School shelters: progress on Pokrovsk lyceum №8 shelter construction project

After the full-scale invasion began, all educational institutions in Pokrov, the Dnipropetrovsk region, offered distance learning as the only available, including Pokrov Lyceum #8, which had nearly 400 students.

The school has no premises that can be used as a protective structure. Therefore, to return the children to full-time education, it was decided to build a new radiation protection shelter. The project envisages the construction of a free-standing underground monolithic reinforced concrete structure with three evacuation exits.

The shelter will be equipped to accommodate 900 people, including people with disabilities. This includes the lyceum's visitors and students of two other nearby schools. The community raised funds from the local budget to implement the project. In addition, the shelter project received state subvention funds, which were distributed this year using the DREAM ecosystem.

As of July 25, 2024, the contractor signed a contract to carry out the work, and the foundation for the shelter was prepared. The total project budget is UAH 147.8 million. The shelter's construction is planned to be completed by the end of 2024.

- The project is being implemented according to the schedule. Work is underway to excavate and remove soil from the pit along approved routes. Creating the project and working with DREAM was a novelty for everyone. But everything is not as scary as it seemed when applying for a subvention. We are currently working on reporting on the work performed, — said Viktoriia Lozhchenko, a civil engineer in the economic group of the Education Department of the Executive Committee of the Pokrov City Council.

This year, the Ministry for Restoration, the Ministry of Education and Science of Ukraine, and the Ministry of Digital Transformation initiated a new approach to the distribution of subventions for projects of shelters and canteens in educational institutions. The main difference is that the DREAM ecosystem ensures fast and transparent digital procedures and that the MOES commission selects projects.

In May, the Cabinet of Ministers of Ukraine allocated funds to repair and construct 57 school shelters. Communities have to report on the use of funds and the progress of work in DREAM every month.
