Safe education: projects for the construction of school shelters at the expense of subventions were selected
The Commission of the Ministry of Education and Science of Ukraine (MES) has reviewed projects for state funding to overhaul or construct shelters in general secondary education institutions. This year, communities submitted projects through DREAM.
From April 18 to April 26, 108 projects were submitted for funding from the subvention. The regional military administrations approved 64 projects, considering the strategic vision of the region's development and understanding of the security situation.
The MES Commission selected 50 projects to receive funding. These are projects for repairing and constructing shelters, mainly in 8 frontline and border regions. The total cost of these projects is UAH 2.19 billion.
The approved projects include:
Kharkiv Oblast - construction of 5 anti- radiation shelters and storage facilities and overhaul of 1 anti-radiation protection shelter;
Dnipropetrovsk oblast - construction of 6 anti-radiation shelters and storage facilities and overhaul of 2 dual-purpose structures;
Zaporizhzhia oblast - construction of 5 anti-radiation shelters;
Chernihiv oblast - construction of 5 anti-radiation shelters and repair of 2 anti-radiation shelters;
Mykolaiv oblast - construction of 3 shelters and repair of 4 protective structures and anti-radiation shelters;
Kherson oblast - construction of 3 protective structures and overhaul of 1 basement;
Odesa oblast - construction of 3 dual-purpose structures and repair of 1 structure;
Sumy region - construction of 4 and repair of 1 anti- radiation shelter.
In addition, 4 projects in Cherkasy, Mykolaiv, Khmelnytskyi, and Chernihiv regions will receive state funding to complete the construction of shelters started in 2023. Under the terms of the subvention, such projects should have already been funded and completed by at least 40%.
The estimate of projects in some regions is less than the amount allocated by the government, so soon, communities will be able to submit their projects as part of the additional subvention and receive approval from the Regional Military Administration and consideration by the commission.

It is worth reminding that the subvention for shelter in 2024 has been distributed among general secondary education institutions that operate in distance and/or mixed forms of education. The government has identified 8 priority regions and the maximum amount of state funding.
Kharkiv oblast - UAH 500 million;
Dnipropetrovsk oblast - UAH 500 million;
Zaporizhzhia oblast - UAH 500 million;
Mykolaiv oblast - UAH 200 million;
Kherson oblast - UAH 200 million;
Odesa oblast - UAH 150 million;
Sumy oblast - UAH 150 million;
Chernihiv oblast - UAH 150 million.
These regions need priority funding, as hundreds of thousands of children cannot return to full-time education due to the lack of shelters.
Communities that haven't received funds to equip safe educational spaces will be able to raise funds from other sources, such as international partners or donors. If communities want to receive additional funding, they can use the DREAM system. For more information, please follow the link.

Separately, you can review already developed reuse projects and adapt them to the needs of the educational institution. Some of these projects have already been used by hromadas as part of their subvention applications.
