DREAM Update: Regional investment profiles have been updated on the public portal

Ukraine updates its State Single Project Pipeline in the DREAM system

The estimated cost of Ukraine’s recovery is now nearly three times the country’s projected nominal GDP for 2025. According to the updated Rapid Damage and Needs Assessment - RDNA5, released on February 23 by the Government of Ukraine together with the World Bank Group, the European Commission, and the United Nations, total recovery and reconstruction needs as of December 31, 2025 are estimated at USD 588 billion over the next decade. This represents an increase of USD 64 billion compared to the previous year’s assessment. The assessment covers the period from February 24, 2022 to December 31, 2025 - nearly four years of full-scale war. During this time, direct damage has exceeded USD 195 billion. The most affected sectors remain<ul><li>housing - accounting for 31% of total damage,</li><li>transport - 20.6%,</li><li>energy - 12%,</li><li>trade and industry - 9%,</li><li>agriculture - 6%.&nbsp;</li></ul>More than 80% of destruction is concentrated in frontline and border regions. The largest recovery needs over the next ten years are in the transport sector, totaling more than USD 96 billion. Energy sector needs are estimated at USD 90.6 billion. In 2025 alone, the number of damaged or destroyed energy facilities increased by approximately 21%. The district heating sector remains particularly underfunded - 2026 financing needs amount to USD 1.6 billion, while less than 1% of this requirement is currently secured. The housing sector requires approximately USD 90 billion over the next decade. Since the start of the full-scale invasion, 14% of the housing stock has been damaged or destroyed, affecting more than 3 million households. Significant resources are also required for trade and industry - over USD 63 billion, agriculture - over USD 55 billion, and demining and explosive hazard management - nearly USD 28 billion. In 2026, USD 5.8 billion is already available to finance priority programs; however, the overall funding gap stands at USD 9.5 billion. The most significant shortfalls are observed in energy, housing, transport, and water supply and sanitation. At the same time, RDNA5 highlights a structural shift in Ukraine’s recovery framework. Planning and prioritization of investments for 2026 are being carried out within the Public Investment Management reform framework, with DREAM serving as its digital backbone. The preparation of the 2026 State Budget marks the first full budget cycle implemented under the updated PIM procedures. The PIM system governs the planning, appraisal, and prioritization of public investments at the national, regional, and local levels. State-level investments are consolidated into a <a target="_blank" rel="noopener noreferrer" href="https://dream.gov.ua/spp-pipeline">Single Project Pipeline</a>, while regional and local pipelines are being further developed to serve as central reference points for financing and implementation decisions. Importantly, aggregated data from the DREAM platform were used to assess recovery needs at the regional and local levels. DREAM provides a consolidated, transparent, and structured overview of community and regional investment needs, ensuring alignment within a unified PIM logic. Overall, Ukraine’s recovery framework is transitioning from emergency response toward a structured, institutionalized, and data-driven model of investment management. This process goes beyond rebuilding infrastructure - it represents a broader economic transformation, the adoption of European standards, and the establishment of a foundation for Ukraine’s full integration into the European Union.

RDNA5: Ukraine’s Recovery Needs Are Estimated at Nearly USD 588 Billion

DREAM Academy is the training and capacity-building unit of the DREAM Project Office under the Ministry for Development of Communities and Territories of Ukraine. Its mission is to strengthen the capacity of public sector professionals to effectively manage public investments at all levels — from local communities to central government. Training programmes combine the methodological foundations of the Public Investment Management (PIM) reform with hands-on work in the DREAM system, covering strategic investment planning, project preparation and appraisal, portfolio formation, implementation, monitoring, and evaluation. Guidelines and digital learning materials The Academy develops digital content, methodological guidance, and step-by-step instructions to support correct data structuring, reduce errors, and facilitate efficient use of the system. DREAM Update: Community Investment Profiles Refreshed

An international Peer Learning Workshop: Public Sector Staffing and Digitalization for Public Infrastructure Investment Results was held in Vienna, focusing on strengthening public sector capacity and digital solutions for Public Investment Management (PIM). The event brought together representatives of ministries, local governments, state-owned enterprises, and international institutions from across Europe, the Balkans, and Central Asia. The workshop was co-organized by the World Bank, the European Commission, the Austrian School of Government, the Federal Public Administration Academy, and the Vienna Development Knowledge Center. Discussions centered on how strengthening public sector competencies, digitalizing processes, and implementing institutional reforms can improve the preparation, selection, and delivery of public investments. The event was attended by Viktor Nestulia, Head of the DREAM Project Office, Head of Ukraine Support, OCP, who presented Ukraine’s approach to implementing the PIM reform and the DREAM digital ecosystem as its practical backbone. Why This Matters Effective Public Investment Management is increasingly seen not merely as a technical function, but as a combination of leadership, institutional capacity, and digital tools. Workshop participants discussed common challenges countries face when transitioning to a systemic PIM framework, including skills shortages, fragmented IT solutions, a lack of end-to-end processes, and limited analytical capacity to support decision-making. In this context, Ukraine’s experience stood out as an example of a comprehensive approach, where digital solutions do not operate in isolation but support the entire reform logic — from strategic planning to project implementation and monitoring. Ukraine’s Experience and the Role of DREAM During the workshop, the DREAM ecosystem was presented as the digital foundation of Ukraine’s public investment management reform. Participants were introduced to key elements of the system, including integrated project preparation workflows, transparent procedures, analytical tools, and the approach to developing a Medium-Term Plan of Priority Public Investments, sectoral pipelines, and the Single Project Pipeline. The Ukrainian case generated strong interest among participants. In their concluding discussions, representatives of participating countries expressed a desire to further explore the DREAM approach and consider it as a reference model for the development of their own PIM systems. Key Takeaways from the Workshop The main takeaways included:<ul><li>Human capital and institutional capacity are critical to successful PIM reform, alongside regulatory frameworks and IT solutions</li><li>Training and competency development must be systematic and continuous, rather than ad hoc</li><li>Digitalization, data integration, big data, and artificial intelligence are reshaping public investment management practices</li><li>The effectiveness of PIM should be assessed based on real outcomes, including adherence to timelines and budgets, infrastructure quality, and environmental and climate impact</li></ul>Special attention was given to economic appraisal tools, particularly the e-CBA solution developed by the World Bank to support decision-making in public investment. Outcomes and Next Steps Following the workshop, the Ukrainian delegation was invited to engage more actively with the World Bank’s international PIM community, which is working on transforming PIM functions across the region. Agreements were also reached on methodological cooperation, with a view to potentially integrating selected international tools and approaches into the DREAM ecosystem and Ukraine’s PIM methodology. Participation in the workshop confirmed that Ukraine’s PIM reform and the DREAM ecosystem are already recognized internationally and can serve as a practical reference for other countries undergoing public investment management reforms.

Presenting Ukraine’s PIM Reform and DREAM to the International Community: Key Takeaways from the Vienna Workshop

The Government of Ukraine continues to implement the Public Investment Management (PIM) reform, aimed not only at ensuring a unified approach to the allocation of budget funds but also at creating conditions for sustainable and effective development of communities and regions based on sound strategic planning and prioritization. The digital foundation of the reform is the DREAM system — a “single window” for managing public investment projects and programs. All stages of implementation — from the formation of the medium-term plan, preparation, and appraisal, to the development of sectoral pipelines and the Single Project Pipeline (SPP) at national, regional, and local levels, as well as funding decisions, execution, and monitoring — are carried out through DREAM in a transparent and accountable manner. The Head of the Project Office shares his vision of the reform’s implementation, the future of the system, and the strength of the DREAM team. - Our mission is simple: we are transforming the public investment management system to improve the quality of life in Ukraine. Public investments, like public procurements, influence all sectors of the economy and society. Today, Ukraine is facing extremely challenging circumstances, and to some, working on reform may seem illogical. However, transforming the public investment system is especially crucial right now, given the enormous needs for recovery and development projects. Resources of the state and individual communities must be used transparently, accountably, and efficiently. In addition, we are already preparing to engage the funds of our international partners — including European funds — based on clear and understandable rules and conditions. We have a significant amount of work ahead in digitally transforming all stages of investment project implementation. We are also looking forward to deep integration with the Ministry of Finance’s budget systems — our teams are actively working on this now. We’re expanding our data analytics capabilities and building a robust risk management system. We are developing tools for citizen engagement through DREAM, along with many other features and services. We do this by rethinking approaches to public investment management and creating equal opportunities for every participant in the ecosystem. What signals indicate this to you? - It’s important to track progress and compare each reform cycle to the previous one. If we look back at 2024 — considering the rules for forming the first pilot EPP and the coverage of processes through DREAM — and compare it to where we are now, we’ve made a significant leap forward. We already have state-level SPs and SPPs in place. Over 600 communities are registering their SPIs in DREAM, and nearly 6,000 PIPs have been entered into the system using the new methodology. There’s strong demand for training and support — every day we unlock new opportunities and move forward. So overall, we are on the right track. But we must not become complacent, thinking “everything is already working perfectly” — many aspects, from regulatory support to implementation of specific DREAM functionalities, still have room for improvement. Our team, together with our partners, constantly gathers feedback from communities, regions, ministries, and international partners, analyzes data, and studies the real challenges people face — where theory “misses the mark,” and therefore the approach needs to be revised. It’s encouraging that all members of the broader reform team are willing to keep improving the process with every step. What matters most is not a snapshot evaluation, but continuous movement in the right direction. Starting with our team of DREAM believers who truly live this reform and are fully dedicated to its implementation. These are people who care deeply and genuinely believe in Ukraine’s future. And of course, the partners we work with — ministries, regions, communities, international partners, civil society organizations — all of them form one large PIM reform team. Today, that’s hundreds, maybe even thousands of like-minded individuals who contribute every day to these critical changes. Then, the vision of Ukraine’s future is embedded in our manifesto. We haven’t seen this kind of comprehensive approach to managing public investments — with digital tools, broad stakeholder coordination, and engagement at every level — in any other country. That’s why we’re confident we’re not only contributing to building the future of Ukraine but also opening new opportunities for the world. “It always seems impossible until it’s done.” So we keep doing our work every day — until we can finally celebrate that “done.” :)

Zinkivska urban territorial community is located in the north-eastern part of Poltava region, in the forest-steppe zone. Its area is 1,050.38 km², the population is 24,247 people. The community unites 84 settlements, and its administrative center is the city of Zinkiv, located on the Tashan River. The Zinkiv community is famous for its rich history, which includes the heroic age of the Cossacks. The traditions of folk culture and numerous historical monuments have been preserved here. A significant part of the population is employed in the agrarian sector, where the production of plant and animal products predominates. The oil and gas and food industries are also developed in the region. The community actively supports the development of the social sphere, having a powerful network of educational, cultural and medical institutions.

Зіньківська міська територіальна громада розташована в північно-східній частині Полтавської області, в зоні лісостепу. Її площа становить 1050,38 км&sup2;, населення &ndash; 24 247 осіб. Громада об'єднує 84 населені пункти, а її адміністративним центром є місто Зіньків, розташоване на річці Ташань.Зіньківська громада славиться багатою історією, що охоплює героїчну добу козацтва. Тут збереглися традиції народної культури та численні пам&rsquo;ятки історії. Значна частина населення зайнята в аграрному секторі, де переважає виробництво продукції рослинництва та тваринництва. Installing a solar power plant has a number of advantages: using a renewable energy source, reducing electricity costs, reducing greenhouse gas emissions, as well as increasing the energy independence and reliability of the functioning of a medical facility. The implementation of a solar power plant project is the most effective, economically feasible and environmentally friendly solution to meet part of the hospital's electricity needs. &nbsp;

Встановлення сонячної електростанції має низку переваг: використання відновлюваного джерела енергії, зменшення витрат на електроенергію, скорочення викидів парникових газів, а також підвищення енергетичної незалежності та надійності функціонування медичного закладу. Реалізація проєкту зі встановлення сонячної електростанції є найбільш ефективним, економічно доцільним та екологічно безпечним рішенням для забезпечення частини потреб лікарні в електроенергії. &nbsp;

An alternative solution to building a rooftop solar power plant is to place a solar power plant on open ground within the hospital. This approach involves installing photovoltaic panels on special metal structures that are installed directly on the ground.

Альтернативним рішенням до будівництва дахової СЕС є розміщення сонячної електростанції на відкритій землі на території лікарні. Такий підхід передбачає монтаж фотоелектричних панелей на спеціальних металевих конструкціях, що встановлюються безпосередньо на ґрунт.

Financial risks: the high initial cost of installing the equipment may require significant investment, but these costs are offset by reduced electricity costs in the future. Technical risks: the efficiency of the solar power plant depends on weather conditions and the level of solar insolation. During periods of low solar activity, electricity production may decrease. Operational risks: periodic maintenance of the equipment, cleaning of the panels and replacement of individual system elements may be necessary.

Фінансові ризики: висока початкова вартість встановлення обладнання може потребувати значних інвестицій, проте ці витрати компенсуються зменшенням витрат на електроенергію в майбутньому.  Технічні ризики: ефективність роботи сонячної електростанції залежить від погодних умов та рівня сонячної інсоляції. У періоди низької сонячної активності виробництво електроенергії може зменшуватися.  Експлуатаційні ризики: можлива необхідність періодичного технічного обслуговування обладнання, очищення панелей та заміни окремих елементів системи.

The proposed technical solution involves installing a solar power plant on the roof of the main building of the hospital using photovoltaic panels and inverter equipment to convert solar energy into electricity. The generated electricity will be used to meet the hospital's own needs. The implementation of this solution will allow achieving the main project targets, in particular, to partially cover the hospital's electricity needs, reduce electricity costs, and reduce greenhouse gas emissions. It is expected that the solar power plant will generate a significant portion of electricity for the hospital's needs, which will increase energy independence and the stability of the medical facility's operation. Main advantages of the technical solution Economic advantages of reducing budget costs for electricity; reducing dependence on fluctuations in electricity tariffs; long-term cost savings due to the long service life of solar panels (20–25 years). Environmental advantages of using a renewable energy source - solar; reducing emissions of greenhouse gases and other pollutants; reducing the consumption of electricity generated from fossil fuels. Social benefits: increasing the energy security of the medical facility; ensuring more stable operation of the hospital, especially for critical medical equipment; creating a positive example of the implementation of energy-efficient and environmentally friendly technologies in the community. Other benefits: increasing the energy autonomy of the social infrastructure facility; reducing the load on the community's energy system; promoting the implementation of state and local policies in the field of energy efficiency and the development of renewable energy.

Запропоноване технічне рішення передбачає встановлення сонячної електростанції на покрівлі головного корпусу лікарні з використанням фотоелектричних панелей та інверторного обладнання для перетворення сонячної енергії в електричну. Вироблена електроенергія використовуватиметься для забезпечення власних потреб медичного закладу.  Реалізація цього рішення дозволить досягти основних цільових показників проєкту, зокрема забезпечити часткове покриття потреб лікарні в електроенергії, зменшити витрати на оплату електроенергії та скоротити викиди парникових газів. Очікується, що сонячна електростанція вироблятиме значну частину електроенергії для потреб лікарні, що підвищить енергетичну незалежність та стабільність функціонування медичного закладу.Основні переваги технічного рішення  Економічні переваги  зменшення витрат бюджету на оплату електроенергії;  зниження залежності від коливань тарифів на електроенергію;  довгострокова економія коштів завдяки тривалому терміну експлуатації сонячних панелей (20–25 років).  Екологічні переваги  використання відновлюваного джерела енергії — сонячної;  скорочення викидів парникових газів та інших забруднюючих речовин;  зменшення споживання електроенергії, виробленої з викопного палива.  Соціальні переваги:  підвищення енергетичної безпеки медичного закладу;  забезпечення більш стабільної роботи лікарні, особливо для критично важливого медичного обладнання;  створення позитивного прикладу впровадження енергоефективних та екологічних технологій у громаді.  Інші переваги  підвищення енергетичної автономності об’єкта соціальної інфраструктури;  зменшення навантаження на енергосистему громади;  сприяння реалізації державної та місцевої політики у сфері енергоефективності та розвитку відновлюваної енергетики.

Фінансові:  високі початкові інвестиції;  часткова окупність проєкту за 8–12 років, залежно від тарифів на електроенергію.  Технічні:  ефективність СЕС залежить від рівня сонячної інсоляції;  можливі простої в умовах тривалих похмурих періодів.  Експлуатаційні:  необхідність регулярного обслуговування та очищення панелей;  періодична заміна інверторного обладнання через 10–15 років.  Потреба у великій площі для встановлення.

Economic: reduction of electricity costs (100–120 thousand kWh produced annually); long-term savings on electricity bills; possibility of scaling capacity in the future. Environmental: use of a renewable energy source; reduction of CO₂ emissions up to 100 tons per year; reduction of the load on the centralized power grid. Social: ensuring stable operation of critical medical equipment; increasing the hospital's energy autonomy; a positive example of the implementation of clean technologies in the community.

Економічні:  зменшення витрат на електроенергію (щорічно виробляється 100–120 тис. кВт·год);  довгострокова економія коштів на оплату електроенергії;  можливість масштабування потужності в майбутньому.  Екологічні:  використання відновлюваного джерела енергії;  скорочення викидів CO₂ до 100 тонн на рік;  зменшення навантаження на централізовану енергомережу.  Соціальні:  забезпечення стабільної роботи критичного медичного обладнання;  підвищення енергетичної автономності лікарні;  позитивний приклад впровадження чистих технологій у громаді.

The project aims to improve the energy efficiency of the medical facility, reduce electricity costs, and ensure a more stable energy supply to the hospital. The solar power plant will consist of photovoltaic panels, inverter equipment, and auxiliary systems that will convert solar energy into electricity for the hospital's needs. The generated electricity will be used to power medical equipment, lighting, and other engineering systems in the building. The implementation of the project will contribute to increasing the energy independence of the healthcare facility, reducing the load on the power system, and reducing the local budget's electricity costs. In addition, the use of renewable energy sources is an important step towards environmentally sustainable development of the community.

Проєкт спрямований на підвищення енергоефективності медичного закладу, зменшення витрат на електроенергію та забезпечення більш стабільного енергопостачання лікарні. Сонячна електростанція складатиметься із фотоелектричних панелей, інверторного обладнання та допоміжних систем, які перетворюватимуть сонячну енергію на електричну для потреб лікарні. Вироблена електроенергія використовуватиметься для живлення медичного обладнання, освітлення та інших інженерних систем будівлі. Реалізація проєкту сприятиме підвищенню енергетичної незалежності закладу охорони здоров&rsquo;я, зменшенню навантаження на енергосистему та скороченню витрат місцевого бюджету на оплату електроенергії. Крім того, використання відновлюваних джерел енергії є важливим кроком до екологічно сталого розвитку громади.
