Funds under EIB's Ukraine Recovery Programme will be distributed using DREAM

Under the Ukraine Recovery Programme III financial agreement between Ukraine and the European Investment Bank, the EIB will allocate EUR 100 million to finance community recovery and development projects.

These include distributed generation facilities, municipal housing, water supply and sanitation, and healthcare. These funds will be allocated to communities as a subvention from the state and local budgets.

The selection of projects and distribution of funds will be carried out exclusively using the state DREAM ecosystem.

According to Oleksii Kuleba, Deputy Prime Minister for Restoration of Ukraine and Minister for the Development of Communities and Territories of Ukraine, society and international partners currently demand transparent and accountable reconstruction.

 -The DREAM ecosystem is an effective digital tool that allows you to track every stage of project implementation. Our task is to teach communities to manage their resources wisely and attract new opportunities for recovery and development. We are working to direct international assistance to the regions by clearly defined needs. For many years, the European Investment Bank has been a reliable partner of Ukraine. Thanks to the EIB's support, we have implemented projects that have significantly improved the lives of people in the regions. This year, the funds under the Ukraine Recovery Programme will be distributed using the DREAM ecosystem, facilitating an effective, transparent, and accountable selection and implementation process. Thanks to cooperation with our international partners, we can increase communities' capacity to rebuild existing housing and social and critical infrastructure and modernize it, considering the challenges of war. We are grateful to the European Investment Bank for its support, which will create better living conditions for people, - said Oleksii Kuleba.

Projects will be selected in the following areas:

  • Distributed power generation: construction of gas piston and gas turbine plants, including cogeneration plants, as well as block-modular boiler houses in communities with a population of no more than 100,000 people;
  • Municipal housing: construction, reconstruction, and overhaul of housing in Dnipropetrovsk, Kirovohrad, and Cherkasy regions;
  • Housing and communal services: construction, reconstruction, and overhaul of water supply and sewage systems;
  • Healthcare: construction, reconstruction, and overhaul of healthcare facilities (perinatal centers, cluster hospitals).

According to Oleksiy Ryabikin, Deputy Minister for Development of Communities and Territories of Ukraine, for the first time in Ukraine's history, projects submitted by communities will be implemented according to the community development strategies and the State Strategy for Regional Development.

- As part of the public investment reform, based on the state ecosystem DREAM, we can formulate a strategic plan to attract the necessary resources for project implementation and implement this strategy. The mission is assigned to DREAM, which will select and prioritize projects that communities will prepare. This will allow the selection based on integrity, openness, and transparency. We expect that about 50 projects will be implemented under the third phase of the EIB's Ukraine Recovery Program, - said Oleksiy Ryabikin.

- DREAM is an electronic solution that covers the entire cycle of public investment management from project initiation and preparation of project estimates to the allocation of funding and implementation. The Ministry has decided to select such projects through the ecosystem. It means that all requirements will be structured in a single format that is clear to everyone. 1260 communities and 23 regional administrations are already working in DREAM. They automatically receive information that a new funding source has appeared and understand what projects they can submit for this funding. The main thing is that an application can be formed in a few clicks and submitted to the regional administration and the Ministry, - said Viktor Nestulia, head of the DREAM Project Office.

Selection criteria:

  • The municipality must fully own the facility.
  • Co-financing at the expense of the local budget, which is at least 23%, is mandatory.
  • Up-to-date design and estimate documentation (except for specific projects) must be prepared.
  • The project implementation period is 18 months.
  • The project implementation period for projects related to distributed generation facilities is until October 1, 2025.
  • The community is obliged to ensure the facility's further maintenance for at least 20 years from the date the project is completed.


It is important that the projects that will be selected comply with the State and local regional development strategies and take into account the interests of key community stakeholders, namely vulnerable groups, NGOs, medical, educational, and social services.

Proposals must be submitted by January 24, 2025, inclusive.

Reporting on the stages of project implementation will be carried out through the DREAM ecosystem by the 20th of each month.

The DREAM Project Office team will provide training and education for applicants.
