DREAM Update: Regional investment profiles have been updated on the public portal

Ukraine updates its State Single Project Pipeline in the DREAM system

The estimated cost of Ukraine’s recovery is now nearly three times the country’s projected nominal GDP for 2025. According to the updated Rapid Damage and Needs Assessment - RDNA5, released on February 23 by the Government of Ukraine together with the World Bank Group, the European Commission, and the United Nations, total recovery and reconstruction needs as of December 31, 2025 are estimated at USD 588 billion over the next decade. This represents an increase of USD 64 billion compared to the previous year’s assessment. The assessment covers the period from February 24, 2022 to December 31, 2025 - nearly four years of full-scale war. During this time, direct damage has exceeded USD 195 billion. The most affected sectors remain<ul><li>housing - accounting for 31% of total damage,</li><li>transport - 20.6%,</li><li>energy - 12%,</li><li>trade and industry - 9%,</li><li>agriculture - 6%.&nbsp;</li></ul>More than 80% of destruction is concentrated in frontline and border regions. The largest recovery needs over the next ten years are in the transport sector, totaling more than USD 96 billion. Energy sector needs are estimated at USD 90.6 billion. In 2025 alone, the number of damaged or destroyed energy facilities increased by approximately 21%. The district heating sector remains particularly underfunded - 2026 financing needs amount to USD 1.6 billion, while less than 1% of this requirement is currently secured. The housing sector requires approximately USD 90 billion over the next decade. Since the start of the full-scale invasion, 14% of the housing stock has been damaged or destroyed, affecting more than 3 million households. Significant resources are also required for trade and industry - over USD 63 billion, agriculture - over USD 55 billion, and demining and explosive hazard management - nearly USD 28 billion. In 2026, USD 5.8 billion is already available to finance priority programs; however, the overall funding gap stands at USD 9.5 billion. The most significant shortfalls are observed in energy, housing, transport, and water supply and sanitation. At the same time, RDNA5 highlights a structural shift in Ukraine’s recovery framework. Planning and prioritization of investments for 2026 are being carried out within the Public Investment Management reform framework, with DREAM serving as its digital backbone. The preparation of the 2026 State Budget marks the first full budget cycle implemented under the updated PIM procedures. The PIM system governs the planning, appraisal, and prioritization of public investments at the national, regional, and local levels. State-level investments are consolidated into a <a target="_blank" rel="noopener noreferrer" href="https://dream.gov.ua/spp-pipeline">Single Project Pipeline</a>, while regional and local pipelines are being further developed to serve as central reference points for financing and implementation decisions. Importantly, aggregated data from the DREAM platform were used to assess recovery needs at the regional and local levels. DREAM provides a consolidated, transparent, and structured overview of community and regional investment needs, ensuring alignment within a unified PIM logic. Overall, Ukraine’s recovery framework is transitioning from emergency response toward a structured, institutionalized, and data-driven model of investment management. This process goes beyond rebuilding infrastructure - it represents a broader economic transformation, the adoption of European standards, and the establishment of a foundation for Ukraine’s full integration into the European Union.

RDNA5: Ukraine’s Recovery Needs Are Estimated at Nearly USD 588 Billion

DREAM Academy is the training and capacity-building unit of the DREAM Project Office under the Ministry for Development of Communities and Territories of Ukraine. Its mission is to strengthen the capacity of public sector professionals to effectively manage public investments at all levels — from local communities to central government. Areas of activity Training and capacity building DREAM Academy delivers practical training sessions, webinars, and workshops for representatives of ministries, communities, and regions. Training programmes combine the methodological foundations of the Public Investment Management (PIM) reform with hands-on work in the DREAM system, covering strategic investment planning, project preparation and appraisal, portfolio formation, implementation, monitoring, and evaluation. Guidelines and digital learning materials The Academy develops digital content, methodological guidance, and step-by-step instructions to support correct data structuring, reduce errors, and facilitate efficient use of the system. Expert community DREAM Academy facilitates a professional <a target="_blank" rel="noopener noreferrer" href="https://www.facebook.com/groups/186494501179428">Facebook community</a> that brings together experts, public authorities, and practitioners involved in PIM processes. Activities include training of trainers, mentoring support, and the development of standard training programmes, modules, and learning materials aimed at strengthening the capacity of communities and regions. AI-powered support in DREAM DREAM Academy contributes to the development of an interactive knowledge base for the DREAM large language model (LLM). This enables the future integration of an intelligent assistant into the system interface to provide timely user support and, over time, assistance with feasibility studies and project appraisal. DREAM Update: Community Investment Profiles Refreshed

An international Peer Learning Workshop: Public Sector Staffing and Digitalization for Public Infrastructure Investment Results was held in Vienna, focusing on strengthening public sector capacity and digital solutions for Public Investment Management (PIM). The event brought together representatives of ministries, local governments, state-owned enterprises, and international institutions from across Europe, the Balkans, and Central Asia. The workshop was co-organized by the World Bank, the European Commission, the Austrian School of Government, the Federal Public Administration Academy, and the Vienna Development Knowledge Center. Discussions centered on how strengthening public sector competencies, digitalizing processes, and implementing institutional reforms can improve the preparation, selection, and delivery of public investments. The event was attended by Viktor Nestulia, Head of the DREAM Project Office, Head of Ukraine Support, OCP, who presented Ukraine’s approach to implementing the PIM reform and the DREAM digital ecosystem as its practical backbone. Why This Matters Effective Public Investment Management is increasingly seen not merely as a technical function, but as a combination of leadership, institutional capacity, and digital tools. Workshop participants discussed common challenges countries face when transitioning to a systemic PIM framework, including skills shortages, fragmented IT solutions, a lack of end-to-end processes, and limited analytical capacity to support decision-making. In this context, Ukraine’s experience stood out as an example of a comprehensive approach, where digital solutions do not operate in isolation but support the entire reform logic — from strategic planning to project implementation and monitoring. Ukraine’s Experience and the Role of DREAM During the workshop, the DREAM ecosystem was presented as the digital foundation of Ukraine’s public investment management reform. Participants were introduced to key elements of the system, including integrated project preparation workflows, transparent procedures, analytical tools, and the approach to developing a Medium-Term Plan of Priority Public Investments, sectoral pipelines, and the Single Project Pipeline. The Ukrainian case generated strong interest among participants. In their concluding discussions, representatives of participating countries expressed a desire to further explore the DREAM approach and consider it as a reference model for the development of their own PIM systems. Key Takeaways from the Workshop The main takeaways included:<ul><li>Human capital and institutional capacity are critical to successful PIM reform, alongside regulatory frameworks and IT solutions</li><li>Training and competency development must be systematic and continuous, rather than ad hoc</li><li>Digitalization, data integration, big data, and artificial intelligence are reshaping public investment management practices</li><li>The effectiveness of PIM should be assessed based on real outcomes, including adherence to timelines and budgets, infrastructure quality, and environmental and climate impact</li></ul>Special attention was given to economic appraisal tools, particularly the e-CBA solution developed by the World Bank to support decision-making in public investment. Outcomes and Next Steps Following the workshop, the Ukrainian delegation was invited to engage more actively with the World Bank’s international PIM community, which is working on transforming PIM functions across the region. Agreements were also reached on methodological cooperation, with a view to potentially integrating selected international tools and approaches into the DREAM ecosystem and Ukraine’s PIM methodology. Participation in the workshop confirmed that Ukraine’s PIM reform and the DREAM ecosystem are already recognized internationally and can serve as a practical reference for other countries undergoing public investment management reforms.

Presenting Ukraine’s PIM Reform and DREAM to the International Community: Key Takeaways from the Vienna Workshop

The Government of Ukraine continues to implement the Public Investment Management (PIM) reform, aimed not only at ensuring a unified approach to the allocation of budget funds but also at creating conditions for sustainable and effective development of communities and regions based on sound strategic planning and prioritization. The digital foundation of the reform is the DREAM system — a “single window” for managing public investment projects and programs. All stages of implementation — from the formation of the medium-term plan, preparation, and appraisal, to the development of sectoral pipelines and the Single Project Pipeline (SPP) at national, regional, and local levels, as well as funding decisions, execution, and monitoring — are carried out through DREAM in a transparent and accountable manner. The Head of the Project Office shares his vision of the reform’s implementation, the future of the system, and the strength of the DREAM team. - Our mission is simple: we are transforming the public investment management system to improve the quality of life in Ukraine. Public investments, like public procurements, influence all sectors of the economy and society. Today, Ukraine is facing extremely challenging circumstances, and to some, working on reform may seem illogical. However, transforming the public investment system is especially crucial right now, given the enormous needs for recovery and development projects. Resources of the state and individual communities must be used transparently, accountably, and efficiently. In addition, we are already preparing to engage the funds of our international partners — including European funds — based on clear and understandable rules and conditions. We have a significant amount of work ahead in digitally transforming all stages of investment project implementation. We are also looking forward to deep integration with the Ministry of Finance’s budget systems — our teams are actively working on this now. We’re expanding our data analytics capabilities and building a robust risk management system. We are developing tools for citizen engagement through DREAM, along with many other features and services. I’ll quote it as my answer to this question: “Together, we are building a new culture of interaction and thinking, where every action matters, every person makes an impact, and the future begins with the decisions we make today. We do this by rethinking approaches to public investment management and creating equal opportunities for every participant in the ecosystem. What signals indicate this to you? - It’s important to track progress and compare each reform cycle to the previous one. If we look back at 2024 — considering the rules for forming the first pilot EPP and the coverage of processes through DREAM — and compare it to where we are now, we’ve made a significant leap forward. We already have state-level SPs and SPPs in place. Over 600 communities are registering their SPIs in DREAM, and nearly 6,000 PIPs have been entered into the system using the new methodology. There’s strong demand for training and support — every day we unlock new opportunities and move forward. So overall, we are on the right track. But we must not become complacent, thinking “everything is already working perfectly” — many aspects, from regulatory support to implementation of specific DREAM functionalities, still have room for improvement. Our team, together with our partners, constantly gathers feedback from communities, regions, ministries, and international partners, analyzes data, and studies the real challenges people face — where theory “misses the mark,” and therefore the approach needs to be revised. It’s encouraging that all members of the broader reform team are willing to keep improving the process with every step. What matters most is not a snapshot evaluation, but continuous movement in the right direction. Starting with our team of DREAM believers who truly live this reform and are fully dedicated to its implementation. These are people who care deeply and genuinely believe in Ukraine’s future. And of course, the partners we work with — ministries, regions, communities, international partners, civil society organizations — all of them form one large PIM reform team. Today, that’s hundreds, maybe even thousands of like-minded individuals who contribute every day to these critical changes. Then, the vision of Ukraine’s future is embedded in our manifesto. I genuinely believe that Ukraine’s success in this reform will inspire other countries, just as Prozorro and Diia once did. We haven’t seen this kind of comprehensive approach to managing public investments — with digital tools, broad stakeholder coordination, and engagement at every level — in any other country. That’s why we’re confident we’re not only contributing to building the future of Ukraine but also opening new opportunities for the world. “It always seems impossible until it’s done.” So we keep doing our work every day — until we can finally celebrate that “done.” :)

The Kostopil city territorial community was formed on 25 October 2020 as part of the Rivne district of the Rivne region (local self-government body - Kostopil City Council). It consists of the administrative centre - the city of Kostopil and 29 rural settlements located in the central part of the Rivne region in the western part of the right-bank Polissia, as part of the Polissia Lowland.The community's territory covers an area of 654.67 square kilometres and makes up 3.26% of the Rivne region, including 15.99 square kilometres of the city. Its territory is occupied by 46.02% of agricultural land. In combination with its rational use, it has a significant agricultural potential. Forests account for more than 46.6% of its territory, which is higher than the regional indicator, being the highest in Ukraine. Accordingly, the community has a developed woodworking industry.The distance from Kostopil to Rivne is 36 kilometres, to Kyiv - 340 kilometres, to Lviv - 255 kilometres. The nearest border with the European Union (Poland) is at a distance of 250 kilometres (Yahodyn checkpoint).The population of the Kostopil City Territorial Community is 43.3 thousand people, including 30.8 thousand people living in Kostopil.Due to its favourable territorial and geographical location, Kostopil community is attractive for investment with developed industry and moderately developed agriculture. Industrial sector is the most important structural element of the community's economic complex. Powerful industrial enterprises with a large number of employees operate on the territory, in particular, the 11 largest enterprises employ more than 2.5 thousand people.There are 2,066 business entities registered, operating and paying taxes to the local budget in the territorial community. Of these, 16.5% or 343 units are legal entities and 1726 individual entrepreneurs.The community's tourist attraction is the unique and only "Forest Museum" in Ukraine, and the historical one is a memorial sign in the Hutvyn tract on the site of the first Ukrainian Insurgent Army headquarters. Historians claim that it was in this picturesque place in the Kostopil region that the history of the Ukrainian Insurgent Army began.In June 2024, the community adopted the Development Strategy of the Kostopil Territorial Community until 2030 and the Action Plan for its implementation for 2024-2027, which defines the vision and strategic development goals:Vision - Kostopil community is a picturesque land of Polissia, the cradle of the Ukrainian Insurgent Army, a community of successful, hardworking and patriotic people, an ideal place for doing business, living and recreation.Strategic goal 1 - Community of sustainable economic development:- Create conditions for the development and support of small and medium-sized businesses;- stimulate investment.Strategic goal 2 - Comfortable, safe and ecologically sound community:- Improvement of the environment in the community;- development of security infrastructure;- Improvement of municipal infrastructure and implementation of energy efficiency measures.Strategic goal 3 - Community with developed human capital- Improving the quality and accessibility of services in the areas of education, culture, physical education and sports;- providing quality healthcare and social protection to community residents;- Increasing the activity of public institutions and the effectiveness of local governmentOver the past 5 years, the Kostopil community has had the opportunity to implement a number of projects in cooperation with USAID (Goverla), UNDP, the International Organization for Migration, UNICEF, NGO "ECOCLUB", the Western Ukrainian Regional Non-Entrepreneurial NGO "Volyn Resource Centre", the Rivne Regional Organization of the NGO "Civil Network "OPORA", the Charitable Foundation "Rokada", the NGO "Psychological Service of Euromaidan", the ICO "Partnership for Every Child", etc.

Костопільська міська територіальна громада утворена 25 жовтня 2020 року у складі Рівненського району Рівненської області (орган місцевого самоврядування &ndash; Костопільська міська рада). До складу громади увійшли: адміністративний центр -&nbsp; місто Костопіль та 29 сільських населених пунктів, що розташовані у центральній частині Рівненської області у західній частині правобережного Полісся, в межах Поліської низовини. Територія громади&nbsp; займає площу 654,67 кв. км та складає 3,26% Рівненської області, в тому числі міста - 15,99 кв. км. Землі сільськогосподарського призначення займають 46,02% її території, що дає в комплексі з раціональним використанням, значний сільськогосподарський потенціал. Лісові масиви складають понад 46,6% її території, що вище обласного показника, який є найвищим в Україні. Відповідно в громаді розвинута деревообробна промисловість.Відстань від Костополя до Рівного становить 36 кілометрів, до Києва - 340 кілометрів, до Львова - 255 кілометрів. Найближчий кордон з Європейським Союзом (Польщею) розташований на відстані 250 кілометрів (пункт пропуску Ягодин). Населення Костопільської міської територіальної громади становить 43,3 тис. жителів, в тому числі у м. Костопіль проживає 30,8 тис. осіб.Костопільська громада через своє вдале територіально-географічне положення є інвестиційно-привабливою із розвиненою промисловістю та помірно розвиненим сільським господарством.Промисловість &ndash; найважливіша структурна ланка господарського комплексу громади. На території функціонують потужні промислові підприємства з великою кількість працівників, зокрема 11 найбільших підприємств налічують понад 2,5 тис. працюючих.У територіальній громаді зареєстровано, функціонують і є платниками податків до місцевого бюджету 2066 суб&rsquo;єктів господарювання. З них 16,5 % або 343 одиниці - це суб&rsquo;єкти підприємництва -юридичні особи та 1726 ФОПів.Туристичною візитівкою громади є унікальний та єдиний на Україну &laquo;Музей лісу&raquo;, а історичною - є пам&rsquo;ятний знак в урочищі Гутвин на місці постою першого штабу УПА. Історики стверджують, що саме в цьому мальовничому місці на Костопільщині розпочалася історія Української Повстанської Армії.У червні 2024 року в громаді прийнято Стратегію розвитку Костопільської територіальної громади&nbsp; до 2030 року та План заходів з її&nbsp; реалізації на 2024-2027 роки, якою визначено візію, стратегічні цілі розвитку:Візія - Костопільська громада &ndash; мальовничий край Полісся, колиска створення УПА, громада успішних, працьовитих та патріотичних людей, ідеальне місце для&nbsp; ведення бізнесу, проживання та відпочинку.Стратегічна ціль 1 - Громада сталого економічного розвитку:створення умов для розвитку та підтримки малого, середнього бізнесу;стимулювання інвестицій.Стратегічна ціль 2 - Комфортна, безпечна та екологічна громада:покращення стану довкілля в громаді;розвиток інфраструктури&nbsp; безпеки;покращення комунальної інфраструктури та впровадження енергоефективних заходів.Стратегічна ціль 3 - Громада з розвинутим людським капіталом, підвищення якості та доступності послуг в галузях освіти, культури, фізкультури та спорту; забезпечення якісної медичної допомоги та соціального захисту мешканцям громади; підвищення активності громадських інституцій та ефективності місцевої влади За останні 5 років Костопільська громада мала можливість реалізувати низку проектів у співпраці з USAID, ПРООН, Міжнародна організація з міграції, UNICEF, ГО &laquo;ЕКОКЛУБ&raquo;, Західноукраїнська регіональна непідприємницька громадська організація &laquo;Волинський ресурсний центр&raquo;, Рівненська обласна організація ВГО &laquo;Громадська мережа &laquo;ОПОРА&raquo;, БФ &laquo;Рокада&raquo;, ГО &laquo;Психологічна служба Євромайдану&raquo;, МБО &laquo;Партнерство кожній дитині&raquo; та ін.
