DREAM Update: Regional investment profiles have been updated on the public portal

Ukraine updates its State Single Project Pipeline in the DREAM system

The estimated cost of Ukraine’s recovery is now nearly three times the country’s projected nominal GDP for 2025. According to the updated Rapid Damage and Needs Assessment - RDNA5, released on February 23 by the Government of Ukraine together with the World Bank Group, the European Commission, and the United Nations, total recovery and reconstruction needs as of December 31, 2025 are estimated at USD 588 billion over the next decade. This represents an increase of USD 64 billion compared to the previous year’s assessment. The assessment covers the period from February 24, 2022 to December 31, 2025 - nearly four years of full-scale war. During this time, direct damage has exceeded USD 195 billion. The most affected sectors remain<ul><li>housing - accounting for 31% of total damage,</li><li>transport - 20.6%,</li><li>energy - 12%,</li><li>trade and industry - 9%,</li><li>agriculture - 6%.&nbsp;</li></ul>More than 80% of destruction is concentrated in frontline and border regions. The largest recovery needs over the next ten years are in the transport sector, totaling more than USD 96 billion. Energy sector needs are estimated at USD 90.6 billion. In 2025 alone, the number of damaged or destroyed energy facilities increased by approximately 21%. The district heating sector remains particularly underfunded - 2026 financing needs amount to USD 1.6 billion, while less than 1% of this requirement is currently secured. The housing sector requires approximately USD 90 billion over the next decade. Since the start of the full-scale invasion, 14% of the housing stock has been damaged or destroyed, affecting more than 3 million households. Significant resources are also required for trade and industry - over USD 63 billion, agriculture - over USD 55 billion, and demining and explosive hazard management - nearly USD 28 billion. In 2026, USD 5.8 billion is already available to finance priority programs; however, the overall funding gap stands at USD 9.5 billion. The most significant shortfalls are observed in energy, housing, transport, and water supply and sanitation. At the same time, RDNA5 highlights a structural shift in Ukraine’s recovery framework. Planning and prioritization of investments for 2026 are being carried out within the Public Investment Management reform framework, with DREAM serving as its digital backbone. The preparation of the 2026 State Budget marks the first full budget cycle implemented under the updated PIM procedures. The PIM system governs the planning, appraisal, and prioritization of public investments at the national, regional, and local levels. State-level investments are consolidated into a <a target="_blank" rel="noopener noreferrer" href="https://dream.gov.ua/spp-pipeline">Single Project Pipeline</a>, while regional and local pipelines are being further developed to serve as central reference points for financing and implementation decisions. Importantly, aggregated data from the DREAM platform were used to assess recovery needs at the regional and local levels. DREAM provides a consolidated, transparent, and structured overview of community and regional investment needs, ensuring alignment within a unified PIM logic. Overall, Ukraine’s recovery framework is transitioning from emergency response toward a structured, institutionalized, and data-driven model of investment management. This process goes beyond rebuilding infrastructure - it represents a broader economic transformation, the adoption of European standards, and the establishment of a foundation for Ukraine’s full integration into the European Union.

RDNA5: Ukraine’s Recovery Needs Are Estimated at Nearly USD 588 Billion

DREAM Academy is the training and capacity-building unit of the DREAM Project Office under the Ministry for Development of Communities and Territories of Ukraine. Its mission is to strengthen the capacity of public sector professionals to effectively manage public investments at all levels — from local communities to central government. Training programmes combine the methodological foundations of the Public Investment Management (PIM) reform with hands-on work in the DREAM system, covering strategic investment planning, project preparation and appraisal, portfolio formation, implementation, monitoring, and evaluation. Guidelines and digital learning materials The Academy develops digital content, methodological guidance, and step-by-step instructions to support correct data structuring, reduce errors, and facilitate efficient use of the system. DREAM Update: Community Investment Profiles Refreshed

An international Peer Learning Workshop: Public Sector Staffing and Digitalization for Public Infrastructure Investment Results was held in Vienna, focusing on strengthening public sector capacity and digital solutions for Public Investment Management (PIM). The event brought together representatives of ministries, local governments, state-owned enterprises, and international institutions from across Europe, the Balkans, and Central Asia. The workshop was co-organized by the World Bank, the European Commission, the Austrian School of Government, the Federal Public Administration Academy, and the Vienna Development Knowledge Center. Discussions centered on how strengthening public sector competencies, digitalizing processes, and implementing institutional reforms can improve the preparation, selection, and delivery of public investments. The event was attended by Viktor Nestulia, Head of the DREAM Project Office, Head of Ukraine Support, OCP, who presented Ukraine’s approach to implementing the PIM reform and the DREAM digital ecosystem as its practical backbone. Why This Matters Effective Public Investment Management is increasingly seen not merely as a technical function, but as a combination of leadership, institutional capacity, and digital tools. Workshop participants discussed common challenges countries face when transitioning to a systemic PIM framework, including skills shortages, fragmented IT solutions, a lack of end-to-end processes, and limited analytical capacity to support decision-making. In this context, Ukraine’s experience stood out as an example of a comprehensive approach, where digital solutions do not operate in isolation but support the entire reform logic — from strategic planning to project implementation and monitoring. Ukraine’s Experience and the Role of DREAM During the workshop, the DREAM ecosystem was presented as the digital foundation of Ukraine’s public investment management reform. Participants were introduced to key elements of the system, including integrated project preparation workflows, transparent procedures, analytical tools, and the approach to developing a Medium-Term Plan of Priority Public Investments, sectoral pipelines, and the Single Project Pipeline. The Ukrainian case generated strong interest among participants. In their concluding discussions, representatives of participating countries expressed a desire to further explore the DREAM approach and consider it as a reference model for the development of their own PIM systems. Key Takeaways from the Workshop The main takeaways included:<ul><li>Human capital and institutional capacity are critical to successful PIM reform, alongside regulatory frameworks and IT solutions</li><li>Training and competency development must be systematic and continuous, rather than ad hoc</li><li>Digitalization, data integration, big data, and artificial intelligence are reshaping public investment management practices</li><li>The effectiveness of PIM should be assessed based on real outcomes, including adherence to timelines and budgets, infrastructure quality, and environmental and climate impact</li></ul>Special attention was given to economic appraisal tools, particularly the e-CBA solution developed by the World Bank to support decision-making in public investment. Outcomes and Next Steps Following the workshop, the Ukrainian delegation was invited to engage more actively with the World Bank’s international PIM community, which is working on transforming PIM functions across the region. Agreements were also reached on methodological cooperation, with a view to potentially integrating selected international tools and approaches into the DREAM ecosystem and Ukraine’s PIM methodology. Participation in the workshop confirmed that Ukraine’s PIM reform and the DREAM ecosystem are already recognized internationally and can serve as a practical reference for other countries undergoing public investment management reforms.

Presenting Ukraine’s PIM Reform and DREAM to the International Community: Key Takeaways from the Vienna Workshop

The Government of Ukraine continues to implement the Public Investment Management (PIM) reform, aimed not only at ensuring a unified approach to the allocation of budget funds but also at creating conditions for sustainable and effective development of communities and regions based on sound strategic planning and prioritization. The digital foundation of the reform is the DREAM system — a “single window” for managing public investment projects and programs. All stages of implementation — from the formation of the medium-term plan, preparation, and appraisal, to the development of sectoral pipelines and the Single Project Pipeline (SPP) at national, regional, and local levels, as well as funding decisions, execution, and monitoring — are carried out through DREAM in a transparent and accountable manner. The Head of the Project Office shares his vision of the reform’s implementation, the future of the system, and the strength of the DREAM team. - Our mission is simple: we are transforming the public investment management system to improve the quality of life in Ukraine. Public investments, like public procurements, influence all sectors of the economy and society. Today, Ukraine is facing extremely challenging circumstances, and to some, working on reform may seem illogical. However, transforming the public investment system is especially crucial right now, given the enormous needs for recovery and development projects. Resources of the state and individual communities must be used transparently, accountably, and efficiently. In addition, we are already preparing to engage the funds of our international partners — including European funds — based on clear and understandable rules and conditions. We have a significant amount of work ahead in digitally transforming all stages of investment project implementation. We are also looking forward to deep integration with the Ministry of Finance’s budget systems — our teams are actively working on this now. We’re expanding our data analytics capabilities and building a robust risk management system. We are developing tools for citizen engagement through DREAM, along with many other features and services. We do this by rethinking approaches to public investment management and creating equal opportunities for every participant in the ecosystem. What signals indicate this to you? - It’s important to track progress and compare each reform cycle to the previous one. If we look back at 2024 — considering the rules for forming the first pilot EPP and the coverage of processes through DREAM — and compare it to where we are now, we’ve made a significant leap forward. We already have state-level SPs and SPPs in place. Over 600 communities are registering their SPIs in DREAM, and nearly 6,000 PIPs have been entered into the system using the new methodology. There’s strong demand for training and support — every day we unlock new opportunities and move forward. So overall, we are on the right track. But we must not become complacent, thinking “everything is already working perfectly” — many aspects, from regulatory support to implementation of specific DREAM functionalities, still have room for improvement. Our team, together with our partners, constantly gathers feedback from communities, regions, ministries, and international partners, analyzes data, and studies the real challenges people face — where theory “misses the mark,” and therefore the approach needs to be revised. It’s encouraging that all members of the broader reform team are willing to keep improving the process with every step. What matters most is not a snapshot evaluation, but continuous movement in the right direction. Starting with our team of DREAM believers who truly live this reform and are fully dedicated to its implementation. These are people who care deeply and genuinely believe in Ukraine’s future. And of course, the partners we work with — ministries, regions, communities, international partners, civil society organizations — all of them form one large PIM reform team. Today, that’s hundreds, maybe even thousands of like-minded individuals who contribute every day to these critical changes. Then, the vision of Ukraine’s future is embedded in our manifesto. We haven’t seen this kind of comprehensive approach to managing public investments — with digital tools, broad stakeholder coordination, and engagement at every level — in any other country. That’s why we’re confident we’re not only contributing to building the future of Ukraine but also opening new opportunities for the world. “It always seems impossible until it’s done.” So we keep doing our work every day — until we can finally celebrate that “done.” :)

An alternative option for ensuring water supply to the village of Sutkivtsi is the regular delivery of drinking water by tanker trucks to households and social facilities. Water will be delivered from the nearest centralized water supply sources or from artesian wells located in neighboring settlements.&nbsp;

Альтернативним варіантом забезпечення водопостачання села Сутківці є регулярний підвіз питної води автоцистернами до домогосподарств та соціальних об&rsquo;єктів. Вода доставлятиметься з найближчих джерел централізованого водопостачання або з артезіанських свердловин, розташованих у сусідніх населених пунктах.&nbsp;

Високі капітальні витрати, можливі технічні ускладнення під час будівництва, тимчасові перебої у подачі води на ранніх етапах експлуатації, потреба у регулярному технічному обслуговуванні та заміні насосного обладнання. Потенційний вплив цих ризиків оцінюється як помірний: вони можуть затримати введення водогону в експлуатацію або збільшити витрати, але ефективне планування робіт, контроль якості дозволяють мінімізувати їхній негативний вплив на досягнення цільових показників проєкту.

Stable and safe access to quality drinking water for residents of the village of Sutkivtsi and social infrastructure facilities, including vulnerable groups of the population. The main benefits include improved sanitation and public health. Social benefits consist of equal access to water for all population groups and increased living standards of the community. Possible disadvantages and risks are related to capital costs, technical problems during construction and potential interruptions in water supply in the early stages of operation. Their potential impact is assessed as moderate and can be minimized through planning, quality control of works and regular maintenance.

Стабільний і безпечний доступ до якісної питної води для жителів с.Сутківці та об’єктів соціальної інфраструктури, включно з вразливими групами населення. Основні переваги включають покращення санітарних умов і здоров’я населення. Соціальні вигоди полягають у рівному доступі до води для всіх груп населення та підвищенні життєвого рівня громади. Можливі недоліки та ризики пов’язані з капітальними витратами, технічними проблемами під час будівництва та потенційними перебоями у подачі води на ранніх етапах експлуатації. Їхній потенційний вплив оцінюється як помірний і може бути мінімізований через планування, контроль якості робіт та регулярне технічне обслуговування.

The project provides for the construction of a new drinking water pipeline with a length of 4.983 km and ensuring uninterrupted access to high-quality drinking water for 217 people (including 152 women, 42 children). In particular, drinking water will be provided to&nbsp;vulnerable categories of the population living in this territory of the settlement: 16 internally displaced persons, persons with disabilities - 21, pensioners - 68 people, elderly people living alone - 3 people, 1 single mother (5 people), 22 families of combatants (65 people), 3 disabled people of the Russian-Ukrainian war, 1 family of a deceased soldier (2 people), 1 family of a missing soldier (2 people), 2 low-income families (10 people), 3 participants in the liquidation of the Chernobyl accident NPP. Also in this part of the village are located a primary health care clinic, a library, a House of Culture, a farmyard of "Agrarian Company 2004", Sutkovets Lyceum, a kindergarten, a village headman, and 2 grocery stores. This project is important for the Yarmolyntsi community, as it will ensure the rights of residents of the village of Sutkovtsi to drinking water, as provided for by international and national legislation. Clean drinking water and sanitation are universal human rights, therefore the UN General Assembly recognized the human right to water and sanitation (HRWS) due to their great importance for supporting the life of every person: "The human right to water entitles everyone to sufficient, safe, acceptable, physically accessible and affordable water for personal and domestic use." Article 48 of the Constitution of Ukraine provides: "Everyone has the right to an adequate standard of living for himself and his family, which includes sufficient food, clothing, housing, safe drinking water and atmospheric air. The Law of Ukraine "On Drinking Water and Drinking Water Supply" stipulates that the state guarantees the protection of consumer rights in the field of drinking water, drinking water supply by providing each person with drinking water of regulatory quality. Given the importance of the project for the residents of the community, this&nbsp;project is included in the Development Strategy of the Yarmolyntsi Settlement Territorial Community for the period until 2027, approved by the session of the Yarmolyntsi Settlement Council dated February 22, 2024 No. 7, namely: Strategic Goal II. Comfortable and safe community, Operational Goal 2.2. Modernization of engineering and transport infrastructure. The implementation of the Project will contribute to the fulfillment of the task 2.2.1 Modernization of heat supply, water supply, sewage, outdoor lighting systems (project No. 6, appendix 1 to the Strategy). This projecttakes into account the interests of all stakeholders: community residents, vulnerable groups, authorities, medical, educational and social services, enterprises, public organizations. In accordance with the current DBN, DSTU and guidelines, design and estimate documentation has been developed, and an expert examination has been conducted. Construction financing is planned with the involvement of funds from the state budget, since the local budget has extremely limited resources. The construction of the drinking water supply is planned to be carried out on communal property lands, the connection of the water supply network is planned to the existing artesian well, which is in the communal property of the Yarmolynetsk settlement territorial community. The community is able to provide further operational maintenance at the expense of the local budget. The result of the project will be an increase in the standard of living of community residents and a reduction in the number of appeals from residents of the village of Sutkivtsi regarding the need to build water supply networks in the village.&nbsp;

Проєктом передбачено будівництво нового питного водопроводу довжиною 4,983 км та забезпечення безперебійного доступу 217 осіб (з них 152 жінки, 42 дітей) до якісної питної води. Зокрема, будуть забезпечені питною водою&nbsp;вразливі категорії населення, які проживають на даній території населеного пункту: 16 внутрішньо переміщених осіб, осіб з інвалідністю - 21, пенсіонерів - 68 осіб, одиноко проживаючих осіб похилого віку - 3 особи, 1 мати-одиначка (5 осіб), 22 сім'ї учасників бойовиї дій (65 осіб), 3 інваліда російсько-української війни, 1 сім'я загиблого воїна (2 особи), 1 сім'я без вісти зниклого воїна (2 особи), 2 малозабезпечених сім'ї (10 осіб), 3 учасників ліквідації аварії на Чорнобильській АЕС.&nbsp;Також в даній частині селища розташовані амбулаторія ПМСД, бібліотека, Будинок культури, погосподарський двір "Аграрної Компанії 2004", Сутковецький ліцей, дитячий садок, старостат, 2 продуктових магазини.&nbsp; Цей проєкт є&nbsp;важливим для Ярмолинецької громади, оскільки він забезпечить права жителів села Сутківці на питну воду, як це передбачено міжнародним та національним законодавством.&nbsp; Чиста питна вода та санітарія є універсальними правами людини, тому Генеральна Асамблея ООН визнала&nbsp;право людини на воду&nbsp;та санітарію (HRWS) через їх велике значення для підтримки життя кожної людини: &laquo;Право людини на воду дає кожному право на достатню, безпечну, прийнятну, фізично доступну та доступну воду для особистого та домашнього використання&raquo;. Стаття 48 Конституції України передбачає: "Кожен має право на достатній життєвий рівень для себе і своєї сім'ї, що включає достатнє харчування, одяг, житло, безпечну питну воду та атмосферне повітря. Враховуючи важливість проєкту для мешканців громади, даний&nbsp;проєкт включено до Стратегії розвитку Ярмолинецької селищної територіальної громади на період до 2027 року, затвердженій сесією Ярмолинецької селищної ради від 22 лютого 2024 року №7, а саме: Стратегічна ціль ІІ. Комфортна та безпечна громада, Операційна ціль 2.2. Модернізація інженерної та транспортної інфраструктури. Реалізація Проєкту сприятиме виконанню завдання 2.2.1 Модернізація систем теплопостачання, водопостачання, водовідведення, зовнішнього освітлення (проєкт №6, додаток 1 до Стратегії). Даний проєкт&nbsp;враховує інтереси усіх зацікавлених сторін: мешканців громади, вразливих груп населення, органів влади, медичних, освітніх та соціальних служб, підприємств, громадських організацій. Згідно чинних ДБН, ДСТУ та настанов розроблена&nbsp;проєктно-кошторисна документація, проведено&nbsp;експертизу. Фінансування будівництва планується із залученням коштів державного бюджету, оскільки місцевий бюджет має вкрай обмежений ресурс. Будівництво питного водогону планується здійснювати на землях комунальної власності, підключення водопровідної мережі передбачається до існуючої артезіанської свердловини, яка знаходиться у комунальній власності Ярмолинецької селищної територіальної громади. Громада спроможна забезпечити подальше експлуатаційне утримання за рахунок місцевого бюджету. Результатом реалізації проєкту буде зростання рівня життя мешканців громади та зменшення кількості звернень мешканців с.Сутківці щодо необхідності будівництва мереж водопостачання у селі.&nbsp;
