Ukraine's Cabinet of Ministers has approved the Concept for Building a Unified Digital Ecosystem for Public Investment Management, along with an implementation plan for 2026-2028. Developed by the Ministry of Finance of Ukraine, the document establishes a systematic approach to digitising the full investment cycle - from project planning and selection through implementation, monitoring, and results evaluation.DREAM is a core component of the new ecosystem - a government system covering the complete public investment management cycle: project planning, preparation and appraisal, prioritisation and portfolio formation, implementation monitoring, completion evaluation, and impact assessment. Through integration with other government systems - AIS "HRK-WEB", LOGICA, State Treasury information systems, and the electronic procurement system - DREAM enables end-to-end investment cycle management with no data gaps or duplication of functions.The Concept defines five key objectives that shape the architecture of the future ecosystem:<ul><li>Interoperability - ensuring technical compatibility across government information systems involved in public investment management</li><li>Unified data standards - introducing common approaches to data exchange and identification of investment projects and programmes</li><li>Data quality and verification - improving the reliability of information used for project appraisal, prioritisation, and selection</li><li>Transparency and accountability - strengthening oversight of public funds utilisation</li><li>Digital support at every level - covering all stages of public investment management at both national and local government levels</li></ul>The Concept forms part of the Public Investment Management Reform for 2024-2028, aligns with EU standards, and reflects international best practices in public financial management.  A Guide to Ensuring Building Accessibility has been presented

<article style="color:#1a1a1a;font-family:sans-serif;font-size:16px;line-height:1.6;max-width:800px;">On 1 May 2026, the Cabinet of Ministers of Ukraine adopted Resolution No. 612 "On Amendments to Cabinet of Ministers Resolution No. 294 of 28 February 2025", which concerns the Procedure for Developing and Monitoring the Implementation of the State's Medium-Term Priority Public Investment Plan (MIP).The updated provisions of the Procedure improve the mechanism for developing and monitoring the implementation of the MIP as a document that defines the principles of public investment over the medium term, and consolidates the role of the DREAM ecosystem as the digital backbone for implementing the Procedure.<h3 style="font-size:18px;margin:24px 0 12px;">1. DREAM as the official platform for MIP processes</h3>The Resolution confirms that until a dedicated Unified Information System for Public Investment Project Management is established, all processes — from submitting proposals to monitoring — will be carried out through the DREAM system. MIP proposals must be submitted electronically with a qualified electronic signature (QES).<h3 style="font-size:18px;margin:24px 0 12px;">2. Target indicators now require measurement indicators</h3>Previously, line ministries were only required to define the target indicators for public investment directions. Under the updated rules, each target indicator must be accompanied by measurement indicators - specific metrics with planned values for each year of the medium-term period. Requirements for indicators: specificity, measurability, achievability, and relevance - linked to baseline and planned values (in percentage terms) and to strategic planning documents.<h3 style="font-size:18px;margin:24px 0 12px;">3. The list of subsectors is now embedded directly in the Procedure</h3>The list of sectors and subsectors for public investment is now official. DREAM Update: Regional investment profiles have been updated on the public portal

Ukraine updates its State Single Project Pipeline in the DREAM system

The estimated cost of Ukraine’s recovery is now nearly three times the country’s projected nominal GDP for 2025. According to the updated Rapid Damage and Needs Assessment - RDNA5, released on February 23 by the Government of Ukraine together with the World Bank Group, the European Commission, and the United Nations, total recovery and reconstruction needs as of December 31, 2025 are estimated at USD 588 billion over the next decade. This represents an increase of USD 64 billion compared to the previous year’s assessment. The assessment covers the period from February 24, 2022 to December 31, 2025 - nearly four years of full-scale war. During this time, direct damage has exceeded USD 195 billion. The most affected sectors remain<ul><li>housing - accounting for 31% of total damage,</li><li>transport - 20.6%,</li><li>energy - 12%,</li><li>trade and industry - 9%,</li><li>agriculture - 6%.&nbsp;</li></ul>More than 80% of destruction is concentrated in frontline and border regions. The largest recovery needs over the next ten years are in the transport sector, totaling more than USD 96 billion. Energy sector needs are estimated at USD 90.6 billion. In 2025 alone, the number of damaged or destroyed energy facilities increased by approximately 21%. The district heating sector remains particularly underfunded - 2026 financing needs amount to USD 1.6 billion, while less than 1% of this requirement is currently secured. The housing sector requires approximately USD 90 billion over the next decade. Since the start of the full-scale invasion, 14% of the housing stock has been damaged or destroyed, affecting more than 3 million households. Significant resources are also required for trade and industry - over USD 63 billion, agriculture - over USD 55 billion, and demining and explosive hazard management - nearly USD 28 billion. In 2026, USD 5.8 billion is already available to finance priority programs; however, the overall funding gap stands at USD 9.5 billion. The most significant shortfalls are observed in energy, housing, transport, and water supply and sanitation. At the same time, RDNA5 highlights a structural shift in Ukraine’s recovery framework. Planning and prioritization of investments for 2026 are being carried out within the Public Investment Management reform framework, with DREAM serving as its digital backbone. The preparation of the 2026 State Budget marks the first full budget cycle implemented under the updated PIM procedures. The PIM system governs the planning, appraisal, and prioritization of public investments at the national, regional, and local levels. State-level investments are consolidated into a <a target="_blank" rel="noopener noreferrer" href="https://dream.gov.ua/spp-pipeline">Single Project Pipeline</a>, while regional and local pipelines are being further developed to serve as central reference points for financing and implementation decisions. Importantly, aggregated data from the DREAM platform were used to assess recovery needs at the regional and local levels. DREAM provides a consolidated, transparent, and structured overview of community and regional investment needs, ensuring alignment within a unified PIM logic. Overall, Ukraine’s recovery framework is transitioning from emergency response toward a structured, institutionalized, and data-driven model of investment management. This process goes beyond rebuilding infrastructure - it represents a broader economic transformation, the adoption of European standards, and the establishment of a foundation for Ukraine’s full integration into the European Union.

RDNA5: Ukraine’s Recovery Needs Are Estimated at Nearly USD 588 Billion

DREAM Academy is the training and capacity-building unit of the DREAM Project Office under the Ministry for Development of Communities and Territories of Ukraine. The Dergachi community is an integral historical and cultural component of the Slobozhanshchyna. The modern administrative center of the community is the city of Dergachi (historical name - Derkachi) founded in the 50s of the 17th century. (conditional year of foundation - 1660) by settlers from Right-Bank Ukraine. The settlement appeared as one of the points for repelling attacks by the Crimean Tatars. About 80 Scythian mounds (V-III centuries BC) have been registered near it, of which 10 have been excavated. Early Slavic settlements of the Chernyakhiv culture (II-VI centuries AD) have also been found here.

Дергачівська громада є невід&rsquo;ємною історико-культурною складовою Слобожанщини. Сучасний адміністративний центр громади &ndash; місто Дергачі (історична назва &ndash; Деркачі) засноване у 50-ті роки XVII ст. (умовний рік заснування &ndash; 1660) переселенцями з Правобережної України. З'явилось поселення як один із пунктів для відбиття нападів кримських татар. Поблизу нього зареєстровано близько 80 скіфських курганів (V-III ст. до н. е.), з яких розкопано 10. Тут же знайдено ранні слов&rsquo;янські поселення Черняхівської культури (II-VI ст. н. е.).

Creating a modern educational space in an educational institution within the framework of the implementation of the "New Ukrainian School" reform involves a comprehensive update of the material and technical base and the introduction of modern approaches to the organization of the educational process. Within the framework of the project, classrooms are equipped with modern educational, laboratory and multimedia equipment, educational materials are updated, and conditions are created for the use of digital technologies in teaching. This allows for interactivity, practical orientation and competence-based nature of the educational process.&nbsp;

Створення сучасного освітнього простору в закладі освіти в межах реалізації реформи &laquo;Нова українська школа&raquo; передбачає комплексне оновлення матеріально-технічної бази та впровадження сучасних підходів до організації освітнього процесу. У межах реалізації проєкту здійснюється оснащення навчальних кабінетів сучасним навчальним, лабораторним і мультимедійним обладнанням, оновлення навчальних матеріалів, а також створення умов для використання цифрових технологій у навчанні. Це дозволяє забезпечити інтерактивність, практичну спрямованість і компетентнісний характер освітнього процесу.&nbsp;

As an alternative to the complete creation of a modern educational space within the framework of the "New Ukrainian School" reform, a phased (partial) update of the material and technical base of the educational institution can be considered without a comprehensive modernization of all classrooms and laboratories at the same time. This approach involves the gradual equipping of individual classrooms (for example, a geography classroom and individual laboratories) with basic modern equipment, partial replacement of outdated teaching aids, as well as the targeted introduction of multimedia and digital technologies into the educational process. This approach allows for partial improvement of the quality of the educational process and reduction of one-time financial burden, but does not ensure full integration of the modern educational environment and limits the possibilities of implementing the competency-based approach of the National School of Education in full.

Як альтернативу повному створенню сучасного освітнього простору в межах реформи &laquo;Нова українська школа&raquo; може бути розглянуто поетапне (часткове) оновлення матеріально-технічної бази закладу освіти без комплексної модернізації всіх навчальних кабінетів і лабораторій одночасно. У рамках цього підходу передбачається поступове оснащення окремих навчальних приміщень (наприклад, кабінету географії та окремих лабораторій) базовим сучасним обладнанням, часткова заміна застарілих навчальних засобів, а також точкове впровадження мультимедійних і цифрових технологій у навчальний процес. Такий підхід дозволяє частково покращити якість освітнього процесу та знизити одноразове фінансове навантаження, однак не забезпечує повної інтеграції сучасного освітнього середовища та обмежує можливості реалізації компетентнісного підходу НУШ у повному обсязі.

Часткова модернізація освітнього простору у межах реформи "Нова українська школа"

Firstly, the project ensures an improvement in the quality of education through the introduction of modern educational, laboratory and STEM equipment, which allows moving from theoretical training to a practice-oriented and competency-based approach. Secondly, conditions are created for the development of key competencies of students, in particular critical thinking, research skills, digital literacy and the ability to work in a team, which meets the requirements of the National School Curriculum and the State Standard of Basic Education. Thirdly, the project contributes to the modernization of the educational environment, ensuring the use of modern technologies, interactive teaching methods and digital resources, which increases students' motivation to learn. Another important advantage is the increase in the professional capacity of teachers, who are given the opportunity to implement innovative methods and organize the educational process more effectively. In addition, the project ensures equal access to quality education for all students in the community, reducing educational inequality and increasing social cohesion. As a result, the project will make it possible to create a competitive educational institution in the community that meets the requirements of Ukrainian legislation regarding the creation of academic lyceums.

По-перше, проєкт забезпечує підвищення якості освіти завдяки впровадженню сучасного навчального, лабораторного та STEM-обладнання, що дозволяє перейти від теоретичного навчання до практико-орієнтованого та компетентнісного підходу. По-друге, створюються умови для розвитку ключових компетентностей учнів, зокрема критичного мислення, дослідницьких навичок, цифрової грамотності та вміння працювати в команді, що відповідає вимогам НУШ і Державного стандарту базової освіти. По-третє, проєкт сприяє модернізації освітнього середовища, забезпечуючи використання сучасних технологій, інтерактивних методів навчання та цифрових ресурсів, що підвищує мотивацію учнів до навчання. Також важливою перевагою є підвищення професійної спроможності педагогів, які отримують можливість впроваджувати інноваційні методики та ефективніше організовувати освітній процес. Крім того, проєкт забезпечує рівний доступ до якісної освіти для всіх учнів громади, зменшуючи освітню нерівність та підвищуючи соціальну згуртованість. У підсумку проєкт дасть змогу створити конкурентноспроможний заклад освіти в громаді, який відповідає вимогам законодавства України щодо створення академічних ліцеїв.

Insufficient financial resources necessitate a phased implementation of the project and delay the full achievement of the planned targets. There is a risk of uneven learning conditions and an increase in the cost of equipment due to inflation, which could potentially reduce the overall effectiveness of the project.

Недостатній обсяг фінансових ресурсів зумовлює необхідність реалізації проєкту поетапно та відтерміновує повне досягнення запланованих цільових показників. При цьому існує ризик виникнення нерівних умов навчання, а також підвищення вартості обладнання внаслідок інфляційних процесів, що потенційно може знизити загальну результативність проєкту

Partial renewal of the material and technical base with the funds of the local budget allows to start modernization without having to wait for the state subvention and gradually ensure achievement of the planned target indicators of the project. This approach provides financial flexibility and strengthens the administrative independence of the community, allowing to adapt the scope of work to the actual budgetary possibilities

Часткове оновлення матеріально-технічної бази за кошти місцевого бюджету дає змогу розпочати модернізацію без необхідності очікування державної субвенції та поступово забезпечувати досягнення запланованих цільових показників проєкту. Такий підхід забезпечує фінансову гнучкість і посилює управлінську самостійність громади, дозволяючи адаптувати обсяги виконання робіт до фактичних бюджетних можливостей

The project involves the modernization of the educational environment of the educational institution in accordance with the principles of the New Ukrainian School reform. The project aims to create a comfortable, safe and technologically equipped environment for effective learning of students, to promote the development of their competencies, critical thinking and creative skills. It also involves supporting teachers in implementing modern teaching methods that meet the standards of the National Ukrainian School, and promotes the integration of innovative educational practices into the daily work of schools.&nbsp;The implementation of the project will allow to improve the level of educational services, ensure equal access to quality education for all students and contribute to the formation of an educational environment focused on the development of the personality and practical competencies of modern youth.&nbsp;

Проєкт передбачає модернізацію освітнього середовища закладу освіти відповідно до принципів реформи Нова українська школа. Проєкт має на меті створити комфортне, безпечне та технологічно оснащене середовище для ефективного навчання учнів, сприяти розвитку їхніх компетентностей, критичного мислення та творчих навичок. Він також передбачає підтримку вчителів у впровадженні сучасних методик викладання, що відповідають стандартам НУШ, та сприяє інтеграції інноваційних освітніх практик у щоденну роботу шкіл.&nbsp;Реалізація проєкту дозволить підвищити рівень освітніх послуг, забезпечити рівний доступ до якісного навчання для всіх учнів та сприяти формуванню освітнього середовища, орієнтованого на розвиток особистості та практичних компетентностей сучасної молоді.&nbsp;
