Current status, description of problems and needs for their solution
The main share of the net income of PJSC "UDP" is provided by the operation of the river freight fleet on the Danube). PJSC "UDP" carries out transportation both with its own fleet and with the fleet operated by the company (ship owners are subsidiary companies Danubo Special Shipping (Panama) - 91 units, D.T.S. Danube Transport Services (Romania) - 12 units, Transship (Hungary) ) – 7 units).
PJSC "UDP" has a sufficient number of tugs and self-propelled dry cargo ships to increase the volume of cargo transportation almost twice. However, the vessels used for river transport have a significant average age and have not undergone modernization or renovation since their construction. The main part of the fleet in operation consists of tugs of the Riga-Ivanovo type, which are also the oldest vessels in the fleet of PrJSC "UDP" (built in the 1960s). Significant funds (up to 3 million euros per year) must be invested to maintain the fleet in proper technical condition every year.
The wear percentage of the ships of the Society's river fleet is 94%. Depreciation deductions are extremely low, which does not allow for proper fleet renewal.
The main engines and diesel generators, which are installed on tugboats of PJSC "UDP", are outdated and uneconomical in terms of fuel and lubricant consumption. Modern marine diesel engines consume an average of 25-30% less fuel.
In addition, the engines of the ships of the river fleet do not comply with modern regulations in terms of emissions of harmful substances into the air. The situation is also complicated in connection with the "European Green Deal" adopted by the European Union, which provides for a reduction of greenhouse gas emissions (in particular, carbon dioxide, which is produced in large quantities when diesel fuel is burned in ship engines) by 50% to 2030, and to zero by 2050. Therefore, there is a risk of receiving a ban on the entry of river tugs and self-propelled vessels of PJSC "UDP" into the EU's Danube ports, except for the Republic of Serbia, which is a candidate country for the EU.
Another negative aspect of operating an aging fleet is the overstaffing required for safe, accident-free operations. 9-12 crew members work on PJSC "UDP" tugboats, while 5-7 crew members work on competitors' vessels of similar capacity, but equipped with more modern automated systems, on the Danube. This leads to additional costs for the labor of the fleet.
These factors determine the low margin of operation of the river cargo fleet and the need to update tugs and self-propelled vessels.
A detailed description of the project goal and the way to achieve it
The goal of the project is to bring the river cargo fleet of PrJSC "UDP" to a qualitatively new level due to the modernization of river self-propelled vessels and tugs and the construction of new river barges, to increase its carrying capacity during the next 5 years at least 2 times (up to 3.6 million tons per year) and maintenance at this level for the next 10 years.
Within the framework of the strategic concept for 2023-2028, PrJSC "UDP" must have 25-30 updated units of river tugs and self-propelled vessels. The construction of the fleet requires significant costs of metal products and, as a result, the high cost of building new ships. The situation worsens as a result of Russian military aggression, since the majority of metallurgical plants are located in the eastern regions of Ukraine, so they were occupied or damaged by the aggressor. Added to this were logistical constraints due to the destruction of infrastructure.
In order to minimize material costs in the cost of the updated fleet, UDP PJSC chose the path of modernization of river tugs and self-propelled vessels. Taking into account being in fresh water, the hulls of the vessels are in good condition, therefore only the main and auxiliary engines, electrical equipment, radio navigation systems, other ship mechanisms will be subject to replacement, which will reduce the cost compared to the construction of a new tug of similar capacity by 2 times (2.2- EUR 3.2 million against EUR 5.0-7.0 million).
From the end of 2023, PrJSC "UDP" began the modernization of 5 self-propelled river vessels at its own expense. The modernization is planned to be carried out at the Austrian shipyard ÖSWAG. UDP PJSC contracted and paid an advance (30%) for the modernization of 5 vessels, which allowed the ÖSWAG shipyard to place an order for the production of the necessary batch of ship engines and other equipment (production period - 4-6 months).
The first vessel was delivered for modernization in April 2024, the expected completion date is September 2024. According to the schedule, modernization of 3 units of self-propelled river vessels is expected by the end of 2024. A further schedule for the modernization of the following units will be developed taking into account the agreed IFC financing. It is expected that the corporate reform of PJSC "UDP" will be completed and the financing program will be finalized by the end of 2024, and its development for the first stage (16 vessels) will be carried out during 2025-2027, and the second stage (11 vessels) - during 2028-2029 years
The project does not require the involvement of budget funds or state guarantees.
Coordination of the project with strategic documents
National Strategy for Regional Development of Ukraine
State strategy of regional development for 2021-2027 (with changes from 13.08.2024). The strategic goal is "Formation of a united state in social, humanitarian, economic, climatic, ecological, security and spatial dimensions." Tasks in the direction of "Stimulating the development of territories": 6. Facilitating the attraction of investment resources, funds of international technical assistance and international financial organizations for the implementation of economic restructuring projects (it is expected to attract 50 million euros of funds from international financial organizations, namely IFC). Strategic goal "Increasing the level of competitiveness of the regions". Tasks in the direction of "New jobs, investments and business development": 10. Support for the implementation of economic projects in such key sectors as energy, processing of agricultural products, transport and export logistics, production of critical materials (PJSC "UDP" provides an alternative route for export logistics through the Danube. In 2022-2023, the fleet of PJSC "UDP" exported 2.9 million tons of cargo).
