Ukraine's Cabinet of Ministers has approved the Concept for Building a Unified Digital Ecosystem for Public Investment Management, along with an implementation plan for 2026-2028. Developed by the Ministry of Finance of Ukraine, the document establishes a systematic approach to digitising the full investment cycle - from project planning and selection through implementation, monitoring, and results evaluation.DREAM is a core component of the new ecosystem - a government system covering the complete public investment management cycle: project planning, preparation and appraisal, prioritisation and portfolio formation, implementation monitoring, completion evaluation, and impact assessment. Through integration with other government systems - AIS "HRK-WEB", LOGICA, State Treasury information systems, and the electronic procurement system - DREAM enables end-to-end investment cycle management with no data gaps or duplication of functions.The Concept defines five key objectives that shape the architecture of the future ecosystem:<ul><li>Interoperability - ensuring technical compatibility across government information systems involved in public investment management</li><li>Unified data standards - introducing common approaches to data exchange and identification of investment projects and programmes</li><li>Data quality and verification - improving the reliability of information used for project appraisal, prioritisation, and selection</li><li>Transparency and accountability - strengthening oversight of public funds utilisation</li><li>Digital support at every level - covering all stages of public investment management at both national and local government levels</li></ul>The Concept forms part of the Public Investment Management Reform for 2024-2028, aligns with EU standards, and reflects international best practices in public financial management.  A Guide to Ensuring Building Accessibility has been presented

<article style="color:#1a1a1a;font-family:sans-serif;font-size:16px;line-height:1.6;max-width:800px;">On 1 May 2026, the Cabinet of Ministers of Ukraine adopted Resolution No. 612 "On Amendments to Cabinet of Ministers Resolution No. 294 of 28 February 2025", which concerns the Procedure for Developing and Monitoring the Implementation of the State's Medium-Term Priority Public Investment Plan (MIP).The updated provisions of the Procedure improve the mechanism for developing and monitoring the implementation of the MIP as a document that defines the principles of public investment over the medium term, and consolidates the role of the DREAM ecosystem as the digital backbone for implementing the Procedure.<h3 style="font-size:18px;margin:24px 0 12px;">1. DREAM as the official platform for MIP processes</h3>The Resolution confirms that until a dedicated Unified Information System for Public Investment Project Management is established, all processes — from submitting proposals to monitoring — will be carried out through the DREAM system. MIP proposals must be submitted electronically with a qualified electronic signature (QES).<h3 style="font-size:18px;margin:24px 0 12px;">2. Target indicators now require measurement indicators</h3>Previously, line ministries were only required to define the target indicators for public investment directions. Under the updated rules, each target indicator must be accompanied by measurement indicators - specific metrics with planned values for each year of the medium-term period. Requirements for indicators: specificity, measurability, achievability, and relevance - linked to baseline and planned values (in percentage terms) and to strategic planning documents.<h3 style="font-size:18px;margin:24px 0 12px;">3. The list of subsectors is now embedded directly in the Procedure</h3>The list of sectors and subsectors for public investment is now official. DREAM Update: Regional investment profiles have been updated on the public portal

Ukraine updates its State Single Project Pipeline in the DREAM system

The estimated cost of Ukraine’s recovery is now nearly three times the country’s projected nominal GDP for 2025. According to the updated Rapid Damage and Needs Assessment - RDNA5, released on February 23 by the Government of Ukraine together with the World Bank Group, the European Commission, and the United Nations, total recovery and reconstruction needs as of December 31, 2025 are estimated at USD 588 billion over the next decade. This represents an increase of USD 64 billion compared to the previous year’s assessment. The assessment covers the period from February 24, 2022 to December 31, 2025 - nearly four years of full-scale war. During this time, direct damage has exceeded USD 195 billion. The most affected sectors remain<ul><li>housing - accounting for 31% of total damage,</li><li>transport - 20.6%,</li><li>energy - 12%,</li><li>trade and industry - 9%,</li><li>agriculture - 6%.&nbsp;</li></ul>More than 80% of destruction is concentrated in frontline and border regions. The largest recovery needs over the next ten years are in the transport sector, totaling more than USD 96 billion. Energy sector needs are estimated at USD 90.6 billion. In 2025 alone, the number of damaged or destroyed energy facilities increased by approximately 21%. The district heating sector remains particularly underfunded - 2026 financing needs amount to USD 1.6 billion, while less than 1% of this requirement is currently secured. The housing sector requires approximately USD 90 billion over the next decade. Since the start of the full-scale invasion, 14% of the housing stock has been damaged or destroyed, affecting more than 3 million households. Significant resources are also required for trade and industry - over USD 63 billion, agriculture - over USD 55 billion, and demining and explosive hazard management - nearly USD 28 billion. In 2026, USD 5.8 billion is already available to finance priority programs; however, the overall funding gap stands at USD 9.5 billion. The most significant shortfalls are observed in energy, housing, transport, and water supply and sanitation. At the same time, RDNA5 highlights a structural shift in Ukraine’s recovery framework. Planning and prioritization of investments for 2026 are being carried out within the Public Investment Management reform framework, with DREAM serving as its digital backbone. The preparation of the 2026 State Budget marks the first full budget cycle implemented under the updated PIM procedures. The PIM system governs the planning, appraisal, and prioritization of public investments at the national, regional, and local levels. State-level investments are consolidated into a <a target="_blank" rel="noopener noreferrer" href="https://dream.gov.ua/spp-pipeline">Single Project Pipeline</a>, while regional and local pipelines are being further developed to serve as central reference points for financing and implementation decisions. Importantly, aggregated data from the DREAM platform were used to assess recovery needs at the regional and local levels. DREAM provides a consolidated, transparent, and structured overview of community and regional investment needs, ensuring alignment within a unified PIM logic. Overall, Ukraine’s recovery framework is transitioning from emergency response toward a structured, institutionalized, and data-driven model of investment management. This process goes beyond rebuilding infrastructure - it represents a broader economic transformation, the adoption of European standards, and the establishment of a foundation for Ukraine’s full integration into the European Union.

RDNA5: Ukraine’s Recovery Needs Are Estimated at Nearly USD 588 Billion

DREAM Academy is the training and capacity-building unit of the DREAM Project Office under the Ministry for Development of Communities and Territories of Ukraine. The city of Voznesensk, Mykolaiv region Population: 37,400 people. Voznesensk community is an urban community in the south of the Mykolaiv region, which includes 3 settlements - a city and 2 villages. It stands at the intersection of three roads - road, rail and water, and is an important transport hub in the south of the country. Under the city there are unique lakes of fresh drinking water. The main enterprises are concentrated in the fields of tanning and finishing of leather, tailoring, production of building materials. The community has educational, healthcare and social welfare institutions, an autodrome, a sports school, a swimming pool, and stadiums. The only museum in Ukraine of the famous graphic artist Yevhen Kibryk, a native of Voznesensk, operates here. In March 2022, Voznesensk resisted and repelled the invaders, becoming the first community to stop the Russian offensive in southern Ukraine. As a result of rocket attacks and hostilities on the territory of the community, the aggressor caused significant damage to both private and communal sectors, critical infrastructure objects. The community sheltered 3,500 displaced people and creates all the conditions for their integration into community life. Priority areas of cooperation: implementation of projects in the field of housing and communal services, energy efficiency, solid household waste management, water supply, local economic development, development of small and medium-sized community entrepreneurship, support for IDPs, branding and promotion of the community, humanitarian aid. Residents of the community are ready to do everything possible so that after the Victory of Ukraine in this war, the Voznesensk community will become successful and prosperous. The community plans to restore and rebuild everything damaged by the enemy and has ambitious plans for the future and new projects. One of the priorities of local government policy is establishing foreign economic relations with representatives of other countries.

Він стоїть на перетині трьох доріг &ndash; автомобільної, залізничної та водної, і є важливим транспортним вузлом на півдні країни. Під містом знаходяться унікальні озера прісної питної води. Основні підприємства зосереджені в галузях дублення та оздоблення шкіри, пошиття одягу, виробництва будівельних матеріалів. У громаді є заклади освіти, охорони здоров&rsquo;я та соціального забезпечення, автодром, спортивна школа, басейн, стадіони. Тут діє єдиний в Україні музей відомого графіка, вихідця з Вознесенська Євгена Кібрика.
У березні 2022 року Вознесенськ встояв і дав відсіч окупантам, ставши першою громадою, яка зупинила наступ росіян на півдні України. Внаслідок ракетних обстрілів та бойових дій на території громади агресор завдав значних збитків як приватному, так і комунальному секторам, об&rsquo;єктам критичної інфраструктури.
Громада прихистила 3500 переселенців та створює всі умови для їх інтеграції у життя громади.
Пріоритетні напрями співпраці:реалізація проектів у сфері житлово-комунального господарства, енергоефективності, поводження з твердими побутовими відходами, водопостачання, місцевого економічного розвитку, розвитку малого та середнього підприємництва громади, підтримки ВПО, брендингу та просування громади, гуманітарної допомоги.
Мешканці громади готові зробити все можливе, щоб після Перемоги України у цій війні Вознесенська громада стала успішною та процвітаючою. Громада планує відновити та відбудувати все пошкоджене ворогом та має амбітні плани на майбутнє та нові проекти. Одним із пріоритетів політики місцевої влади є налагодження зовнішньоекономічних зв'язків з представниками інших країн.

Планується облаштування трьох&nbsp; природничих лабораторій у Вознесенській гімназії №3,5,6, створення освітнього простору у пілотному Вознесенському ліцеї №8. Для створення сучасного освітнього простору буде проведено поточні ремонти та закуплено необхідне обладнання.

Instead of creating three laboratories and one pilot space, it is proposed to conduct a complete overhaul of one facility and a partial renovation of the pilot facility using premium finishing materials and wall redevelopment, but with minimal procurement of technological equipment.

Замість створення трьох лабораторій та одного пілотного простору, пропонується провести повний капітальний ремонт одного закладу та частково ремонт пілотного закладу з використанням преміальних оздоблювальних матеріалів та переплануванням стін, але з мінімальним закупівлею технологічного обладнання.

Budget imbalance: The lion&#39;s share of funds is spent on capital construction and expensive finishing materials, which leaves a minimal budget for the purchase of actual educational equipment (microscopes, sensors, robotics). • Social inequality: Instead of a systematic renewal of the network (gymnasiums No. 3, 5, 6 and lyceum No. 8), the community receives one &quot;elite&quot; school, which creates artificial competition and tension among parents of other institutions. • Outdated methodology: Expensive but static furniture and architectural solutions often do not allow for the implementation of the principles of NUS regarding mobility and teamwork, leaving the educational process in the format of &quot;lecture at a desk&quot;. • Difficulty in maintenance: The use of specific design materials requires significantly higher costs for cleaning and subsequent repair in case of damage, which places an additional burden on the community budget. Risks • Financial deficit: Due to the complexity of capital works, there is a high probability of exceeding the budget, which may lead to the project being stopped at the “construction in progress” stage. • Corruption risks: The use of expensive materials and complex engineering solutions makes it difficult to control the transparency of procurement and the reasonableness of prices. • Personnel demotivation: Teachers in other community institutions (#5, 6) that were left without renovation may experience professional burnout due to the unfair distribution of resources. • Low adaptability: Expensive capital solutions (bearing walls, built-in furniture) are more difficult to redesign for new educational standards that may appear in 5–10 years

Бюджетний дисбаланс: Левова частка коштів витрачається на капітальне будівництво та дорогі оздоблювальні матеріали, що залишає мінімальний бюджет на закупівлю власне навчального обладнання (мікроскопів, датчиків, робототехніки). •  Соціальна нерівність: Замість системного оновлення мережі (гімназії №3, 5, 6 та ліцей №8), громада отримує одну «елітну» школу, що створює штучну конкуренцію та напругу серед батьків інших закладів. •  Застаріла методика: Дорогі, але статичні меблі та архітектурні рішення часто не дозволяють реалізувати принципи НУШ щодо мобільності та командної роботи, залишаючи освітній процес у форматі «лекція за партою». •  Складність обслуговування: Використання специфічних дизайнерських матеріалів вимагає значно вищих витрат на клінінг та подальший ремонт у разі пошкоджень, що лягає додатковим тягарем на бюджет громади. Ризики  •  Фінансовий дефіцит: Через складність капітальних робіт існує висока ймовірність виходу за межі бюджету, що може призвести до зупинки проєкту на стадії «незавершеного будівництва». •  Корупційні ризики: Використання дороговартісних матеріалів та складних інженерних рішень ускладнює контроль за прозорістю закупівель та обґрунтованістю цін. •  Кадрова демотивація: Педагоги в інших закладах громади (№5, 6), які залишилися без оновлення, можуть відчувати професійне вигорання через несправедливий розподіл ресурсів. •  Низька адаптивність: Дорогі капітальні рішення (несучі стіни, вбудовані меблі) важче перепланувати під нові освітні стандарти, які можуть з'явитися через 5–10 років

• Compliance with state standards: The project directly implements the requirements of the National School Reform, providing lyceums and gymnasiums with the necessary material and technical base. • Increasing competitiveness: The updated institutions become more attractive to students and teachers of the community, which contributes to the development of human capital in the region. • Innovative environment: The creation of an educational space in the pilot lyceum No. 8 lays the foundation for the implementation of new teaching methods and digitalization of education. • Durability of structures: Major repairs with the replacement of all engineering networks (pipes, wiring, ventilation) create a safety margin for the building for decades, eliminating the need for minor repairs every year. • High aesthetic value: The use of premium materials and unique design creates the effect of a “school of the future” (visually), which can serve as a calling card of the community for official delegations. • Creating a &quot;flagship&quot;: Concentrating all resources in one institution allows you to bring it to an ideal state, creating an exemplary object that meets the highest architectural standards. • Psychological comfort of the environment: Expensive ecological materials and professional acoustics of the premises create an extremely pleasant atmosphere for staying, which positively affects the emotional state of students.

Локальність впливу: Оновлення стосується лише чотирьох закладів (№3, 5, 6 та 8), що може створити певний "освітній розрив" між ними та іншими школами громади. Висока вартість утримання: Сучасне лабораторне обладнання потребує регулярних витрат на обслуговування, оновлення програмного забезпечення та витратні матеріали. Тривалість робіт: Проведення поточних ремонтів може тимчасово обмежити доступ до певних приміщень, що потребує ретельного планування навчального процесу.    Безпековий ризик: Враховуючи поточну ситуацію в Україні, існує загроза фізичного пошкодження майна або перебоїв у реалізації через воєнні дії. •	Кадровий дефіцит: Ризик того, що вчителі не матимуть достатньої кваліфікації для роботи з новим високотехнологічним обладнанням (потребує додаткового навчання). •	Фінансові коливання: Зростання цін на обладнання або будівельні матеріали під час реалізації може призвести до дефіциту бюджету проєкту. •	Експлуатаційні ризики: Нецільове або недбале використання дорогої техніки, що може призвести до її швидкого виходу з ладу.

As a result of the project, we will receive three modern laboratories in the natural sciences, which will contribute to better assimilation of knowledge by students and increase their interest in studying the relevant subjects. It will help reduce stress levels and increase motivation for learning through aesthetic and ergonomic design of the premises. For the pilot Lyceum No. 8, this project is the key to the transformation from a &quot;traditional school&quot; into a modern educational coworking space, where the student is not an object of learning, but an active participant in exploring the world.

Планується облаштування трьох&nbsp; природничих лабораторій у Вознесенській гімназії №3,5,6, створення освітнього простору у пілотному Вознесенському ліцеї №8. Для створення сучасного освітнього простору буде проведено поточні ремонти та закуплено необхідне обладнання. В результаті реалізації проєкту ми отримуємо три сучасні лабораторії природничої освітньої галузі, що сприятиме кращому засвоєнню знань учнями та підвищить їхню зацікавленість у вивчені відповідних предметів. Сприятиме зниженню рівня стресу та підвищення мотивації до навчання через естетичний та ергономічний дизайн приміщень. Для пілотного ліцею №8 цей проєкт є ключем до трансформації з &laquo;традиційної школи&raquo; у сучасний освітній коворкінг, де учень є не об'єктом навчання, а активним учасником дослідження світу.
