Ukraine's Cabinet of Ministers has approved the Concept for Building a Unified Digital Ecosystem for Public Investment Management, along with an implementation plan for 2026-2028. Developed by the Ministry of Finance of Ukraine, the document establishes a systematic approach to digitising the full investment cycle - from project planning and selection through implementation, monitoring, and results evaluation.DREAM is a core component of the new ecosystem - a government system covering the complete public investment management cycle: project planning, preparation and appraisal, prioritisation and portfolio formation, implementation monitoring, completion evaluation, and impact assessment. Through integration with other government systems - AIS "HRK-WEB", LOGICA, State Treasury information systems, and the electronic procurement system - DREAM enables end-to-end investment cycle management with no data gaps or duplication of functions.The Concept defines five key objectives that shape the architecture of the future ecosystem:<ul><li>Interoperability - ensuring technical compatibility across government information systems involved in public investment management</li><li>Unified data standards - introducing common approaches to data exchange and identification of investment projects and programmes</li><li>Data quality and verification - improving the reliability of information used for project appraisal, prioritisation, and selection</li><li>Transparency and accountability - strengthening oversight of public funds utilisation</li><li>Digital support at every level - covering all stages of public investment management at both national and local government levels</li></ul>The Concept forms part of the Public Investment Management Reform for 2024-2028, aligns with EU standards, and reflects international best practices in public financial management.  A Guide to Ensuring Building Accessibility has been presented

<article style="color:#1a1a1a;font-family:sans-serif;font-size:16px;line-height:1.6;max-width:800px;">On 1 May 2026, the Cabinet of Ministers of Ukraine adopted Resolution No. 612 "On Amendments to Cabinet of Ministers Resolution No. 294 of 28 February 2025", which concerns the Procedure for Developing and Monitoring the Implementation of the State's Medium-Term Priority Public Investment Plan (MIP).The updated provisions of the Procedure improve the mechanism for developing and monitoring the implementation of the MIP as a document that defines the principles of public investment over the medium term, and consolidates the role of the DREAM ecosystem as the digital backbone for implementing the Procedure.<h3 style="font-size:18px;margin:24px 0 12px;">1. DREAM as the official platform for MIP processes</h3>The Resolution confirms that until a dedicated Unified Information System for Public Investment Project Management is established, all processes — from submitting proposals to monitoring — will be carried out through the DREAM system. MIP proposals must be submitted electronically with a qualified electronic signature (QES).<h3 style="font-size:18px;margin:24px 0 12px;">2. Target indicators now require measurement indicators</h3>Previously, line ministries were only required to define the target indicators for public investment directions. Under the updated rules, each target indicator must be accompanied by measurement indicators - specific metrics with planned values for each year of the medium-term period. Requirements for indicators: specificity, measurability, achievability, and relevance - linked to baseline and planned values (in percentage terms) and to strategic planning documents.<h3 style="font-size:18px;margin:24px 0 12px;">3. The list of subsectors is now embedded directly in the Procedure</h3>The list of sectors and subsectors for public investment is now official. DREAM Update: Regional investment profiles have been updated on the public portal

Ukraine updates its State Single Project Pipeline in the DREAM system

The estimated cost of Ukraine’s recovery is now nearly three times the country’s projected nominal GDP for 2025. According to the updated Rapid Damage and Needs Assessment - RDNA5, released on February 23 by the Government of Ukraine together with the World Bank Group, the European Commission, and the United Nations, total recovery and reconstruction needs as of December 31, 2025 are estimated at USD 588 billion over the next decade. This represents an increase of USD 64 billion compared to the previous year’s assessment. The assessment covers the period from February 24, 2022 to December 31, 2025 - nearly four years of full-scale war. During this time, direct damage has exceeded USD 195 billion. The most affected sectors remain<ul><li>housing - accounting for 31% of total damage,</li><li>transport - 20.6%,</li><li>energy - 12%,</li><li>trade and industry - 9%,</li><li>agriculture - 6%.&nbsp;</li></ul>More than 80% of destruction is concentrated in frontline and border regions. The largest recovery needs over the next ten years are in the transport sector, totaling more than USD 96 billion. Energy sector needs are estimated at USD 90.6 billion. In 2025 alone, the number of damaged or destroyed energy facilities increased by approximately 21%. The district heating sector remains particularly underfunded - 2026 financing needs amount to USD 1.6 billion, while less than 1% of this requirement is currently secured. The housing sector requires approximately USD 90 billion over the next decade. Since the start of the full-scale invasion, 14% of the housing stock has been damaged or destroyed, affecting more than 3 million households. Significant resources are also required for trade and industry - over USD 63 billion, agriculture - over USD 55 billion, and demining and explosive hazard management - nearly USD 28 billion. In 2026, USD 5.8 billion is already available to finance priority programs; however, the overall funding gap stands at USD 9.5 billion. The most significant shortfalls are observed in energy, housing, transport, and water supply and sanitation. At the same time, RDNA5 highlights a structural shift in Ukraine’s recovery framework. Planning and prioritization of investments for 2026 are being carried out within the Public Investment Management reform framework, with DREAM serving as its digital backbone. The preparation of the 2026 State Budget marks the first full budget cycle implemented under the updated PIM procedures. The PIM system governs the planning, appraisal, and prioritization of public investments at the national, regional, and local levels. State-level investments are consolidated into a <a target="_blank" rel="noopener noreferrer" href="https://dream.gov.ua/spp-pipeline">Single Project Pipeline</a>, while regional and local pipelines are being further developed to serve as central reference points for financing and implementation decisions. Importantly, aggregated data from the DREAM platform were used to assess recovery needs at the regional and local levels. DREAM provides a consolidated, transparent, and structured overview of community and regional investment needs, ensuring alignment within a unified PIM logic. Overall, Ukraine’s recovery framework is transitioning from emergency response toward a structured, institutionalized, and data-driven model of investment management. This process goes beyond rebuilding infrastructure - it represents a broader economic transformation, the adoption of European standards, and the establishment of a foundation for Ukraine’s full integration into the European Union.

RDNA5: Ukraine’s Recovery Needs Are Estimated at Nearly USD 588 Billion

DREAM Academy is the training and capacity-building unit of the DREAM Project Office under the Ministry for Development of Communities and Territories of Ukraine. The city of Voznesensk, Mykolaiv region Population: 37,400 people. Voznesensk community is an urban community in the south of the Mykolaiv region, which includes 3 settlements - a city and 2 villages. It stands at the intersection of three roads - road, rail and water, and is an important transport hub in the south of the country. Under the city there are unique lakes of fresh drinking water. The main enterprises are concentrated in the fields of tanning and finishing of leather, tailoring, production of building materials. The community has educational, healthcare and social welfare institutions, an autodrome, a sports school, a swimming pool, and stadiums. The only museum in Ukraine of the famous graphic artist Yevhen Kibryk, a native of Voznesensk, operates here. In March 2022, Voznesensk resisted and repelled the invaders, becoming the first community to stop the Russian offensive in southern Ukraine. As a result of rocket attacks and hostilities on the territory of the community, the aggressor caused significant damage to both private and communal sectors, critical infrastructure objects. The community sheltered 3,500 displaced people and creates all the conditions for their integration into community life. Priority areas of cooperation: implementation of projects in the field of housing and communal services, energy efficiency, solid household waste management, water supply, local economic development, development of small and medium-sized community entrepreneurship, support for IDPs, branding and promotion of the community, humanitarian aid. Residents of the community are ready to do everything possible so that after the Victory of Ukraine in this war, the Voznesensk community will become successful and prosperous. The community plans to restore and rebuild everything damaged by the enemy and has ambitious plans for the future and new projects. One of the priorities of local government policy is establishing foreign economic relations with representatives of other countries.

У березні 2022 року Вознесенськ встояв і дав відсіч окупантам, ставши першою громадою, яка зупинила наступ росіян на півдні України. Внаслідок ракетних обстрілів та бойових дій на території громади агресор завдав значних збитків як приватному, так і комунальному секторам, об&rsquo;єктам критичної інфраструктури.
Громада прихистила 3500 переселенців та створює всі умови для їх інтеграції у життя громади.
Пріоритетні напрями співпраці:реалізація проектів у сфері житлово-комунального господарства, енергоефективності, поводження з твердими побутовими відходами, водопостачання, місцевого економічного розвитку, розвитку малого та середнього підприємництва громади, підтримки ВПО, брендингу та просування громади, гуманітарної допомоги.
Мешканці громади готові зробити все можливе, щоб після Перемоги України у цій війні Вознесенська громада стала успішною та процвітаючою. Громада планує відновити та відбудувати все пошкоджене ворогом та має амбітні плани на майбутнє та нові проекти. Одним із пріоритетів політики місцевої влади є налагодження зовнішньоекономічних зв'язків з представниками інших країн.

The overhaul project provides for: - dismantling of structural elements and equipment unsuitable for further operation; - cleaning of tanks from sludge residues, digging out the tank walls from the outside; - cleaning of structures from corrosion products and weak concrete; - performing anti-corrosion protection of exposed reinforcement, embedded parts; - performing concreting of the upper part of the walls of the digester and clarifier; - performing backfilling of the tank walls from the outside; - performing installation of clarifier trays; - performing installation of reinforced concrete support beams of the clarifier; - performing anti-corrosion coating of the inner surface of the walls and bottom; - performing installation of technological equipment and networks.

Проектом капітального ремонту передбачається: - демонтаж непридатних до подальшої експлуатації конструктивних елементів та обладнання; - очищення резервуарів від залишків мулу, відкопування стінок резервуару з зовнішньої сторони; - очищення конструкцій від продуктів корозії та слабкого бетону; - виконання антикорозійного захисту оголеної арматури, заставних деталей; - виконання бетонування верхньої частини стін перегнивача та освітлювача; - виконання зворотного засипання стін резервуару зовні; - виконання монтажу лотків освітлювача; - виконання монтажу залізобетонних опорних балок освітлювача; - виконання антикорозійного покриття внутрішньої поверхні стін та днища; - виконання монтажу технологічного обладнання та мереж.

Капітальний ремонт освітлювача- перегнивача No9 комплексу очисних споруд м. Вознесенська, Миколаївської області за адресою: с. Ракове, вул. Заводська, 19-21 

The solution involves: dismantling the old structure; installing ready-made factory tanks made of polymer materials (PE or fiberglass), which are lighter, do not require waterproofing and are not subject to corrosion; integration into the existing pipeline system; the possibility of energy-saving aeration instead of the traditional flocculation and decomposition process. This option changes the treatment technology, but retains the general principle - mechanical-biological treatment with sediment separation.

рішення передбачає: демонтаж старої конструкції; встановлення готових заводських ємностей із полімерних матеріалів (ПЕ або склопластику), які мають меншу масу, не потребують гідроізоляції та не піддаються корозії; інтеграцію в існуючу систему трубопроводів; можливість енергозберігаючого аерування замість традиційного процесу флокуляції та перегнивання. Цей варіант змінює технологію очищення, але зберігає загальний принцип &mdash; механіко-біологічне очищення з відокремленням осаду.

Impact assessment: Risks are moderate and can be minimized through planned organization of work, schedule adjustments, and reserve financing.

Опис недоліків:  Можливі затримки реалізації через погодні умови (роботи плануються в літній період).  Ризик подорожчання матеріалів і палива під час реалізації.  Тимчасове часткове навантаження на інші споруди під час ремонту.  Оцінка впливу: Ризики мають помірний рівень і можуть бути мінімізовані завдяки плановій організації робіт, коригуванню графіка та резервному фінансуванню.

Improvement of the sanitary and ecological condition of the community territory.

Повне відновлення працездатності споруди з гарантованим терміном експлуатації 30 років.  Підвищення ефективності очищення стічних вод і зменшення екологічних ризиків.  Відповідність сучасним нормам енергоефективності, пожежної й техногенної безпеки.  Зниження експлуатаційних витрат унаслідок заміни зношених елементів на корозійностійкі.  Поліпшення санітарно-екологічного стану території громади.

Description of disadvantages: Higher initial cost compared to the repair of an existing facility (by ≈20–25%). Need to coordinate changes to the purification process with regulatory authorities. Dependence on imported equipment (risk of logistical delays and cost increases). Need for additional staff training to work with new automation systems. Impact assessment: Risks are moderate, not critical for the implementation of the project; provided that proper technical support and warranty service are provided, they are completely controllable.

Опис недоліків:  Вища початкова вартість у порівнянні з ремонтом існуючої споруди (на ≈20–25 %).  Необхідність узгодження зміни технологічної схеми очищення з контролюючими органами.  Залежність від імпортного обладнання (ризик логістичних затримок і зростання вартості).  Потреба в додатковому навчанні персоналу для роботи з новими системами автоматизації.  Оцінка впливу: Ризики помірні, не критичні для реалізації проєкту; за умови правильного технічного супроводу та гарантійного обслуговування — цілком контрольовані.

Advantages of the alternative solution: Energy efficiency: the use of modern aeration and automatic control systems reduces electricity consumption. Corrosion resistance: polymeric materials do not require waterproofing and anti-corrosion coatings. Ease of maintenance: the modular design allows for repairs to individual sections without stopping the entire process. Reduction in the volume of capital works - there is no need to dig up concrete structures or perform complex waterproofing measures. Compliance with EU environmental standards for wastewater treatment.

Переваги альтернативного рішення:  Енергоефективність: застосування сучасних систем аерації та автоматичного контролю зменшує споживання електроенергії.  Корозійна стійкість: полімерні матеріали не потребують гідроізоляції та антикорозійних покриттів.  Простота обслуговування: модульна конструкція дозволяє проводити ремонт окремих секцій без зупинки всього процесу.  Скорочення обсягів капітальних робіт — не потрібно відкопувати бетонні конструкції чи виконувати складні гідроізоляційні заходи.  Відповідність екологічним стандартам ЄС щодо очищення стічних вод.

The project provides for the repair of the digester-clarifier No. 9 of the treatment facilities. For settling wastewater, fermentation and compaction of the precipitated sediment, the treatment facilities use clarifiers-digesters, in which wastewater after the grates and sand traps is fed through distribution chambers through trays into the central pipe of the clarifier-digester. The water pressure (0.4-0.6 m) created by the difference in liquid levels above the pipe entrance and in the clarifier, provides a wastewater velocity in the central pipe of 0.5-0.7 m/sec, necessary for the suction of air from the atmosphere into the liquid. The wastewater saturated with air is directed from the central pipe by a reflecting shield into the flocculation chamber, where mixing and enlargement of suspension particles in the wastewater occurs for 20 minutes. After that, the wastewater enters the settling chamber, where a layer of sediment is formed. The duration of the liquid in the settling chamber is at least 40 minutes. The clarified liquid is collected by a peripheral tray and discharged through a pipe to the next stage of purification. The sediment that has fallen to the bottom of the clarifier is sent through a pipe under hydrostatic pressure to the receiving tank of the sludge pumping station, from where it is fed by a pump through a pressure pipe to the upper zone of the digester (evenly around the circumference), where it undergoes fermentation. The fermented sediment is discharged through a sludge pipe after 7-10 days. The relative location of the clarifier and digester (the clarifier tank is located in the center of the digester tank) allows the sediment to be isolated from direct contact with the clarified liquid and to use the heat of wastewater during sludge fermentation, which is carried out without artificial heating. At the moment: metal trays that feed wastewater from the distribution chamber to the central clarifier pipe, the central clarifier pipe, the reflecting shield, the flocculation chamber, the clarified wastewater outlet pipe have become completely unusable. The listed equipment needs to be replaced. The sludge supply pipeline to the digester from the sludge pumping station is in a condition suitable for further operation after being fixed to the newly installed clarifier-digester fence. The equipment must be installed in accordance with DSTU-N B V.2.5-68:2012 "Guidelines for the construction, installation and quality control of pipelines of external water supply and sewage networks". The operating mode of the treatment plants is 24 hours a day, all year round.&nbsp;

Проектом передбачено виконати ремонт перегнивача-освітлювача №9 очисних споруд. Для відстоювання стічних вод, зброджування і ущільнення осаду, що випав, на очисних спорудах використовуються освітлювачі-перегнивачі, в яких стічні води після решіток і пісковловлювачів через розподільчі камери по лотках подаються в центральну трубу освітлювача-перегнивача. Напір води (0,4-0,6м) створений різницею відмітокрівнів рідини над входом у трубу та у освітлювачі, забезпечує швидкість стоків у центральній трубі 0,5-0,7 м/сек, необхідну для засмоктування у рідину повітря з атмосфери. Стоки, насичені повітрям, із центральної труби направляються відбивним щитом у камеру флокуляції, де відбувається перемішування та укрупнення частинок суспензії, що знаходиться в стічній рідині протягом 20 хв. Після цього стоки надходять у відстійну камеру, де утворюється шар осаду. Тривалість перебування рідини у відстійній камері - не менше 40 хв. Освітлена рідина збирається периферійним лотком і відводиться по трубі на на-ступний етап очищення. Осад, що випав на дно освітлювача, по трубі під гідростатичним напором направляється в приймальний резервуар мулової насосної станції, звідки насосом по напірній трубі подається у верхню зону перегнивача (рівномірно по колу), в якому піддається зброджуванню. Випуск збродженого осаду проводиться по трубі мулу через 7-10 діб. Відносне розташування освітлювача та перегнивача (ємність освітлювача роз-ташована у центрі ємністі перегнивача) дозволяє ізолювати осад від безпосереднього контакту з освітленою рідиною та використовувати тепло стічних вод при зброджуванні осаду, що проводиться без штучного підігріву. На даний момент: металеві лотки, що подають стоки від розподільчої камери вцентральну трубу освітлювача, цетральна труба освітлювача, відбивний щит, камера флокуляції, відвідна труба освітлених стоків прийшли в повну непридатність. Потрібна заміна перерахованого обладнання. Трубопровід подачі мулу до перегнивача від мулової насосної станції знаходитьсяу придатному для подальшої есплуатації стані після закріплення на знову змонтованій огорожі освітлювача-перегнівувача. Монтаж обладнання вести відповідно до ДСТУ-Н Б В.2.5-68:2012 "Настанова з будівництва, монтажу та конролю якості трубопроводів зовнішніх мереж водопостачання та каналізації". Режим роботи очисних споруд &ndash; цілодобово, цілий рік.&nbsp;
