Problems
Current status, description of problems and needs for their solution
The central square of the Expo Center is the only architectural and palace complex in Ukraine and Europe, where all traditional architectural orders are represented. All the main pavilions-palaces are recognized as architectural monuments, and the main pavilion (pavilion #1) among them is the dominant structure and decoration of the entire majestic complex. Its height reaches 75 meters and it is considered the most monumental civil structure of the rotunda type in Ukraine.
It is known that an important element of the corporate style of any company is its logo. The logo helps to make the first impression about the company, and the popularity of the brand depends on how concise, bright, and recognizable it is. It is not surprising that the projection of the construction of pavilion No. 1 became the logo of the National Complex "Expocenter of Ukraine".
The operation of this building for more than 60 years without major repairs had a negative effect on its general condition. This applies to the worn-out state of engineering networks, the appearance and internal arrangement of the building.
Preservation of its original appearance, and in some moments the complete restoration of individual components, requires significant capital investments.
Considering the fact that the operating profits of NC "Expocenter of Ukraine" do not cover the urgent need for funds for the preservation of architectural monuments from destruction, which are kept on the balance sheet of the institution, the attraction of state funds is considered as the only available source for financing restoration works.
Any loss of cultural heritage is inevitably reflected on current and future generations, leading to spiritual begging, falsification of history, loss of historical memory and, as a result, destruction of the intellectual and creative potential of society. They cannot be compensated by the creation of new significant works, architectural forms, etc.
In Ukraine, its cultural and historical memory is inextricably linked with immovable heritage objects that carry the nation's ethnic codes, embody its identity, ideals and heritage.
It is no accident that cultural, intellectual and historical values of society are objects of national security (Law of Ukraine "On the Basics of National Security of Ukraine").
The authority of Ukraine as a state in the world largely depends on how careful the country's attitude to its historical and cultural heritage will be. Preservation and development of cultural heritage is one of the conditions for real European integration of Ukraine.
This investment project is being developed precisely for the purpose of preserving the monument of cultural heritage of national importance, which is the pearl of a whole complex of magnificent buildings located in the central part of the NC "Expocenter of Ukraine".
The priority task of the Project implementation is, of course, the preservation of the monument from decay and destruction.
Pavilion No. 1 is the main pavilion (as defined by the State Register of Immovable Monuments of Ukraine) and bringing it to the proper level of operation, first of all, would make it possible to prevent negative factors that cause its destruction and degradation, to ensure conditions for its safe maintenance and visiting citizens
Thanks to its location and appearance, Pavilion No. 1 is a landmark object for the organization of entertainment, cultural and educational, spectacular and other events. Since mass events can be held only in places adapted for this, without creating a threat to the livelihood, health or safety of citizens, the balance holder is obliged to ensure the necessary requirements for this (Law of Ukraine "On the Protection of Cultural Heritage").
The implementation of the Project is aimed at achieving the humanitarian goal of popularizing cultural heritage, involving broad segments of the population in cultural achievements, deepening knowledge of the history of our people and the state, etc.
If the Project is implemented, it will be possible to preserve the monument of cultural heritage and, as a result, attract a larger number of customers for holding exhibition events, conferences, improve the conditions of service provision and, as a result, increase the scale of dissemination of social and cultural ideas.
The consequence of not implementing this Project will be the further destruction and decline of the building, which will cause a decrease in the popularity of the institution as a whole, will decrease the level of interest of the potential customer in events presenting national and international cultures and ideas, and will negatively affect the reputation of our state.
A detailed description of the project goal and the way to achieve it
The purpose of the public investment project is to preserve a separate monument of cultural heritage of national importance under security number 260109/2 in accordance with the resolution of the CMU dated November 10, 2021. No. 1180.
The right of state ownership and the right of operational management of NC "Expocenter of Ukraine" to pavilion No. 1 is registered in the State Register of Real Property Rights (registration number 1143782980000).
Pavilion No. 1 is located in the central part of the National Exhibition Center "Expocenter of Ukraine" on Akademik Glushkov Avenue, 1 Holosiivskyi District, Kyiv.
This Project envisages a complex of measures for restoration work, because since the facility was put into operation (1958), capital repairs of this building and its engineering communications have not been carried out.
The complex of restoration works will provide an opportunity to:
- preserve the structural qualities of this pavilion and its authenticity;
- to ensure reliability and safety during construction operation;
- to optimize the use of maintenance funds.
