 A Guide to Ensuring Building Accessibility has been presented

<article style="color:#1a1a1a;font-family:sans-serif;font-size:16px;line-height:1.6;max-width:800px;">On 1 May 2026, the Cabinet of Ministers of Ukraine adopted Resolution No. 612 "On Amendments to Cabinet of Ministers Resolution No. 294 of 28 February 2025", which concerns the Procedure for Developing and Monitoring the Implementation of the State's Medium-Term Priority Public Investment Plan (MIP).The updated provisions of the Procedure improve the mechanism for developing and monitoring the implementation of the MIP as a document that defines the principles of public investment over the medium term, and consolidates the role of the DREAM ecosystem as the digital backbone for implementing the Procedure.<h3 style="font-size:18px;margin:24px 0 12px;">1. DREAM as the official platform for MIP processes</h3>The Resolution confirms that until a dedicated Unified Information System for Public Investment Project Management is established, all processes — from submitting proposals to monitoring — will be carried out through the DREAM system. MIP proposals must be submitted electronically with a qualified electronic signature (QES).<h3 style="font-size:18px;margin:24px 0 12px;">2. Target indicators now require measurement indicators</h3>Previously, line ministries were only required to define the target indicators for public investment directions. Under the updated rules, each target indicator must be accompanied by measurement indicators - specific metrics with planned values for each year of the medium-term period. Requirements for indicators: specificity, measurability, achievability, and relevance - linked to baseline and planned values (in percentage terms) and to strategic planning documents.<h3 style="font-size:18px;margin:24px 0 12px;">3. The list of subsectors is now embedded directly in the Procedure</h3>The list of sectors and subsectors for public investment is now official. Ranking is mandatory and must take into account active public investment projects and programmes.Why this matters: once the Ministry of Finance communicates the indicative ceiling for public investment, the Ministry of Economy allocates funds taking into account, among other things, the ranking of directions. The ranking thus directly determines which directions become primary and are included in the MIP.<h3 style="font-size:18px;margin:24px 0 12px;">5. DREAM Update: Regional investment profiles have been updated on the public portal

Ukraine updates its State Single Project Pipeline in the DREAM system

The estimated cost of Ukraine’s recovery is now nearly three times the country’s projected nominal GDP for 2025. According to the updated Rapid Damage and Needs Assessment - RDNA5, released on February 23 by the Government of Ukraine together with the World Bank Group, the European Commission, and the United Nations, total recovery and reconstruction needs as of December 31, 2025 are estimated at USD 588 billion over the next decade. This represents an increase of USD 64 billion compared to the previous year’s assessment. The assessment covers the period from February 24, 2022 to December 31, 2025 - nearly four years of full-scale war. During this time, direct damage has exceeded USD 195 billion. The most affected sectors remain<ul><li>housing - accounting for 31% of total damage,</li><li>transport - 20.6%,</li><li>energy - 12%,</li><li>trade and industry - 9%,</li><li>agriculture - 6%.&nbsp;</li></ul>More than 80% of destruction is concentrated in frontline and border regions. The largest recovery needs over the next ten years are in the transport sector, totaling more than USD 96 billion. Energy sector needs are estimated at USD 90.6 billion. In 2025 alone, the number of damaged or destroyed energy facilities increased by approximately 21%. The district heating sector remains particularly underfunded - 2026 financing needs amount to USD 1.6 billion, while less than 1% of this requirement is currently secured. The housing sector requires approximately USD 90 billion over the next decade. Since the start of the full-scale invasion, 14% of the housing stock has been damaged or destroyed, affecting more than 3 million households. Significant resources are also required for trade and industry - over USD 63 billion, agriculture - over USD 55 billion, and demining and explosive hazard management - nearly USD 28 billion. In 2026, USD 5.8 billion is already available to finance priority programs; however, the overall funding gap stands at USD 9.5 billion. The most significant shortfalls are observed in energy, housing, transport, and water supply and sanitation. At the same time, RDNA5 highlights a structural shift in Ukraine’s recovery framework. Planning and prioritization of investments for 2026 are being carried out within the Public Investment Management reform framework, with DREAM serving as its digital backbone. The preparation of the 2026 State Budget marks the first full budget cycle implemented under the updated PIM procedures. The PIM system governs the planning, appraisal, and prioritization of public investments at the national, regional, and local levels. State-level investments are consolidated into a <a target="_blank" rel="noopener noreferrer" href="https://dream.gov.ua/spp-pipeline">Single Project Pipeline</a>, while regional and local pipelines are being further developed to serve as central reference points for financing and implementation decisions. Importantly, aggregated data from the DREAM platform were used to assess recovery needs at the regional and local levels. DREAM provides a consolidated, transparent, and structured overview of community and regional investment needs, ensuring alignment within a unified PIM logic. Overall, Ukraine’s recovery framework is transitioning from emergency response toward a structured, institutionalized, and data-driven model of investment management. This process goes beyond rebuilding infrastructure - it represents a broader economic transformation, the adoption of European standards, and the establishment of a foundation for Ukraine’s full integration into the European Union.

RDNA5: Ukraine’s Recovery Needs Are Estimated at Nearly USD 588 Billion

DREAM Academy is the training and capacity-building unit of the DREAM Project Office under the Ministry for Development of Communities and Territories of Ukraine. Its mission is to strengthen the capacity of public sector professionals to effectively manage public investments at all levels — from local communities to central government. Training programmes combine the methodological foundations of the Public Investment Management (PIM) reform with hands-on work in the DREAM system, covering strategic investment planning, project preparation and appraisal, portfolio formation, implementation, monitoring, and evaluation. Guidelines and digital learning materials The Academy develops digital content, methodological guidance, and step-by-step instructions to support correct data structuring, reduce errors, and facilitate efficient use of the system. Expert community DREAM Academy facilitates a professional <a target="_blank" rel="noopener noreferrer" href="https://www.facebook.com/groups/186494501179428">Facebook community</a> that brings together experts, public authorities, and practitioners involved in PIM processes. Activities include training of trainers, mentoring support, and the development of standard training programmes, modules, and learning materials aimed at strengthening the capacity of communities and regions. AI-powered support in DREAM DREAM Academy contributes to the development of an interactive knowledge base for the DREAM large language model (LLM). This enables the future integration of an intelligent assistant into the system interface to provide timely user support and, over time, assistance with feasibility studies and project appraisal. DREAM Update: Community Investment Profiles Refreshed

The Rohatyn urban territorial community was formed as a result of the implementation of the administrative-territorial reform through the unification of 36 village councils and includes 72 settlements. The total area of the community is 634.76 km. The administrative center of the community is the city of Rohatyn, which is equidistant from the cities of Ternopil, Lviv, and Ivano-Frankivsk. Two highways of state and international importance, Lviv - Mukachevo and Stryi - Ternopil - Znamianka, pass through the territory of the community, as well as the Ternopil - Khodoriv railway line.

Рогатинська міська територіальна громада утворена в результаті реалізації адміністративно-територіальної реформи шляхом об&rsquo;єднання 36 сільських рад та включає 72 населених пункти. Загальна площа громади складає 634,76 км. Адміністративним центром громади є м. Рогатин, який знаходиться на рівновіддаленій відстані від м. Тернопіль, Львів, Івано-Франківськ. Територією громади проходить дві автодороги державного та міжнародного значення Львів &ndash; Мукачево та Стрий &ndash; Тернопіль &ndash; Знам&rsquo;янка, а також залізнична колія Тернопіль - Ходорів.

The solution involves comprehensively equipping the biology, physics, chemistry, mathematics, geography and STEM laboratories with modern teaching aids, computer and multimedia equipment, furniture and teaching materials. This approach ensures the creation of a single functional educational space for specialized and STEM-oriented training, practical, laboratory and interdisciplinary classes. The renovation of the premises will be carried out separately from the local budget and is not included in the cost of this solution.

Рішення передбачає комплексне оснащення кабінетів біології, фізики, хімії, математики, географії та STEM-лабораторії сучасними засобами навчання, комп&rsquo;ютерним і мультимедійним обладнанням, меблями та дидактичними матеріалами. Такий підхід забезпечує створення єдиного функціонального освітнього простору для профільного та STEM-орієнтованого навчання, проведення практичних, лабораторних і міжпредметних занять. Ремонт приміщень здійснюватиметься окремо за кошти місцевого бюджету і не включається до вартості цього рішення.

Comprehensive creation of a modern educational space by simultaneously equipping 5 classrooms and a STEM laboratory

The solution involves a phased renovation of biology, physics, chemistry, mathematics and geography classrooms by purchasing teaching aids, computer and multimedia equipment and furniture without creating a STEM laboratory at the first stage. This approach allows for a partial improvement of the material and technical base of the institution, but does not ensure the formation of a holistic modern educational space for full-fledged profile and STEM-oriented education.

Рішення передбачає поетапне оновлення кабінетів біології, фізики, хімії, математики та географії шляхом закупівлі засобів навчання, комп&rsquo;ютерного і мультимедійного обладнання та меблів без створення STEM-лабораторії на першому етапі. Такий підхід дає змогу частково покращити матеріально-технічну базу закладу, однак не забезпечує формування цілісного сучасного освітнього простору для повноцінного профільного та STEM-орієнтованого навчання.

The disadvantage of the solution is the lack of a STEM laboratory and the impossibility of creating a holistic modern educational space. As a result, the institution receives only a partial renovation of 5 classrooms without full conditions for practical, research, and interdisciplinary STEM learning. This reduces the educational effect of the project and makes such a solution weaker compared to the comprehensive option.

Недоліком рішення є відсутність STEM-лабораторії та неможливість створення цілісного сучасного освітнього простору. У результаті заклад отримує лише часткове оновлення 5 навчальних кабінетів без повноцінних умов для практичного, дослідницького та міжпредметного STEM-навчання. Це знижує освітній ефект проєкту та робить таке рішення слабшим порівняно з комплексним варіантом.

The advantage of the solution is a smaller one-time cost compared to the comprehensive option, as well as a simpler procurement organization and faster partial renewal of the institution's material and technical base.

Перевагою рішення є менший одноразовий обсяг витрат порівняно з комплексним варіантом, а також простіша організація закупівель і швидше часткове оновлення матеріально-технічної бази закладу.

The disadvantage of the solution is the higher one-time financial and organizational volume of implementation compared to the phased renovation of individual offices. The implementation also requires timely procurement, provision of co-financing and separate implementation of premises renovation using local budget funds. At the same time, these risks are manageable and do not outweigh the advantages of a comprehensive solution.

Недоліком рішення є вищий одноразовий фінансовий та організаційний обсяг реалізації порівняно з поетапним оновленням окремих кабінетів. Також реалізація потребує своєчасного проведення закупівель, забезпечення співфінансування та окремого виконання ремонту приміщень за кошти місцевого бюджету. Водночас ці ризики є керованими і не переважають переваг комплексного рішення.

The chosen solution is the most effective, as it ensures the simultaneous creation of a holistic modern educational space, rather than the fragmentary renovation of individual classrooms. It fully complies with the conditions of the subvention, which is aimed at equipping classrooms in biology, geography, mathematics, physics, chemistry and a STEM laboratory. The comprehensive implementation of the solution makes it possible to immediately provide high-quality specialized and STEM-oriented training, strengthen the practical and research component of the educational process, increase the readiness of the institution to organize multi-level events for students and teaching staff, and achieve a greater educational effect than with phased partial equipment.

Обране рішення є найбільш ефективним, оскільки забезпечує одночасне створення цілісного сучасного освітнього простору, а не фрагментарне оновлення окремих кабінетів. Воно повністю відповідає умовам субвенції, яка спрямована на оснащення навчальних кабінетів біології, географії, математики, фізики, хімії та STEM-лабораторії. Комплексна реалізація рішення дає змогу одразу забезпечити якісне профільне та STEM-орієнтоване навчання, посилити практичну і дослідницьку складову освітнього процесу, підвищити готовність закладу до організації різнорівневих заходів для учнів і педагогічних працівників та досягти більшого освітнього ефекту, ніж при поетапному частковому оснащенні.

The project involves the creation of a modern educational space in Rohatyn Lyceum No. 1 by comprehensively equipping five classrooms - biology, physics, chemistry, mathematics and geography - and a STEM laboratory with modern teaching aids, computer and multimedia equipment, furniture and teaching aids. The project is aimed at solving the problem of insufficient compliance of the material and technical base with modern requirements of specialized secondary education, high-quality teaching of natural and mathematical disciplines and the development of STEM competencies of students. As a result of the project, a single functional educational space will be created for practical, laboratory and interdisciplinary classes, the quality of the educational process will be improved, students' preparation for NMT, Olympiads and research activities will be strengthened, and the institution's ability to provide specialized education in an academic direction will be strengthened.

Проєкт передбачає створення сучасного освітнього простору у Рогатинському ліцеї № 1 шляхом комплексного оснащення п&rsquo;яти навчальних кабінетів - біології, фізики, хімії, математики та географії - і STEM-лабораторії сучасними засобами навчання, комп&rsquo;ютерним і мультимедійним обладнанням, меблями та навчальним приладдям. Проєкт спрямований на вирішення проблеми недостатньої відповідності матеріально-технічної бази сучасним вимогам профільної середньої освіти, якісного викладання природничо-математичних дисциплін та розвитку STEM-компетентностей учнів. У результаті реалізації проєкту буде створено єдиний функціональний освітній простір для проведення практичних, лабораторних і міжпредметних занять, підвищено якість освітнього процесу, посилено підготовку учнів до НМТ, олімпіад і дослідницької діяльності, а також зміцнено спроможність закладу забезпечувати профільне навчання за академічним спрямуванням.
