In order to increase the efficiency of public spending on health care in the context of financial constraints caused by the war that has been ongoing since 2022, the World Bank and the Government of Ukraine launched the project "Transforming Health Care through Reform and Investment in Efficiency" for a total amount of 1 194.1 million US dollars, which includes a combination of World Bank financial instruments (hereinafter referred to as the Operation), in particular:
1) System project implemented under the Loan Agreement between Ukraine and the International Bank for Reconstruction and Development dated December 10, 2024 No. 9755-UA, in the amount of 249,000,000 US dollars (hereinafter referred to as the Loan Agreement) and the Financing Agreement between Ukraine and the International Development Association dated December 10, 2024 No. 7659-UA in the amount of 200,000,000 US dollars (hereinafter referred to as the Financing Agreement). The project will be implemented until March 30, 2028 with a total financing amount of 1,135 million US dollars and includes four areas of results: prioritization of services within the framework of the medical guarantees program; optimization of the hospital network; strategic procurement; management capacity.
2) Investment project implemented within the framework of the Grant Agreement of the Multi-Donor Trust Fund for Support, Recovery, Reconstruction and Reform of Ukraine between Ukraine and the International Bank for Reconstruction and Development and the International Development Association, acting as the administrator of the Multi-Donor Trust Fund for Support, Recovery, Reconstruction and Reform of Ukraine dated December 10, 2024 No. TF0C6685, in the amount of 5,000,000 US dollars (hereinafter referred to as the Grant Agreement).
