaching staff;

growing popularity and prestige of professional education;

expanding the autonomy of P(PT)O institutions and changing approaches to their management.

Problems

Current status, description of problems and needs for their solution
The creation of a network of Centers of Professional Excellence will contribute to the acceleration of the modernization of the P(PT)O system, which ensures the training of highly qualified workers who will meet the requirements of the national and regional labor markets.
A detailed description of the project goal and the way to achieve it
Vocational education is a means of self-realization of a person in professional activities, social self-protection, stability and adaptation to labor market conditions. On the other hand, professional education should meet the urgent and prospective needs of business for qualified specialists whose training level would meet the requirements of scientific and technical and social progress, who would be professionally mobile, have versatile professional and general educational knowledge, skills and abilities. Today, Ukraine has a situation characterized by the growth of labor market needs for qualified personnel (according to the Medium-term forecast of the need for specialists and workers in the labor market for 2024-2027, http://surl.li/xswfjj). As a result of the implementation of the Project, it is envisaged to create Centers of Professional Excellence as powerful modern centers of vocational education and training, combining the organization of primary vocational training of students and vocational training of the adult population. Centers of professional excellence will have a modern material and technical base for professions (classrooms, workshops) that are a priority for the country's economy, updated social infrastructure (dormitories, canteens, sports facilities, etc.). Such institutions will fulfill the role of centers of concentration of the best experience in the field of VET, combining the organization of primary vocational training of students and vocational training of the adult population. The tasks of the Centers of Professional Excellence will include: ensuring the training of highly qualified workers in professions that meet the requirements of local, regional and national labor markets; promoting innovation and development in professional education and training; exchange of methodical and professional experience of teacher training, accumulation and transfer of various educational resources to other institutions of the professional education system; ensuring the principle of inclusive education; increasing the prestige of professional education and training due to the centralization of investments and the concentration of results. The implementation of the Project will contribute to the reduction of the discrepancy between the demand and supply of workers and, as a result, to the improvement of the provision of enterprises with professional personnel. The creation of Centers of Professional Excellence will have the potential to achieve the following outcomes, with significant social impact, including: improving the quality of P(PT)O; improving the image of P(PT)O both among potential education seekers and in Ukrainian society in general; increasing the prestige of teaching activity; introduction of innovative technologies into the educational process; ensuring the variability of educational services, taking into account the individual requests of students, in particular, persons with special educational needs, gifted youth; growing interest in the learning process among students; the formation of a new type of thinking among schoolchildren, which will allow the formation of a new style of activity, aimed at more effectively solving industrial, social, cultural and other problems; creating opportunities for lifelong learning.
