DREAM Update: Regional investment profiles have been updated on the public portal

Ukraine updates its State Single Project Pipeline in the DREAM system

The estimated cost of Ukraine’s recovery is now nearly three times the country’s projected nominal GDP for 2025. According to the updated Rapid Damage and Needs Assessment - RDNA5, released on February 23 by the Government of Ukraine together with the World Bank Group, the European Commission, and the United Nations, total recovery and reconstruction needs as of December 31, 2025 are estimated at USD 588 billion over the next decade. This represents an increase of USD 64 billion compared to the previous year’s assessment. The assessment covers the period from February 24, 2022 to December 31, 2025 - nearly four years of full-scale war. During this time, direct damage has exceeded USD 195 billion. The most affected sectors remain<ul><li>housing - accounting for 31% of total damage,</li><li>transport - 20.6%,</li><li>energy - 12%,</li><li>trade and industry - 9%,</li><li>agriculture - 6%.&nbsp;</li></ul>More than 80% of destruction is concentrated in frontline and border regions. The largest recovery needs over the next ten years are in the transport sector, totaling more than USD 96 billion. Energy sector needs are estimated at USD 90.6 billion. In 2025 alone, the number of damaged or destroyed energy facilities increased by approximately 21%. The district heating sector remains particularly underfunded - 2026 financing needs amount to USD 1.6 billion, while less than 1% of this requirement is currently secured. The housing sector requires approximately USD 90 billion over the next decade. Since the start of the full-scale invasion, 14% of the housing stock has been damaged or destroyed, affecting more than 3 million households. Significant resources are also required for trade and industry - over USD 63 billion, agriculture - over USD 55 billion, and demining and explosive hazard management - nearly USD 28 billion. In 2026, USD 5.8 billion is already available to finance priority programs; however, the overall funding gap stands at USD 9.5 billion. The most significant shortfalls are observed in energy, housing, transport, and water supply and sanitation. At the same time, RDNA5 highlights a structural shift in Ukraine’s recovery framework. Planning and prioritization of investments for 2026 are being carried out within the Public Investment Management reform framework, with DREAM serving as its digital backbone. The preparation of the 2026 State Budget marks the first full budget cycle implemented under the updated PIM procedures. The PIM system governs the planning, appraisal, and prioritization of public investments at the national, regional, and local levels. State-level investments are consolidated into a <a target="_blank" rel="noopener noreferrer" href="https://dream.gov.ua/spp-pipeline">Single Project Pipeline</a>, while regional and local pipelines are being further developed to serve as central reference points for financing and implementation decisions. Importantly, aggregated data from the DREAM platform were used to assess recovery needs at the regional and local levels. DREAM provides a consolidated, transparent, and structured overview of community and regional investment needs, ensuring alignment within a unified PIM logic. Overall, Ukraine’s recovery framework is transitioning from emergency response toward a structured, institutionalized, and data-driven model of investment management. This process goes beyond rebuilding infrastructure - it represents a broader economic transformation, the adoption of European standards, and the establishment of a foundation for Ukraine’s full integration into the European Union.

RDNA5: Ukraine’s Recovery Needs Are Estimated at Nearly USD 588 Billion

DREAM Academy is the training and capacity-building unit of the DREAM Project Office under the Ministry for Development of Communities and Territories of Ukraine. Its mission is to strengthen the capacity of public sector professionals to effectively manage public investments at all levels — from local communities to central government. Areas of activity Training and capacity building DREAM Academy delivers practical training sessions, webinars, and workshops for representatives of ministries, communities, and regions. Training programmes combine the methodological foundations of the Public Investment Management (PIM) reform with hands-on work in the DREAM system, covering strategic investment planning, project preparation and appraisal, portfolio formation, implementation, monitoring, and evaluation. Guidelines and digital learning materials The Academy develops digital content, methodological guidance, and step-by-step instructions to support correct data structuring, reduce errors, and facilitate efficient use of the system. Expert community DREAM Academy facilitates a professional <a target="_blank" rel="noopener noreferrer" href="https://www.facebook.com/groups/186494501179428">Facebook community</a> that brings together experts, public authorities, and practitioners involved in PIM processes. Activities include training of trainers, mentoring support, and the development of standard training programmes, modules, and learning materials aimed at strengthening the capacity of communities and regions. AI-powered support in DREAM DREAM Academy contributes to the development of an interactive knowledge base for the DREAM large language model (LLM). This enables the future integration of an intelligent assistant into the system interface to provide timely user support and, over time, assistance with feasibility studies and project appraisal. DREAM Update: Community Investment Profiles Refreshed

An international Peer Learning Workshop: Public Sector Staffing and Digitalization for Public Infrastructure Investment Results was held in Vienna, focusing on strengthening public sector capacity and digital solutions for Public Investment Management (PIM). The event brought together representatives of ministries, local governments, state-owned enterprises, and international institutions from across Europe, the Balkans, and Central Asia. The workshop was co-organized by the World Bank, the European Commission, the Austrian School of Government, the Federal Public Administration Academy, and the Vienna Development Knowledge Center. Discussions centered on how strengthening public sector competencies, digitalizing processes, and implementing institutional reforms can improve the preparation, selection, and delivery of public investments. The event was attended by Viktor Nestulia, Head of the DREAM Project Office, Head of Ukraine Support, OCP, who presented Ukraine’s approach to implementing the PIM reform and the DREAM digital ecosystem as its practical backbone. Why This Matters Effective Public Investment Management is increasingly seen not merely as a technical function, but as a combination of leadership, institutional capacity, and digital tools. Workshop participants discussed common challenges countries face when transitioning to a systemic PIM framework, including skills shortages, fragmented IT solutions, a lack of end-to-end processes, and limited analytical capacity to support decision-making. In this context, Ukraine’s experience stood out as an example of a comprehensive approach, where digital solutions do not operate in isolation but support the entire reform logic — from strategic planning to project implementation and monitoring. Ukraine’s Experience and the Role of DREAM During the workshop, the DREAM ecosystem was presented as the digital foundation of Ukraine’s public investment management reform. Participants were introduced to key elements of the system, including integrated project preparation workflows, transparent procedures, analytical tools, and the approach to developing a Medium-Term Plan of Priority Public Investments, sectoral pipelines, and the Single Project Pipeline. The Ukrainian case generated strong interest among participants. In their concluding discussions, representatives of participating countries expressed a desire to further explore the DREAM approach and consider it as a reference model for the development of their own PIM systems. Key Takeaways from the Workshop The main takeaways included:<ul><li>Human capital and institutional capacity are critical to successful PIM reform, alongside regulatory frameworks and IT solutions</li><li>Training and competency development must be systematic and continuous, rather than ad hoc</li><li>Digitalization, data integration, big data, and artificial intelligence are reshaping public investment management practices</li><li>The effectiveness of PIM should be assessed based on real outcomes, including adherence to timelines and budgets, infrastructure quality, and environmental and climate impact</li></ul>Special attention was given to economic appraisal tools, particularly the e-CBA solution developed by the World Bank to support decision-making in public investment. Outcomes and Next Steps Following the workshop, the Ukrainian delegation was invited to engage more actively with the World Bank’s international PIM community, which is working on transforming PIM functions across the region. Agreements were also reached on methodological cooperation, with a view to potentially integrating selected international tools and approaches into the DREAM ecosystem and Ukraine’s PIM methodology. Participation in the workshop confirmed that Ukraine’s PIM reform and the DREAM ecosystem are already recognized internationally and can serve as a practical reference for other countries undergoing public investment management reforms.

Presenting Ukraine’s PIM Reform and DREAM to the International Community: Key Takeaways from the Vienna Workshop

The Government of Ukraine continues to implement the Public Investment Management (PIM) reform, aimed not only at ensuring a unified approach to the allocation of budget funds but also at creating conditions for sustainable and effective development of communities and regions based on sound strategic planning and prioritization. The digital foundation of the reform is the DREAM system — a “single window” for managing public investment projects and programs. All stages of implementation — from the formation of the medium-term plan, preparation, and appraisal, to the development of sectoral pipelines and the Single Project Pipeline (SPP) at national, regional, and local levels, as well as funding decisions, execution, and monitoring — are carried out through DREAM in a transparent and accountable manner. The Head of the Project Office shares his vision of the reform’s implementation, the future of the system, and the strength of the DREAM team. - Our mission is simple: we are transforming the public investment management system to improve the quality of life in Ukraine. Public investments, like public procurements, influence all sectors of the economy and society. Today, Ukraine is facing extremely challenging circumstances, and to some, working on reform may seem illogical. However, transforming the public investment system is especially crucial right now, given the enormous needs for recovery and development projects. Resources of the state and individual communities must be used transparently, accountably, and efficiently. In addition, we are already preparing to engage the funds of our international partners — including European funds — based on clear and understandable rules and conditions. We have a significant amount of work ahead in digitally transforming all stages of investment project implementation. We are also looking forward to deep integration with the Ministry of Finance’s budget systems — our teams are actively working on this now. We’re expanding our data analytics capabilities and building a robust risk management system. We are developing tools for citizen engagement through DREAM, along with many other features and services. We do this by rethinking approaches to public investment management and creating equal opportunities for every participant in the ecosystem. What signals indicate this to you? - It’s important to track progress and compare each reform cycle to the previous one. If we look back at 2024 — considering the rules for forming the first pilot EPP and the coverage of processes through DREAM — and compare it to where we are now, we’ve made a significant leap forward. We already have state-level SPs and SPPs in place. Over 600 communities are registering their SPIs in DREAM, and nearly 6,000 PIPs have been entered into the system using the new methodology. There’s strong demand for training and support — every day we unlock new opportunities and move forward. So overall, we are on the right track. But we must not become complacent, thinking “everything is already working perfectly” — many aspects, from regulatory support to implementation of specific DREAM functionalities, still have room for improvement. Our team, together with our partners, constantly gathers feedback from communities, regions, ministries, and international partners, analyzes data, and studies the real challenges people face — where theory “misses the mark,” and therefore the approach needs to be revised. It’s encouraging that all members of the broader reform team are willing to keep improving the process with every step. What matters most is not a snapshot evaluation, but continuous movement in the right direction. Starting with our team of DREAM believers who truly live this reform and are fully dedicated to its implementation. These are people who care deeply and genuinely believe in Ukraine’s future. And of course, the partners we work with — ministries, regions, communities, international partners, civil society organizations — all of them form one large PIM reform team. Today, that’s hundreds, maybe even thousands of like-minded individuals who contribute every day to these critical changes. Then, the vision of Ukraine’s future is embedded in our manifesto. The Storozhynsk territorial community was formed in December 2016 as a result of the voluntary unification of the Storozhynsk City Council and the village councils of Banylovo-Pidhirnivska, Bobovetska, Zrub-Komarivska, Davidivska, Komarivska, Kostynetska, Novo-Broskivetska, Pankivska, Sloboda-Komarivska. By the decision of the XI session of the VII convocation No. 310-11/2017 of September 28, 2017, the Starozhadiv village council was added to the Storozhynetsk city council. Since 2020, the Ropchansk village council has joined the Storozhynets territorial community, in accordance with the decision of the II session of the VIII convocation No. 25-2/2020 of December 22, 2020. Rural settlements that are part of the community are located around its administrative center - the city of Storozhynets, approximately 23 km southwest of the city of Chernivtsi - the regional and district center. An important feature of Storozhynetska MTG is the geographically and historically determined multi-ethnic and multicultural composition of the population. In turn, Storozhynets is the second most populous city in the Chernivtsi region, and the territorial community is currently one of the largest in the region, both in terms of area and population, which is located at the intersection of transport routes between the regional center and the Ukrainian-Romanian state border (crossing point &quot;Krasnoilsk&quot;). Vision of community development: The Storozhinet community is an ecologically clean and self-sufficient community in which natural resources are effectively used and processed, geographical and historical potential is rationally used, friendly and comfortable for its residents. Сторожинецька територіальна громада утворена в результаті добровільного об&rsquo;єднання в грудні 2016 року Сторожинецької міської ради та сільських рад Банилово-Підгірнівської, Бобовецької, Зруб-Комарівської, Давидівської, Комарівської, Костинецької, Ново-Бросківецької, &nbsp;Панківської, &nbsp;Слобода - Комарівської. Рішенням &nbsp;ХІ &nbsp;сесії VII скликання &nbsp;№ 310-11/2017 від 28 вересня 2017 року до Сторожинецької міської ради було приєднано Старожадівську сільську раду. New construction of a separate building of the catering unit on the territory of the Banylovo-Pidhirnivska gymnasium with full equipment of production, warehouse and auxiliary premises in accordance with the current DBN and the requirements of the HACCP system. The project provides for: construction of a separate modern building with an approximate area of 250-300 m&sup2; arrangement of a full technological cycle of food preparation; installation of modern energy-efficient equipment; ensuring barrier-free access; implementation of modern engineering systems (ventilation, water supply, sewage, electricity supply); improvement of the surrounding area.&nbsp;

Нове будівництво окремої будівлі харчоблоку на території Банилово-Підгірнівської гімназії з повним облаштуванням виробничих, складських та допоміжних приміщень відповідно до чинних ДБН та вимог системи НАССР. There are 730 students studying at Banylovo-Pidhirnivska Gymnasium. The institution provides meals to 351 students, of whom 229 are in the preferential category. The dining hall has an area of 94 people and is 94 sq m, and the area of the catering unit is 174.3 sq m. The condition of the dining room and catering unit requires repairs, and the existing technological equipment needs to be replaced with new and modern ones, as the last repair in the catering unit was carried out in 2005. The project proposes to carry out a major repair of the catering unit and purchase technological equipment for the catering unit, which will allow compliance with all sanitary standards and requirements, and increase the technological efficiency of the processes of preparing high-quality and safe food in the assortment. &nbsp;&nbsp;&nbsp;The implementation of the project will solve the long-standing problem of modernization of the&nbsp; premises of the catering unit, improve operational indicators, update the equipment of the catering unit due to physical wear and tear, ensure sanitary &ndash; hygienic standards of the educational process and the organization of children's nutrition. The project will create modern conditions for the stay and nutrition of children in educational institutions, through the arrangement and implementation of modern technologies in the field of nutrition. Updating the material and technical base will make it possible to quickly and qualitatively prepare dishes in accordance with the requirements of the food safety management system (HACCP), comply with sanitary and hygienic requirements, expand the range of dishes, increase the productivity of the dining room staff, save energy resources, and allow students to eat healthy, high-quality food.&nbsp;

В Банилово-Підгірнівської гімназії навчається 730 учнів. В закладі харчуванням охоплено 351 учень, з них &nbsp;пільгової категорії &ndash; 229 дітей. Площа обіднього залу розрахована на 94 чоловік й становить 94 м.кв., площа харчоблоку &ndash; 174,3 м.кв. Стан &nbsp;приміщень їдальні та харчоблоку вимагає проведення в них ремонту, а наявне технологічне обладнання &ndash; заміни на нове та сучасне, адже останній ремонт у харчоблоці проводився в 2005 році. &nbsp;Проектом пропонується здійснити капітальний ремонт харчоблоку та закупівлі технологічного обладнання у харчоблок, що дасть можливість дотримання усіх санітарних норм та вимог, підвищення технологічності процесів приготування якісної і безпечної їжі в асортименті. &nbsp;&nbsp;&nbsp;Реалізація проєкту вирішить вже давно назрілу проблему модернізації&nbsp; приміщення харчоблоку, покращить експлуатаційні показники, оновить обладнання харчоблоку в зв`язку з фізичною зношеністю, забезпечить санітарно &ndash; гігієнічні норми навчально-виховного процесу та організації харчування дітей. Проєкт дасть змогу створити сучасні умови для перебування та харчування дітей у закладах освіти, шляхом облаштування та впровадження сучасних технологій в галузі харчування. Оновлення матеріально-технічної бази дасть можливість швидко і якісно готувати страви згідно вимог системи управління безпечністю харчових продуктів (НАССР), дотримуватися санітарно-гігієнічних вимог, розширить асортимент страв, підвищить продуктивність праці персоналу їдальні, дозволить з економити енергоресурси, а учням дасть змогу вживати здорову, якісну їжу.&nbsp;
