The DREAM Project Office is launched under the Ministry of Reconstruction

The Ministry of Communities, Territories and Infrastructure Development of Ukraine (Ministry for Restoration) together with Agency for Restoration in cooperation with Open Contracting Partnership created a Project Office for the development and implementation of the Digital Restoration Ecosystem for Accountable Management (DREAM).

«The creation of the Project Office will increase the state's capacity to develop digital restoration tools. Experts of the Project Office will strengthen the team of the Ministry for Restoration and speed up the full launch of the ecosystem», said the Deputy Prime Minister for the Restoration of Ukraine, the Minister of Communities, Territories and Infrastructure Development of Ukraine Oleksandr Kubrakov.

The main task of the Project Office is the development and implementation of the DREAM ecosystem, the integration of registers and systems, the filling of project and community pages, the development of intelligence tools, the involvement of key users into using the ecosystem, communication with key stakeholders, conducting trainings on the use of the ecosystem, etc.

«We follow the experience of implementing successful government digital solutions, such as Prozorro and Prozorro.Sale, when representatives of civil society with the support of international partners were engaged in the development of electronic systems at the request of government bodies. After the launch, the systems were transferred to the balance of the state in the form of a state-owned enterprise. At the same time, the state does not spend a single penny of budget funds on the creation of the system», said the Deputy Minister of Community, Territories and Infrastructure Development Oleksandra Azarkhina.

The Project Office includes the IT development department, the user service department, and the communication department. Experts of the Project Office will support the users of the system, as well as key stakeholders of restoration, to establish work with the DREAM - both within Ukraine and abroad.

«The Agency for Restoration has already started implementing major projects across the country. The DREAM ecosystem will allow you to follow the implementation of all restoration projects online. Therefore, it is critically important to involve local self-government bodies in the introduction of their projects into the Sectoral Management System for Infrastructure Restoration, which is part of DREAM and is administered by the Agency. Together with the Project Office, we will be able to fill the system with relevant data about projects as quickly as possible and involve international partners and the civil society in the recovery process», emphasized the head of the Agency for Restoration, Mustafa Nayyem.

The Project Office will be headed by Viktor Nestulya, the head of the Open Contracting Partnership support department for Ukraine and co-founder of the RISE Ukraine Coalition.

DREAM is a state digital ecosystem that will provide a single digital pipeline for all reconstruction projects. It will collect all project data online, display this data in the form of convenient dashboards, graphs and charts, and ensure the publication of open data in accordance with the global Open Contracting Data Standard.

The development of DREAM was initiated by the Ministry of Community, Territories and Infrastructure Development together with the Agency for Restoration and the Coalition of civil organizations RISE Ukraine in 2022. Financing of the development is carried out within the framework of Open Contracting Partnership projects and member organizations of the RISE Ukraine Coalition, in particular Transparency International Ukraine and BRDO, with the support of the Government Great Britain.
