<article style="color:#1a1a1a;font-family:sans-serif;font-size:16px;line-height:1.6;max-width:800px;">On 1 May 2026, the Cabinet of Ministers of Ukraine adopted Resolution No. 612 "On Amendments to Cabinet of Ministers Resolution No. 294 of 28 February 2025", which concerns the Procedure for Developing and Monitoring the Implementation of the State's Medium-Term Priority Public Investment Plan (MIP).The updated provisions of the Procedure improve the mechanism for developing and monitoring the implementation of the MIP as a document that defines the principles of public investment over the medium term, and consolidates the role of the DREAM ecosystem as the digital backbone for implementing the Procedure.<h3 style="font-size:18px;margin:24px 0 12px;">1. DREAM as the official platform for MIP processes</h3>The Resolution confirms that until a dedicated Unified Information System for Public Investment Project Management is established, all processes — from submitting proposals to monitoring — will be carried out through the DREAM system. MIP proposals must be submitted electronically with a qualified electronic signature (QES).<h3 style="font-size:18px;margin:24px 0 12px;">2. Target indicators now require measurement indicators</h3>Previously, line ministries were only required to define the target indicators for public investment directions. Under the updated rules, each target indicator must be accompanied by measurement indicators - specific metrics with planned values for each year of the medium-term period. Requirements for indicators: specificity, measurability, achievability, and relevance - linked to baseline and planned values (in percentage terms) and to strategic planning documents.<h3 style="font-size:18px;margin:24px 0 12px;">3. The list of subsectors is now embedded directly in the Procedure</h3>The list of sectors and subsectors for public investment is now official. Ranking of directions when submitting MIP proposals</h3>Ministries are now required to submit not just a list of public investment directions, but ranked lists — ordered by priority within each sector. Ranking is mandatory and must take into account active public investment projects and programmes.Why this matters: once the Ministry of Finance communicates the indicative ceiling for public investment, the Ministry of Economy allocates funds taking into account, among other things, the ranking of directions. The ranking thus directly determines which directions become primary and are included in the MIP.<h3 style="font-size:18px;margin:24px 0 12px;">5. DREAM Update: Regional investment profiles have been updated on the public portal

Ukraine updates its State Single Project Pipeline in the DREAM system

The estimated cost of Ukraine’s recovery is now nearly three times the country’s projected nominal GDP for 2025. According to the updated Rapid Damage and Needs Assessment - RDNA5, released on February 23 by the Government of Ukraine together with the World Bank Group, the European Commission, and the United Nations, total recovery and reconstruction needs as of December 31, 2025 are estimated at USD 588 billion over the next decade. This represents an increase of USD 64 billion compared to the previous year’s assessment. The assessment covers the period from February 24, 2022 to December 31, 2025 - nearly four years of full-scale war. During this time, direct damage has exceeded USD 195 billion. The most affected sectors remain<ul><li>housing - accounting for 31% of total damage,</li><li>transport - 20.6%,</li><li>energy - 12%,</li><li>trade and industry - 9%,</li><li>agriculture - 6%.&nbsp;</li></ul>More than 80% of destruction is concentrated in frontline and border regions. The largest recovery needs over the next ten years are in the transport sector, totaling more than USD 96 billion. Energy sector needs are estimated at USD 90.6 billion. In 2025 alone, the number of damaged or destroyed energy facilities increased by approximately 21%. The district heating sector remains particularly underfunded - 2026 financing needs amount to USD 1.6 billion, while less than 1% of this requirement is currently secured. The housing sector requires approximately USD 90 billion over the next decade. Since the start of the full-scale invasion, 14% of the housing stock has been damaged or destroyed, affecting more than 3 million households. Significant resources are also required for trade and industry - over USD 63 billion, agriculture - over USD 55 billion, and demining and explosive hazard management - nearly USD 28 billion. In 2026, USD 5.8 billion is already available to finance priority programs; however, the overall funding gap stands at USD 9.5 billion. The most significant shortfalls are observed in energy, housing, transport, and water supply and sanitation. At the same time, RDNA5 highlights a structural shift in Ukraine’s recovery framework. Planning and prioritization of investments for 2026 are being carried out within the Public Investment Management reform framework, with DREAM serving as its digital backbone. The preparation of the 2026 State Budget marks the first full budget cycle implemented under the updated PIM procedures. The PIM system governs the planning, appraisal, and prioritization of public investments at the national, regional, and local levels. State-level investments are consolidated into a <a target="_blank" rel="noopener noreferrer" href="https://dream.gov.ua/spp-pipeline">Single Project Pipeline</a>, while regional and local pipelines are being further developed to serve as central reference points for financing and implementation decisions. Importantly, aggregated data from the DREAM platform were used to assess recovery needs at the regional and local levels. DREAM provides a consolidated, transparent, and structured overview of community and regional investment needs, ensuring alignment within a unified PIM logic. Overall, Ukraine’s recovery framework is transitioning from emergency response toward a structured, institutionalized, and data-driven model of investment management. This process goes beyond rebuilding infrastructure - it represents a broader economic transformation, the adoption of European standards, and the establishment of a foundation for Ukraine’s full integration into the European Union.

RDNA5: Ukraine’s Recovery Needs Are Estimated at Nearly USD 588 Billion

DREAM Academy is the training and capacity-building unit of the DREAM Project Office under the Ministry for Development of Communities and Territories of Ukraine. This enables the future integration of an intelligent assistant into the system interface to provide timely user support and, over time, assistance with feasibility studies and project appraisal. DREAM Update: Community Investment Profiles Refreshed

An international Peer Learning Workshop: Public Sector Staffing and Digitalization for Public Infrastructure Investment Results was held in Vienna, focusing on strengthening public sector capacity and digital solutions for Public Investment Management (PIM). The event brought together representatives of ministries, local governments, state-owned enterprises, and international institutions from across Europe, the Balkans, and Central Asia. The workshop was co-organized by the World Bank, the European Commission, the Austrian School of Government, the Federal Public Administration Academy, and the Vienna Development Knowledge Center. Discussions centered on how strengthening public sector competencies, digitalizing processes, and implementing institutional reforms can improve the preparation, selection, and delivery of public investments. The event was attended by Viktor Nestulia, Head of the DREAM Project Office, Head of Ukraine Support, OCP, who presented Ukraine’s approach to implementing the PIM reform and the DREAM digital ecosystem as its practical backbone. Why This Matters Effective Public Investment Management is increasingly seen not merely as a technical function, but as a combination of leadership, institutional capacity, and digital tools. Workshop participants discussed common challenges countries face when transitioning to a systemic PIM framework, including skills shortages, fragmented IT solutions, a lack of end-to-end processes, and limited analytical capacity to support decision-making. In this context, Ukraine’s experience stood out as an example of a comprehensive approach, where digital solutions do not operate in isolation but support the entire reform logic — from strategic planning to project implementation and monitoring. Ukraine’s Experience and the Role of DREAM During the workshop, the DREAM ecosystem was presented as the digital foundation of Ukraine’s public investment management reform. Participants were introduced to key elements of the system, including integrated project preparation workflows, transparent procedures, analytical tools, and the approach to developing a Medium-Term Plan of Priority Public Investments, sectoral pipelines, and the Single Project Pipeline. The Ukrainian case generated strong interest among participants. In their concluding discussions, representatives of participating countries expressed a desire to further explore the DREAM approach and consider it as a reference model for the development of their own PIM systems. Key Takeaways from the Workshop The main takeaways included:<ul><li>Human capital and institutional capacity are critical to successful PIM reform, alongside regulatory frameworks and IT solutions</li><li>Training and competency development must be systematic and continuous, rather than ad hoc</li><li>Digitalization, data integration, big data, and artificial intelligence are reshaping public investment management practices</li><li>The effectiveness of PIM should be assessed based on real outcomes, including adherence to timelines and budgets, infrastructure quality, and environmental and climate impact</li></ul>Special attention was given to economic appraisal tools, particularly the e-CBA solution developed by the World Bank to support decision-making in public investment. Outcomes and Next Steps Following the workshop, the Ukrainian delegation was invited to engage more actively with the World Bank’s international PIM community, which is working on transforming PIM functions across the region. Agreements were also reached on methodological cooperation, with a view to potentially integrating selected international tools and approaches into the DREAM ecosystem and Ukraine’s PIM methodology. Participation in the workshop confirmed that Ukraine’s PIM reform and the DREAM ecosystem are already recognized internationally and can serve as a practical reference for other countries undergoing public investment management reforms.

Smila urban territorial community was formed in 2020, in accordance with the Resolution of the Cabinet of Ministers of Ukraine dated June 12, 2020 No. 728-r “On the determination of administrative centers and approval of territories of territorial communities of Cherkasy region”. The administrative center of the community is the city of Smila, located in the center of Cherkasy region and is located in Cherkasy city. The territory of the city is 3973 hectares, the population is 65.7 thousand people. The geographical location of the city at the intersection of important transport highways in central Ukraine is very favorable for the further economic growth of Smila. There are two railway stations within Smila: Taras Shevchenko and Smila. Railway tracks intersect here in the east-west, north-south directions. Taras Shevchenko station is one of the largest railway junctions in Ukraine. The city has a powerful production potential, the main industrial enterprises of the city annually produce and sell products: manufacturing, repair and modernization of electric locomotives, manufacturing equipment for the food industry, manufacturing medical products, development and production of satellite navigation equipment, manufacturing upholstered and cabinet furniture, manufacturing work and outerwear, manufacturing metal, furniture fittings, repairing electric motors, transformers of all types and capacities, manufacturing building materials, products. Smila is located on the Pridneprovska Upland, above the Tyasmin River. In addition, the city has the rivers Gnyly Tashlyk and Sriblyanka. The city was founded in 1397. The industrial potential of the city in the 19th century grew for almost 50 years due to the development of the sugar industry and railway connections. Yuriy Kondratyuk, a pioneer of the space industry, was born and began his career in Smila. There are 6 churches in the city, there is a train museum at the station named after T. Shevchenko, historical local history museum, island of love near the Avangard stadium, castle hill (Polish cemetery), underground monastery in the area of Yurova Gora, church building in the area of the central park of culture, as well as buildings built during the time of Count Bobrynsky, the pedestrian boulevard of Count Bobrynsky in the city center has been restored in a modern style, there is a central park of culture and recreation, a bright embankment, a comfortable central city beach and the Yunist stadium. The city has a developed educational network (12 secondary education institutions, 16 preschool education institutions), 2 professional colleges, a center for training and retraining workers. It is also provided with health care institutions (1 city hospital, a dental clinic, 7 primary health care centers). Between the city of Smila and the cities of Newton (Iowa, USA), Orhei (Moldova), Vadul-lui-Vode (Moldova), Jonava (Lithuania) agreements on cooperation in the fields of trade, economy, culture, sports, tourism, healthcare, education have been concluded. The Smila City Council is the initiator of the creation of an industrial park in the city of Smila. A land plot with a total area of 61.3229 hectares has been allocated for the location of the industrial park, which consists of three land plots with an area of 15.2904 hectares, 16.0325 hectares and 30.0 hectares. Type of land plots &quot;Greenfield&quot; (land plot free from development without real estate objects), purpose (land category - land for industry, transport, electronic communications, energy, defense and other purposes, for the location and operation of main, auxiliary and auxiliary buildings and structures of enterprises of processing, machine-building and other industries). The concept of the industrial park &quot;SMILA&quot; is posted on the city council website at the link: https://smila-rada.gov.ua/content/koncepciya-industrialnogo-parku. The Cabinet of Ministers of Ukraine adopted a resolution on including the industrial park &quot;Smila&quot; in the register of industrial parks. Work is underway to select a management company for the industrial park. Today, the Smila urban territorial community is interested in implementing projects for the development of entrepreneurship, as well as in modern effective projects for the production of renewable energy sources. The introduction of modern solid waste management also remains relevant. Currently, the city carries out partial separate collection (PET - bottles, NFPE - plastic), the rest of the waste goes to a landfill for disposal. Therefore, waste processing projects and their use as an alternative energy source are important for the city. The city also needs reconstruction and optimization of the water supply and drainage system, in particular, the installation of resource-efficient and energy-saving equipment for lifting, distributing water, drainage and water supply; reconstruction of treatment facilities; increasing the energy efficiency of heat supply facilities, reconstruction and modernization of heat supply systems, overhaul and thermal modernization of social infrastructure facilities. Тому важливими для міста є проєкти переробки відходів, використання їх як альтернативне джерело енергії.Також місто потребує реконструкції та оптимізації системи водопостачання та водовідведення, зокрема встановлення ресурсоефективного та енергоощадного обладнання для підйому, розподілу води, водовідведення та водопостачання; реконструкції очисних споруд; підвищення енергоефективності об`єктів теплопостачання, реконструкції та модернізації систем теплопостачання, капремонт та термомодернізація об&rsquo;єктів соціальної інфраструктури.
