Implementation of DREAM. Third meeting of the Community Support Team

The Community Support Team's third meeting with the Ministry for Restoration representatives, local governments, regional administrations, and technical assistance projects discussed opportunities of the DREAM ecosystem and support for restoration capacity.

The DREAM ecosystem is the leading digital platform for initiating and implementing restoration and development projects in Ukraine. As of January 2024, the main functionality for initiators of restoration projects, a professional interface for working with data (Application Programming Interface, API), as well as a public portal with community investment profiles, a "project bank" and profiles of international recovery partners, etc. are successfully operating.

- The main leaders, initiators, and drivers of recovery projects are community representatives. And leadership is always about responsibility for the result. The DREAM ecosystem helps communities, among other things, build their investment portfolio, raise funds for projects, and control the entire recovery process. The system's benefits are obvious, so we expect communities to continue actively joining the system without waiting for a law, said Oleksandra Azarkhina, Deputy Minister for Communities, Territories and Infrastructure Development of Ukraine.

Today, more than 530 governing bodies are successfully operating in DREAM, including representatives of 19 RMAs, five ministries, the Agency for Restoration, and others. So far, 1590 restoration and development projects have been added to the ecosystem with confirmed funding of UAH 78.52 billion. These include all projects funded by the Fund for Liquidation of the Consequences of Armed Aggression, the European Investment Bank, the World Bank, and the governments of Lithuania, Estonia, and the United Kingdom. All project data is available in the public analytics module https://bi.dream.gov.ua/.

Denys Ivanov, Head of Implementation, DREAM Project Office, spoke about providing technical support for the initiators of recovery projects. 524 chats with community representatives are successfully functioning, and questions are processed within 20 minutes. A chatbot has been launched in Ukrainian and English at https://t.me/DREAM_GOV_UA_bot, which answers the most common questions. 

In addition, in 2023, the DREAM Academy team organized training for about 500 communities and regional authorities on how to work with the ecosystem, which more than 3,000 people attended. According to Larysa Snigireva, head of the DREAM Academy, in 2024, integrated training materials, explanations, video and text instructions, and online courses will be available to system users. Communities will also have access to successful cases and reuse projects.

In turn, Viktor Nestulia, Head of the DREAM Project Office, Open Contracting Partnership, emphasized that the ecosystem has become a convenient and effective project management tool, solving many of the "pains" of communities. Namely, a high administrative burden on local authorities, a lack of human capital, experience and expertise in reconstruction and work with investment projects, excessive reporting, duplication of project information, etc.

 - Training and community support are among the key tasks in implementing DREAM. In this regard, we have ample opportunities to interact with international partners and representatives of technical assistance projects. I mean training and strengthening communities' capacity and supporting specific restoration projects, - Viktor Nestulia emphasized.

He identified the following areas for joint work:

  • registering opportunities to support restoration for communities;
  • using DREAM to find projects and ideas for funding;
  • entering into the system all restoration projects that have been implemented or are being implemented as part of technical assistance projects, including for their monitoring;
  • inclusion in the terms of support for the use of DREAM;
  • communication support for recovery projects and communities in DREAM;
  • coordination of community training on ecosystem use.
     

Technical assistance projects and international organizations can already add restoration projects that are being implemented or will be implemented with their support to DREAM. This allows for transparency and accountability in restoration and draws attention to the activities of Ukraine's partners.

All international partners can already use DREAM's capabilities to search for and select projects to support - through a shared "project bank" added to the system and by announcing individual programs. The presence of a project in the ecosystem should be a prerequisite for receiving financial support, both state and international.
