 A Guide to Ensuring Building Accessibility has been presented

<article style="color:#1a1a1a;font-family:sans-serif;font-size:16px;line-height:1.6;max-width:800px;">On 1 May 2026, the Cabinet of Ministers of Ukraine adopted Resolution No. 612 "On Amendments to Cabinet of Ministers Resolution No. 294 of 28 February 2025", which concerns the Procedure for Developing and Monitoring the Implementation of the State's Medium-Term Priority Public Investment Plan (MIP).The updated provisions of the Procedure improve the mechanism for developing and monitoring the implementation of the MIP as a document that defines the principles of public investment over the medium term, and consolidates the role of the DREAM ecosystem as the digital backbone for implementing the Procedure.<h3 style="font-size:18px;margin:24px 0 12px;">1. DREAM as the official platform for MIP processes</h3>The Resolution confirms that until a dedicated Unified Information System for Public Investment Project Management is established, all processes — from submitting proposals to monitoring — will be carried out through the DREAM system. MIP proposals must be submitted electronically with a qualified electronic signature (QES).<h3 style="font-size:18px;margin:24px 0 12px;">2. Target indicators now require measurement indicators</h3>Previously, line ministries were only required to define the target indicators for public investment directions. Under the updated rules, each target indicator must be accompanied by measurement indicators - specific metrics with planned values for each year of the medium-term period. Requirements for indicators: specificity, measurability, achievability, and relevance - linked to baseline and planned values (in percentage terms) and to strategic planning documents.<h3 style="font-size:18px;margin:24px 0 12px;">3. The list of subsectors is now embedded directly in the Procedure</h3>The list of sectors and subsectors for public investment is now official. Ranking of directions when submitting MIP proposals</h3>Ministries are now required to submit not just a list of public investment directions, but ranked lists — ordered by priority within each sector. Ranking is mandatory and must take into account active public investment projects and programmes.Why this matters: once the Ministry of Finance communicates the indicative ceiling for public investment, the Ministry of Economy allocates funds taking into account, among other things, the ranking of directions. The ranking thus directly determines which directions become primary and are included in the MIP.<h3 style="font-size:18px;margin:24px 0 12px;">5. DREAM Update: Regional investment profiles have been updated on the public portal

Ukraine updates its State Single Project Pipeline in the DREAM system

The estimated cost of Ukraine’s recovery is now nearly three times the country’s projected nominal GDP for 2025. According to the updated Rapid Damage and Needs Assessment - RDNA5, released on February 23 by the Government of Ukraine together with the World Bank Group, the European Commission, and the United Nations, total recovery and reconstruction needs as of December 31, 2025 are estimated at USD 588 billion over the next decade. This represents an increase of USD 64 billion compared to the previous year’s assessment. The assessment covers the period from February 24, 2022 to December 31, 2025 - nearly four years of full-scale war. During this time, direct damage has exceeded USD 195 billion. The most affected sectors remain<ul><li>housing - accounting for 31% of total damage,</li><li>transport - 20.6%,</li><li>energy - 12%,</li><li>trade and industry - 9%,</li><li>agriculture - 6%.&nbsp;</li></ul>More than 80% of destruction is concentrated in frontline and border regions. The largest recovery needs over the next ten years are in the transport sector, totaling more than USD 96 billion. Energy sector needs are estimated at USD 90.6 billion. In 2025 alone, the number of damaged or destroyed energy facilities increased by approximately 21%. The district heating sector remains particularly underfunded - 2026 financing needs amount to USD 1.6 billion, while less than 1% of this requirement is currently secured. The housing sector requires approximately USD 90 billion over the next decade. Since the start of the full-scale invasion, 14% of the housing stock has been damaged or destroyed, affecting more than 3 million households. Significant resources are also required for trade and industry - over USD 63 billion, agriculture - over USD 55 billion, and demining and explosive hazard management - nearly USD 28 billion. In 2026, USD 5.8 billion is already available to finance priority programs; however, the overall funding gap stands at USD 9.5 billion. The most significant shortfalls are observed in energy, housing, transport, and water supply and sanitation. At the same time, RDNA5 highlights a structural shift in Ukraine’s recovery framework. Planning and prioritization of investments for 2026 are being carried out within the Public Investment Management reform framework, with DREAM serving as its digital backbone. The preparation of the 2026 State Budget marks the first full budget cycle implemented under the updated PIM procedures. The PIM system governs the planning, appraisal, and prioritization of public investments at the national, regional, and local levels. State-level investments are consolidated into a <a target="_blank" rel="noopener noreferrer" href="https://dream.gov.ua/spp-pipeline">Single Project Pipeline</a>, while regional and local pipelines are being further developed to serve as central reference points for financing and implementation decisions. Importantly, aggregated data from the DREAM platform were used to assess recovery needs at the regional and local levels. DREAM provides a consolidated, transparent, and structured overview of community and regional investment needs, ensuring alignment within a unified PIM logic. Overall, Ukraine’s recovery framework is transitioning from emergency response toward a structured, institutionalized, and data-driven model of investment management. This process goes beyond rebuilding infrastructure - it represents a broader economic transformation, the adoption of European standards, and the establishment of a foundation for Ukraine’s full integration into the European Union.

RDNA5: Ukraine’s Recovery Needs Are Estimated at Nearly USD 588 Billion

DREAM Academy is the training and capacity-building unit of the DREAM Project Office under the Ministry for Development of Communities and Territories of Ukraine. Its mission is to strengthen the capacity of public sector professionals to effectively manage public investments at all levels — from local communities to central government. Training programmes combine the methodological foundations of the Public Investment Management (PIM) reform with hands-on work in the DREAM system, covering strategic investment planning, project preparation and appraisal, portfolio formation, implementation, monitoring, and evaluation. Guidelines and digital learning materials The Academy develops digital content, methodological guidance, and step-by-step instructions to support correct data structuring, reduce errors, and facilitate efficient use of the system. Expert community DREAM Academy facilitates a professional <a target="_blank" rel="noopener noreferrer" href="https://www.facebook.com/groups/186494501179428">Facebook community</a> that brings together experts, public authorities, and practitioners involved in PIM processes. Regional centres of expertise Knowledge scaling is ensured through a network of regional partners, including Regional Development Agencies. Activities include training of trainers, mentoring support, and the development of standard training programmes, modules, and learning materials aimed at strengthening the capacity of communities and regions. AI-powered support in DREAM DREAM Academy contributes to the development of an interactive knowledge base for the DREAM large language model (LLM). This enables the future integration of an intelligent assistant into the system interface to provide timely user support and, over time, assistance with feasibility studies and project appraisal. DREAM Update: Community Investment Profiles Refreshed

The Rohatyn urban territorial community was formed as a result of the implementation of the administrative-territorial reform through the unification of 36 village councils and includes 72 settlements. The total area of the community is 634.76 km. The administrative center of the community is the city of Rohatyn, which is equidistant from the cities of Ternopil, Lviv, and Ivano-Frankivsk. Two highways of state and international importance, Lviv - Mukachevo and Stryi - Ternopil - Znamianka, pass through the territory of the community, as well as the Ternopil - Khodoriv railway line.

Рогатинська міська територіальна громада утворена в результаті реалізації адміністративно-територіальної реформи шляхом об&rsquo;єднання 36 сільських рад та включає 72 населених пункти. Загальна площа громади складає 634,76 км. Адміністративним центром громади є м. Рогатин, який знаходиться на рівновіддаленій відстані від м. Тернопіль, Львів, Івано-Франківськ. Територією громади проходить дві автодороги державного та міжнародного значення Львів &ndash; Мукачево та Стрий &ndash; Тернопіль &ndash; Знам&rsquo;янка, а також залізнична колія Тернопіль - Ходорів.

Component: 58 JA Solar 610 W PV modules (total 35.38 kW DC), three-phase grid-connected inverter up to 50 kW AC, DC/AC shields, protection (SPD), grounding/overcurrent protection, online monitoring. No battery. Operation mode: covering part of the daytime load of the CHP; during times when generation > consumption, flows to the grid are possible (according to the terms of the DSR). In the event of accidents/outages of the external grid, the inverter stops &mdash; the pumps are not backed up. Expected output: 38,428.81 kW&middot;h/year (according to initial calculations). Effect: reduction of grid consumption during daylight hours; night/peak loads remain uncovered, CHP continuity is not improved.

Склад: 58 ФЕМ JA Solar 610 Вт (сумарно 35,38 кВт DC), мережевий трифазний інвертор до 50 кВт AC, щити DC/AC, захисти (SPD), заземлення/БЗЗ, онлайн-моніторинг. АКБ відсутня. Режим роботи: покриття частини денного навантаження КНС; у часи, коли генерація &gt; споживання, можливі перетоки в мережу (згідно з умовами ОСР). У разі аварій/відключень зовнішньої мережі інвертор зупиняється &mdash; насоси не резервуються. Очікуваний виробіток: 38 428,81 кВт&middot;год/рік (за вихідними розрахунками). Ефект: зниження споживання з мережі у світлу пору доби; нічні/пікові навантаження лишаються без покриття, безперервність КНС не покращується.

Best fit for innovation/energy efficiency and climate goals; peak management, partial redundancy, dispatching; scalability. The only option that simultaneously delivers significant energy efficiency, increases resilience to outages, contributes to SDGs 7/9/11/12/13 and is DNSH compliant.

Найкраща відповідність цілям інновацій/енергоефективності та клімату; керування піками, часткове резервування, диспетчеризація; масштабованість.Єдиний варіант, що одночасно дає помітний енергоефект, підвищує стійкість до відключень, забезпечує внесок у SDG 7/9/11/12/13 і відповідає принципу DNSH.

Limitations: lack of reserve, dependence on the sun's schedule, lower percentage of self-consumption, regulatory requirements for overflows.

Обмеження: відсутність резерву, залежність від графіка сонця, менший відсоток самоспоживання, регуляторні вимоги до перетоків.

Advantages: lower CAPEX (no costs for batteries and part of the power harness), easier operation.

Переваги: менший CAPEX (відсутні витрати на АКБ і частину силової обв’язки), простіша експлуатація.

The project involves the reconstruction of the power grids of the Knyahynichi Lyceum (Knyahynichi village, R. Shukhevycha st., 6) with the installation of a 12 kW hybrid solar power plant and the modernization of input and distribution equipment, protection, grounding and lightning protection. An automatic transfer switch is integrated for backup power supply of critical consumers (shelter, emergency lighting, server/communications, boiler room). Expected effect: continuity of the educational process during outages, reduction of electricity costs, increased electrical safety and reduction of CO₂ emissions. Goal by 2028: annual reduction of electricity consumption and savings of budget funds on energy sources - 20% from the baseline level.

Проєкт передбачає реконструкцію електромереж Княгинецького ліцею (с. Княгиничі, вул. Р. Шухевича, 6) із монтажем гібридної СЕС 12 кВт та модернізацією ввідно-розподільчого обладнання, захистів, заземлення і блискавкозахисту. Інтегрується АВР для резервного живлення критичних споживачів (укриття, аварійне освітлення, серверна/зв&rsquo;язок, котельня). Очікуваний ефект: безперервність освітнього процесу під час відключень, зниження витрат на електроенергію, підвищення електробезпеки та скорочення викидів СО₂. Ціль до 2028 року: щорічне скорочення споживання електроенергії та економія бюджетних коштів на енергоносії - по 20% від базового рівня.
