Ukraine updates its State Single Project Pipeline in the DREAM system

The estimated cost of Ukraine’s recovery is now nearly three times the country’s projected nominal GDP for 2025. According to the updated Rapid Damage and Needs Assessment - RDNA5, released on February 23 by the Government of Ukraine together with the World Bank Group, the European Commission, and the United Nations, total recovery and reconstruction needs as of December 31, 2025 are estimated at USD 588 billion over the next decade. This represents an increase of USD 64 billion compared to the previous year’s assessment. The assessment covers the period from February 24, 2022 to December 31, 2025 - nearly four years of full-scale war. During this time, direct damage has exceeded USD 195 billion. The most affected sectors remain<ul><li>housing - accounting for 31% of total damage,</li><li>transport - 20.6%,</li><li>energy - 12%,</li><li>trade and industry - 9%,</li><li>agriculture - 6%.&nbsp;</li></ul>More than 80% of destruction is concentrated in frontline and border regions. The largest recovery needs over the next ten years are in the transport sector, totaling more than USD 96 billion. Energy sector needs are estimated at USD 90.6 billion. In 2025 alone, the number of damaged or destroyed energy facilities increased by approximately 21%. The district heating sector remains particularly underfunded - 2026 financing needs amount to USD 1.6 billion, while less than 1% of this requirement is currently secured. The housing sector requires approximately USD 90 billion over the next decade. Since the start of the full-scale invasion, 14% of the housing stock has been damaged or destroyed, affecting more than 3 million households. Significant resources are also required for trade and industry - over USD 63 billion, agriculture - over USD 55 billion, and demining and explosive hazard management - nearly USD 28 billion. In 2026, USD 5.8 billion is already available to finance priority programs; however, the overall funding gap stands at USD 9.5 billion. The most significant shortfalls are observed in energy, housing, transport, and water supply and sanitation. At the same time, RDNA5 highlights a structural shift in Ukraine’s recovery framework. Planning and prioritization of investments for 2026 are being carried out within the Public Investment Management reform framework, with DREAM serving as its digital backbone. The preparation of the 2026 State Budget marks the first full budget cycle implemented under the updated PIM procedures. The PIM system governs the planning, appraisal, and prioritization of public investments at the national, regional, and local levels. State-level investments are consolidated into a <a target="_blank" rel="noopener noreferrer" href="https://dream.gov.ua/spp-pipeline">Single Project Pipeline</a>, while regional and local pipelines are being further developed to serve as central reference points for financing and implementation decisions. Importantly, aggregated data from the DREAM platform were used to assess recovery needs at the regional and local levels. DREAM provides a consolidated, transparent, and structured overview of community and regional investment needs, ensuring alignment within a unified PIM logic. Overall, Ukraine’s recovery framework is transitioning from emergency response toward a structured, institutionalized, and data-driven model of investment management. This process goes beyond rebuilding infrastructure - it represents a broader economic transformation, the adoption of European standards, and the establishment of a foundation for Ukraine’s full integration into the European Union.

RDNA5: Ukraine’s Recovery Needs Are Estimated at Nearly USD 588 Billion

DREAM Academy is the training and capacity-building unit of the DREAM Project Office under the Ministry for Development of Communities and Territories of Ukraine. Its mission is to strengthen the capacity of public sector professionals to effectively manage public investments at all levels — from local communities to central government. Areas of activity Training and capacity building DREAM Academy delivers practical training sessions, webinars, and workshops for representatives of ministries, communities, and regions. Training programmes combine the methodological foundations of the Public Investment Management (PIM) reform with hands-on work in the DREAM system, covering strategic investment planning, project preparation and appraisal, portfolio formation, implementation, monitoring, and evaluation. Guidelines and digital learning materials The Academy develops digital content, methodological guidance, and step-by-step instructions to support correct data structuring, reduce errors, and facilitate efficient use of the system. Expert community DREAM Academy facilitates a professional <a target="_blank" rel="noopener noreferrer" href="https://www.facebook.com/groups/186494501179428">Facebook community</a> that brings together experts, public authorities, and practitioners involved in PIM processes. Activities include training of trainers, mentoring support, and the development of standard training programmes, modules, and learning materials aimed at strengthening the capacity of communities and regions. AI-powered support in DREAM DREAM Academy contributes to the development of an interactive knowledge base for the DREAM large language model (LLM). This enables the future integration of an intelligent assistant into the system interface to provide timely user support and, over time, assistance with feasibility studies and project appraisal. The updated community investment profile is now available in the DREAM system. The page provides basic information about the community, a brief overview, and contact details of the responsible representative. DREAM Update: Community Investment Profiles Refreshed

An international Peer Learning Workshop: Public Sector Staffing and Digitalization for Public Infrastructure Investment Results was held in Vienna, focusing on strengthening public sector capacity and digital solutions for Public Investment Management (PIM). The event brought together representatives of ministries, local governments, state-owned enterprises, and international institutions from across Europe, the Balkans, and Central Asia. The workshop was co-organized by the World Bank, the European Commission, the Austrian School of Government, the Federal Public Administration Academy, and the Vienna Development Knowledge Center. Discussions centered on how strengthening public sector competencies, digitalizing processes, and implementing institutional reforms can improve the preparation, selection, and delivery of public investments. The event was attended by Viktor Nestulia, Head of the DREAM Project Office, Head of Ukraine Support, OCP, who presented Ukraine’s approach to implementing the PIM reform and the DREAM digital ecosystem as its practical backbone. Why This Matters Effective Public Investment Management is increasingly seen not merely as a technical function, but as a combination of leadership, institutional capacity, and digital tools. Workshop participants discussed common challenges countries face when transitioning to a systemic PIM framework, including skills shortages, fragmented IT solutions, a lack of end-to-end processes, and limited analytical capacity to support decision-making. In this context, Ukraine’s experience stood out as an example of a comprehensive approach, where digital solutions do not operate in isolation but support the entire reform logic — from strategic planning to project implementation and monitoring. Ukraine’s Experience and the Role of DREAM During the workshop, the DREAM ecosystem was presented as the digital foundation of Ukraine’s public investment management reform. Participants were introduced to key elements of the system, including integrated project preparation workflows, transparent procedures, analytical tools, and the approach to developing a Medium-Term Plan of Priority Public Investments, sectoral pipelines, and the Single Project Pipeline. The Ukrainian case generated strong interest among participants. In their concluding discussions, representatives of participating countries expressed a desire to further explore the DREAM approach and consider it as a reference model for the development of their own PIM systems. Key Takeaways from the Workshop The main takeaways included:<ul><li>Human capital and institutional capacity are critical to successful PIM reform, alongside regulatory frameworks and IT solutions</li><li>Training and competency development must be systematic and continuous, rather than ad hoc</li><li>Digitalization, data integration, big data, and artificial intelligence are reshaping public investment management practices</li><li>The effectiveness of PIM should be assessed based on real outcomes, including adherence to timelines and budgets, infrastructure quality, and environmental and climate impact</li></ul>Special attention was given to economic appraisal tools, particularly the e-CBA solution developed by the World Bank to support decision-making in public investment. Outcomes and Next Steps Following the workshop, the Ukrainian delegation was invited to engage more actively with the World Bank’s international PIM community, which is working on transforming PIM functions across the region. Agreements were also reached on methodological cooperation, with a view to potentially integrating selected international tools and approaches into the DREAM ecosystem and Ukraine’s PIM methodology. Participation in the workshop confirmed that Ukraine’s PIM reform and the DREAM ecosystem are already recognized internationally and can serve as a practical reference for other countries undergoing public investment management reforms.

Presenting Ukraine’s PIM Reform and DREAM to the International Community: Key Takeaways from the Vienna Workshop

The Government of Ukraine continues to implement the Public Investment Management (PIM) reform, aimed not only at ensuring a unified approach to the allocation of budget funds but also at creating conditions for sustainable and effective development of communities and regions based on sound strategic planning and prioritization. The digital foundation of the reform is the DREAM system — a “single window” for managing public investment projects and programs. All stages of implementation — from the formation of the medium-term plan, preparation, and appraisal, to the development of sectoral pipelines and the Single Project Pipeline (SPP) at national, regional, and local levels, as well as funding decisions, execution, and monitoring — are carried out through DREAM in a transparent and accountable manner. The Head of the Project Office shares his vision of the reform’s implementation, the future of the system, and the strength of the DREAM team. - Our mission is simple: we are transforming the public investment management system to improve the quality of life in Ukraine. Public investments, like public procurements, influence all sectors of the economy and society. Today, Ukraine is facing extremely challenging circumstances, and to some, working on reform may seem illogical. However, transforming the public investment system is especially crucial right now, given the enormous needs for recovery and development projects. Resources of the state and individual communities must be used transparently, accountably, and efficiently. In addition, we are already preparing to engage the funds of our international partners — including European funds — based on clear and understandable rules and conditions. We already have state-level SPs and SPPs in place. Over 600 communities are registering their SPIs in DREAM, and nearly 6,000 PIPs have been entered into the system using the new methodology. There’s strong demand for training and support — every day we unlock new opportunities and move forward. So overall, we are on the right track. But we must not become complacent, thinking “everything is already working perfectly” — many aspects, from regulatory support to implementation of specific DREAM functionalities, still have room for improvement. Our team, together with our partners, constantly gathers feedback from communities, regions, ministries, and international partners, analyzes data, and studies the real challenges people face — where theory “misses the mark,” and therefore the approach needs to be revised. It’s encouraging that all members of the broader reform team are willing to keep improving the process with every step. What matters most is not a snapshot evaluation, but continuous movement in the right direction. Viktor NESTULIA: The Future Begins with the Decisions We Make Today

An additional 42 projects and 4 programs have been included in Ukraine’s national Single Project Pipeline (SPP), following approval by the Strategic Investment Council. The total value of the newly added initiatives exceeds UAH 1.1 trillion, distributed across the following sectors:<ul><li>Energy – 25 projects (UAH 660.06 billion)</li><li>Transport – 11 projects (UAH 387.8 billion)</li><li>Justice – 1 project (UAH 0.4 billion)</li><li>Municipal Infrastructure – 2 projects and 2 programs (UAH 76.8 billion)</li><li>Public Safety – 3 projects (UAH 2.5 billion)</li><li>Housing – 1 program (UAH 12.5 billion)</li><li>Education and Science – 1 program (UAH 6.0 billion)</li></ul>This brings the total number of investment projects planned for 2026 to 131, along with 64 public investment programs. All initiatives within the national SPP align with the priority areas outlined in Ukraine’s Medium-term plan. Full project and program details are available in the DREAM system: dream.gov.ua/ua/spp-pipeline and the analytics module: bi.dream.gov.ua/#/spp&nbsp; Earlier this year, in August, the first version of the national SPP was approved, comprising 89 projects and 60 programs. All projects and programs in the SPP are eligible for full or partial financing from the state budget in 2026. The SPP is developed at national, regional, and community levels via the DREAM system, ensuring transparency and accessibility for all stakeholders — including partner governments, international financial institutions, civil society, businesses, and the media — while opening new opportunities for investment and funding. The system is being implemented by the Ministry for Development of Communities and Territories of Ukraine together with the DREAM Project Office, supported by the “Digitalisation for Growth, Integrity, and Transparency” (UK DIGIT) project, implemented by the Eurasia Foundation and funded by UK Dev. The implementation partner is the Open Contracting Partnership.

PIM Reform: Updated National Single Project Pipeline Now Available in DREAM

Velykooleksandrivska selyshchna rada

Velyka Oleksandrivka settlement territorial community - a community with the administrative center in the village of Velyka Oleksandrivka. Its history begins with the settlement of Novooleksandrivka, founded in 1784 by natives of Poltava and Chernihiv regions. Later, Novooleksandrivka was renamed Velika Oleksandrivka. As a result of the unification of territorial communities in 2020, the newly formed Veliko Aleksandrov settlement territorial community included 34 settlements that make up 8 Starosty districts. The territory of the community has fertile soils, deposits of useful minerals (limestone, crushed stone, sand, clay). The Ingulets River flows through the community. Objects of the nature reserve forest fund are located on the territory of the community. As a result of hostilities, the territory of the settlement community suffered significant damage and destruction, in particular, 80% of housing, communal and state property objects were damaged. With the support of the international program, the project of the Program for the comprehensive restoration of the territory of the Veliko Aleksandriv settlement territorial community for the period until 2027 has been developed.

Великоолександрівська селищна територіальна громада - громада з адміністративним центром у селищі Велика Олександрівка. ЇЇ історія розпочинається з поселення Новоолександрівка, заснованого в 1784 році вихідцями з Полтавщини і Чернігівщини. Пізніше Новоолександрівку було перейменовано в Велику Олександрівку. В результаті об'єднання територіальних громад у 2020 році до складу новоутвореної Великоолександрівської селищної&nbsp; територіальної громади увійшло 34 населені пункти, які утворюють 8 старостинських округів. Територія громада має родючі грунти, родовища користних копален (вапняку, щебеню, піску, глини). Через громаду протікає річка Інгулець. На території громади розміщені об'єкти природно- заповідного лісового фонду.&nbsp;Внаслідок бойових дій територія селищної громади зазнала значних пошкоджень та руйнувань, зокрема об'єкти житлового фонду, комунальної та державної власності пошкоджені на 80 %.
За підтримки міжнародної програми розроблено проєкт Програми комплексного відновлення території Великоолександрівської селищної територіальної громади на період до 2027 року.

The proposed solution fully complies with the approved design and estimate documentation and a positive expert report. The planned measures, technical solutions and scope of work are consistent with the conclusions of the expert examination, comply with current construction, sanitary and technological standards and ensure the achievement of the planned results of the project to modernize the catering unit of an educational institution.

The alternative solution involves performing limited current repairs to the catering unit premises (cosmetic work, local repair of engineering networks) without a complete update of technological equipment, without a comprehensive replacement of ventilation systems and without the implementation of modern standards for the organization of school meals (HACCP). The implementation of this approach allows for a temporary improvement in the external condition of the premises, but does not eliminate the systemic problems of infrastructure wear and tear and does not ensure the proper level of safety, energy efficiency and accessibility.

Альтернативне рішення передбачає виконання обмеженого поточного ремонту приміщень харчоблоку (косметичні роботи, локальний ремонт інженерних мереж) без повного оновлення технологічного обладнання, без комплексної заміни вентиляційних систем та без впровадження сучасних стандартів організації шкільного харчування (НАССР). Реалізація такого підходу дозволяє тимчасово покращити зовнішній стан приміщень, однак не усуває системні проблеми зношеності інфраструктури та не забезпечує належного рівня безпеки, енергоефективності й доступності.

Comprehensive modernization of the catering unit in accordance with the PKD and expertise ensures safe and high-quality nutrition for students, compliance with HACCP requirements, improved sanitary conditions, inclusivity, and reduced operating costs in the long term.

Комплексна модернізація харчоблоку відповідно до ПКД та експертизи забезпечує безпечне та якісне харчування учнів, відповідність вимогам НАССР, покращення санітарних умов, інклюзивність та зниження експлуатаційних витрат у довгостроковій перспективі.

The alternative solution does not provide for a comprehensive modernization of the catering unit and the renewal of technological equipment, which does not ensure compliance with current sanitary standards and HACCP requirements. There is a high level of wear and tear on engineering networks, which creates risks of accidents, additional costs for unscheduled repairs and interruptions in the work of the canteen. The issues of energy efficiency and ventilation are not resolved, which leads to increased operating costs and unfavorable working conditions for staff and students. The alternative approach does not provide the appropriate level of barrier-free and accessibility for low-mobility groups. The effect of the implementation is short-term (the need for repeated repairs within 2–3 years), which reduces the economic feasibility of the solution in the medium and long term and does not allow achieving the project targets in full.

Альтернативне рішення не передбачає комплексної модернізації харчоблоку та оновлення технологічного обладнання, що не забезпечує відповідність чинним санітарним нормам і вимогам НАССР. Залишається високий рівень зношеності інженерних мереж, що створює ризики аварій, додаткових витрат на позапланові ремонти та перерв у роботі їдальні. Не вирішуються питання енергоефективності та вентиляції, що призводить до підвищених експлуатаційних витрат і несприятливих умов праці для персоналу та перебування учнів. Альтернативний підхід не забезпечує належний рівень безбар’єрності та доступності для маломобільних груп населення. Ефект від реалізації має короткостроковий характер (потреба у повторних ремонтах протягом 2–3 років), що знижує економічну доцільність рішення у середньо- та довгостроковій перспективі та не дозволяє досягти цільових показників проєкту в повному обсязі.

An alternative solution allows for a limited amount of work to be completed in a short time with less initial capital costs and partially improves the appearance of the catering unit. The implementation of this approach can temporarily reduce the number of emergencies associated with the most worn-out elements of engineering networks.

Альтернативне рішення дозволяє виконати обмежений обсяг робіт у стислі строки з меншими початковими капітальними витратами та частково покращити зовнішній вигляд приміщень харчоблоку. Реалізація такого підходу може тимчасово знизити кількість аварійних ситуацій, пов’язаних із найбільш зношеними елементами інженерних мереж.

The project involves the modernization (overhaul) of the catering unit of the Velikooleksandrivka Lyceum (secondary school №2 for grades I-III) at the address: ul. Bratska, 10, Velyka Oleksandrivka, Beryslav district, Kherson region. The implementation of the project is aimed at bringing the catering unit into line with modern sanitary and hygienic, fire-fighting, energy-saving and inclusive requirements. The project includes the redevelopment and renovation of the premises of the catering unit and the dining hall, the replacement of internal engineering networks (water supply, sewage, electricity supply), the installation of modern supply and exhaust ventilation, a local fire extinguishing system for kitchen equipment, the renovation of the decoration and floors using ceramic tiles, the installation of new windows and doors. The catering unit is organized to provide hot meals to students in two shifts, taking into account the needs of primary and secondary schools, with the arrangement of places for low-mobility groups of the population. The project solves the problem of the unsatisfactory technical condition of the premises of the catering unit, which is classified as unsuitable for normal operation, and is aimed at creating safe, comfortable and modern conditions for organizing school meals. The expected result is to improve the quality and safety of students' meals, improve the sanitary working conditions of staff, reduce operating costs through energy-efficient solutions and ensure accessibility for all categories of users.

Проєкт передбачає модернізацію (капітальний ремонт) харчоблоку Великоолександрівського ліцею (ЗОШ І&ndash;ІІІ ступенів №2) за адресою: вул. Братська, 10, смт Велика Олександрівка, Бериславського району Херсонської області. Реалізація проєкту спрямована на приведення харчоблоку у відповідність до сучасних санітарно-гігієнічних, протипожежних, енергозберігаючих та інклюзивних вимог. У межах проєкту передбачено перепланування та оновлення приміщень харчоблоку і обідньої зали, заміну внутрішніх інженерних мереж (водопостачання, каналізації, електропостачання), улаштування сучасної припливно-витяжної вентиляції, локальної системи пожежогасіння кухонного обладнання, оновлення оздоблення та підлог із застосуванням керамічної плитки, встановлення нових вікон і дверей. Харчоблок організовується для забезпечення гарячим харчуванням учнів у дві зміни з урахуванням потреб початкової та старшої школи, з облаштуванням місць для маломобільних груп населення. Проєкт вирішує проблему незадовільного технічного стану приміщень харчоблоку, що класифікується як непридатний до нормальної експлуатації, та спрямований на створення безпечних, комфортних і сучасних умов для організації шкільного харчування. Очікуваним результатом є підвищення якості та безпеки харчування учнів, покращення санітарних умов праці персоналу, зниження експлуатаційних витрат за рахунок енергоефективних рішень і забезпечення доступності для всіх категорій користувачів.
