HIGHER EDUCATION OF UKRAINE

The project covers repair work on existing educational, research and auxiliary facilities of a number of state higher educational institutions of Ukraine in order to increase their energy efficiency and make other investments in educational equipment not related to the Energy Efficiency Component. The task of the project is to reduce operating costs, as well as to improve the quality of facilities intended for teaching, learning and research activities in universities.

The energy efficiency component will include investments aimed at improving the energy consumption of buildings. In particular, the Energy Efficiency Component may include, but not exclusively, energy-efficient investments in thermal protection structures, air conditioning and heating ventilation systems, electrical installation works and modernization of heat supply systems. Other types of investments related to the Component, not related to energy efficiency, aim to generally improve teaching conditions. The loan will be aimed at financing eligible costs related to the Energy Efficiency Component and the Non-Energy Efficiency Component. The project consists of two stages - Stage I and Stage II. Stage I will consist of investments in energy efficiency, which are to the Energy Efficiency Component, in the following seven universities with a total investment of 81 million euros. (a) National Technical University "Kharkiv Polytechnic Institute", Kharkiv (b) National Pedagogical Institute named after Drahomanova, Kyiv (c) Lviv Polytechnic National University, Lviv (d) Poltava National Technical Institute named after Yuriy Kondratyuka, Poltava(e) Chernihiv National University of Technology, Chernihiv(f) Sumy State University, Sumy(g) Vinnytsia National University of Technology, VinnytsiaStage II will include investments in the amount of about 79 million euros. Sub-projects proposed for financing for Stage II are subject to prior agreement with the Bank. Phase II includes energy efficiency investments included in the Energy Efficiency Component and may also include other non-energy efficiency education investments, provided that: (i) the total eligible cost of the non-energy efficiency Component cannot exceed EUR 11,850,000 (which is 15% of the total eligible investment value in Subprojects included in Stage II, as defined in point (e) of the Preamble; and (ii) the amount of Credit allocated or proposed to be allocated to Subprojects relating to The component not related to energy efficiency should not exceed 50% of the total investment cost. The proposed volume of Stage II should meet the eligibility criteria agreed with the Bank. The borrower (acting through the Ministry of Education and Science) should carry out detailed monitoring of economic development the Project, its social and environmental impact and human rights, as well as other aspects of the Project implementation that may be required by the Bank from time to time. The Bank may publish project performance reports related to Bank-financed Subprojects.
