The Cabinet of Ministers of Ukraine has introduced a procedure for granting subventions that focuses on the purchase of equipment and the creation and modernization of canteens in general secondary education institutions.
The Ministry of Education and Science (MOES) will now select projects using the DREAM system, that ensures a fair and transparent allocation of funds. In 2024, the state budget of Ukraine provides for a UAH 1.5 billion subvention for the modernization of canteens.
Communities will submit projects through the DREAM ecosystem to receive the subvention. Under the new procedure, the DREAM system plays a crucial role in the project selection process. It aids in the prioritization of projects, forming lists by region and for each type of technological catering model.
These lists are then reviewed and verified by a commission established by the Ministry of Education and Science, which ultimately decides the final list of projects to be funded by the subvention. This streamlined mechanism ensures faster, more transparent, and more efficient allocation of funds.
The main requirements for receiving a subvention include
- availability of design and estimate documentation or terms of reference for design;
- establishment within a year or availability of a kitchen factory in the region where the project is planned to be implemented;
- the presence of several adjacent educational institutions receiving services to the school where the hub kitchen will be located;
- safety of the educational process (full-time/mixed learning, availability of shelters, or provision of shelters by the end of the calendar year);
- co-financing from local budgets;
- an integrated approach that involves the purchase of equipment, reconstruction, and overhaul of premises;
- project completion by the end of the current year.

We remind you that the procedure for distributing subvention for constructing shelters in educational institutions was successfully launched in April. As a result, 50 projects were selected for funding. Thus, the Ministry of Education and Science became the first ministry to cooperate with the DREAM ecosystem within the framework of financial programs.
