DREAM Update: Regional investment profiles have been updated on the public portal

Ukraine updates its State Single Project Pipeline in the DREAM system

The estimated cost of Ukraine’s recovery is now nearly three times the country’s projected nominal GDP for 2025. According to the updated Rapid Damage and Needs Assessment - RDNA5, released on February 23 by the Government of Ukraine together with the World Bank Group, the European Commission, and the United Nations, total recovery and reconstruction needs as of December 31, 2025 are estimated at USD 588 billion over the next decade. This represents an increase of USD 64 billion compared to the previous year’s assessment. The assessment covers the period from February 24, 2022 to December 31, 2025 - nearly four years of full-scale war. During this time, direct damage has exceeded USD 195 billion. The most affected sectors remain<ul><li>housing - accounting for 31% of total damage,</li><li>transport - 20.6%,</li><li>energy - 12%,</li><li>trade and industry - 9%,</li><li>agriculture - 6%.&nbsp;</li></ul>More than 80% of destruction is concentrated in frontline and border regions. The largest recovery needs over the next ten years are in the transport sector, totaling more than USD 96 billion. Energy sector needs are estimated at USD 90.6 billion. In 2025 alone, the number of damaged or destroyed energy facilities increased by approximately 21%. The district heating sector remains particularly underfunded - 2026 financing needs amount to USD 1.6 billion, while less than 1% of this requirement is currently secured. The housing sector requires approximately USD 90 billion over the next decade. Since the start of the full-scale invasion, 14% of the housing stock has been damaged or destroyed, affecting more than 3 million households. Significant resources are also required for trade and industry - over USD 63 billion, agriculture - over USD 55 billion, and demining and explosive hazard management - nearly USD 28 billion. In 2026, USD 5.8 billion is already available to finance priority programs; however, the overall funding gap stands at USD 9.5 billion. The most significant shortfalls are observed in energy, housing, transport, and water supply and sanitation. At the same time, RDNA5 highlights a structural shift in Ukraine’s recovery framework. Planning and prioritization of investments for 2026 are being carried out within the Public Investment Management reform framework, with DREAM serving as its digital backbone. The preparation of the 2026 State Budget marks the first full budget cycle implemented under the updated PIM procedures. The PIM system governs the planning, appraisal, and prioritization of public investments at the national, regional, and local levels. State-level investments are consolidated into a <a target="_blank" rel="noopener noreferrer" href="https://dream.gov.ua/spp-pipeline">Single Project Pipeline</a>, while regional and local pipelines are being further developed to serve as central reference points for financing and implementation decisions. Importantly, aggregated data from the DREAM platform were used to assess recovery needs at the regional and local levels. DREAM provides a consolidated, transparent, and structured overview of community and regional investment needs, ensuring alignment within a unified PIM logic. Overall, Ukraine’s recovery framework is transitioning from emergency response toward a structured, institutionalized, and data-driven model of investment management. This process goes beyond rebuilding infrastructure - it represents a broader economic transformation, the adoption of European standards, and the establishment of a foundation for Ukraine’s full integration into the European Union.

RDNA5: Ukraine’s Recovery Needs Are Estimated at Nearly USD 588 Billion

DREAM Academy is the training and capacity-building unit of the DREAM Project Office under the Ministry for Development of Communities and Territories of Ukraine. Its mission is to strengthen the capacity of public sector professionals to effectively manage public investments at all levels — from local communities to central government. Areas of activity Training and capacity building DREAM Academy delivers practical training sessions, webinars, and workshops for representatives of ministries, communities, and regions. Training programmes combine the methodological foundations of the Public Investment Management (PIM) reform with hands-on work in the DREAM system, covering strategic investment planning, project preparation and appraisal, portfolio formation, implementation, monitoring, and evaluation. Guidelines and digital learning materials The Academy develops digital content, methodological guidance, and step-by-step instructions to support correct data structuring, reduce errors, and facilitate efficient use of the system. Expert community DREAM Academy facilitates a professional <a target="_blank" rel="noopener noreferrer" href="https://www.facebook.com/groups/186494501179428">Facebook community</a> that brings together experts, public authorities, and practitioners involved in PIM processes. Activities include training of trainers, mentoring support, and the development of standard training programmes, modules, and learning materials aimed at strengthening the capacity of communities and regions. AI-powered support in DREAM DREAM Academy contributes to the development of an interactive knowledge base for the DREAM large language model (LLM). This enables the future integration of an intelligent assistant into the system interface to provide timely user support and, over time, assistance with feasibility studies and project appraisal. DREAM Update: Community Investment Profiles Refreshed

An international Peer Learning Workshop: Public Sector Staffing and Digitalization for Public Infrastructure Investment Results was held in Vienna, focusing on strengthening public sector capacity and digital solutions for Public Investment Management (PIM). The event brought together representatives of ministries, local governments, state-owned enterprises, and international institutions from across Europe, the Balkans, and Central Asia. The workshop was co-organized by the World Bank, the European Commission, the Austrian School of Government, the Federal Public Administration Academy, and the Vienna Development Knowledge Center. Discussions centered on how strengthening public sector competencies, digitalizing processes, and implementing institutional reforms can improve the preparation, selection, and delivery of public investments. The event was attended by Viktor Nestulia, Head of the DREAM Project Office, Head of Ukraine Support, OCP, who presented Ukraine’s approach to implementing the PIM reform and the DREAM digital ecosystem as its practical backbone. Why This Matters Effective Public Investment Management is increasingly seen not merely as a technical function, but as a combination of leadership, institutional capacity, and digital tools. Workshop participants discussed common challenges countries face when transitioning to a systemic PIM framework, including skills shortages, fragmented IT solutions, a lack of end-to-end processes, and limited analytical capacity to support decision-making. In this context, Ukraine’s experience stood out as an example of a comprehensive approach, where digital solutions do not operate in isolation but support the entire reform logic — from strategic planning to project implementation and monitoring. Ukraine’s Experience and the Role of DREAM During the workshop, the DREAM ecosystem was presented as the digital foundation of Ukraine’s public investment management reform. Participants were introduced to key elements of the system, including integrated project preparation workflows, transparent procedures, analytical tools, and the approach to developing a Medium-Term Plan of Priority Public Investments, sectoral pipelines, and the Single Project Pipeline. The Ukrainian case generated strong interest among participants. In their concluding discussions, representatives of participating countries expressed a desire to further explore the DREAM approach and consider it as a reference model for the development of their own PIM systems. Key Takeaways from the Workshop The main takeaways included:<ul><li>Human capital and institutional capacity are critical to successful PIM reform, alongside regulatory frameworks and IT solutions</li><li>Training and competency development must be systematic and continuous, rather than ad hoc</li><li>Digitalization, data integration, big data, and artificial intelligence are reshaping public investment management practices</li><li>The effectiveness of PIM should be assessed based on real outcomes, including adherence to timelines and budgets, infrastructure quality, and environmental and climate impact</li></ul>Special attention was given to economic appraisal tools, particularly the e-CBA solution developed by the World Bank to support decision-making in public investment. Outcomes and Next Steps Following the workshop, the Ukrainian delegation was invited to engage more actively with the World Bank’s international PIM community, which is working on transforming PIM functions across the region. Agreements were also reached on methodological cooperation, with a view to potentially integrating selected international tools and approaches into the DREAM ecosystem and Ukraine’s PIM methodology. Participation in the workshop confirmed that Ukraine’s PIM reform and the DREAM ecosystem are already recognized internationally and can serve as a practical reference for other countries undergoing public investment management reforms.

Presenting Ukraine’s PIM Reform and DREAM to the International Community: Key Takeaways from the Vienna Workshop

The Government of Ukraine continues to implement the Public Investment Management (PIM) reform, aimed not only at ensuring a unified approach to the allocation of budget funds but also at creating conditions for sustainable and effective development of communities and regions based on sound strategic planning and prioritization. The digital foundation of the reform is the DREAM system — a “single window” for managing public investment projects and programs. All stages of implementation — from the formation of the medium-term plan, preparation, and appraisal, to the development of sectoral pipelines and the Single Project Pipeline (SPP) at national, regional, and local levels, as well as funding decisions, execution, and monitoring — are carried out through DREAM in a transparent and accountable manner. The Head of the Project Office shares his vision of the reform’s implementation, the future of the system, and the strength of the DREAM team. - Our mission is simple: we are transforming the public investment management system to improve the quality of life in Ukraine. Public investments, like public procurements, influence all sectors of the economy and society. Today, Ukraine is facing extremely challenging circumstances, and to some, working on reform may seem illogical. However, transforming the public investment system is especially crucial right now, given the enormous needs for recovery and development projects. Resources of the state and individual communities must be used transparently, accountably, and efficiently. In addition, we are already preparing to engage the funds of our international partners — including European funds — based on clear and understandable rules and conditions. We have a significant amount of work ahead in digitally transforming all stages of investment project implementation. We are also looking forward to deep integration with the Ministry of Finance’s budget systems — our teams are actively working on this now. We’re expanding our data analytics capabilities and building a robust risk management system. We are developing tools for citizen engagement through DREAM, along with many other features and services. We do this by rethinking approaches to public investment management and creating equal opportunities for every participant in the ecosystem. What signals indicate this to you? - It’s important to track progress and compare each reform cycle to the previous one. If we look back at 2024 — considering the rules for forming the first pilot EPP and the coverage of processes through DREAM — and compare it to where we are now, we’ve made a significant leap forward. We already have state-level SPs and SPPs in place. Over 600 communities are registering their SPIs in DREAM, and nearly 6,000 PIPs have been entered into the system using the new methodology. There’s strong demand for training and support — every day we unlock new opportunities and move forward. So overall, we are on the right track. But we must not become complacent, thinking “everything is already working perfectly” — many aspects, from regulatory support to implementation of specific DREAM functionalities, still have room for improvement. Our team, together with our partners, constantly gathers feedback from communities, regions, ministries, and international partners, analyzes data, and studies the real challenges people face — where theory “misses the mark,” and therefore the approach needs to be revised. It’s encouraging that all members of the broader reform team are willing to keep improving the process with every step. What matters most is not a snapshot evaluation, but continuous movement in the right direction. Starting with our team of DREAM believers who truly live this reform and are fully dedicated to its implementation. These are people who care deeply and genuinely believe in Ukraine’s future. And of course, the partners we work with — ministries, regions, communities, international partners, civil society organizations — all of them form one large PIM reform team. Today, that’s hundreds, maybe even thousands of like-minded individuals who contribute every day to these critical changes. Then, the vision of Ukraine’s future is embedded in our manifesto. I genuinely believe that Ukraine’s success in this reform will inspire other countries, just as Prozorro and Diia once did. We haven’t seen this kind of comprehensive approach to managing public investments — with digital tools, broad stakeholder coordination, and engagement at every level — in any other country. That’s why we’re confident we’re not only contributing to building the future of Ukraine but also opening new opportunities for the world. “It always seems impossible until it’s done.” So we keep doing our work every day — until we can finally celebrate that “done.” :)

About us The Artsyz urban territorial community of the Odessa region is one of the most dynamic and promising communities in the region. It was created in 2020 in accordance with the decentralization reform. This opened the way for attracting investment and developing infrastructure. The community unites the city of Artsyz with a unique historical past and a number of nearby rural settlements (12 in total), which creates opportunities for economic development. The community covers an area of 763 sq. km. And most importantly, the community has people united by a common interest in living and working on their land, which is the basis for a strong labor market. The Artsyz community is located in the Odessa region, in southern Ukraine, at the intersection of important transport routes between four countries: Bulgaria, Romania, Moldova, and Turkey. The community has significant investment potential. The formed base of investment-attractive land plots with a favorable location, logistical capabilities and communications creates favorable conditions for the development of industrial, energy, industrial and transport projects based on the principles of ecological production. State roads and a branch of the Odessa Railway pass through the territory of the community. An extensive network of highways connects Artsyz with ports and borders, and a hub railway station with a reversible locomotive depot provides rail communication. Proximity to the border with Moldova and EU countries, as well as a developed transport infrastructure, open up wide opportunities for international trade and logistics. Про нас Арцизька міська територіальна громада Одеської області є однією з найбільш динамічних та перспективних громад регіону. Створена у 2020 році відповідно до реформи децентралізації. Це відкрило шлях для залучення інвестицій та розвитку інфраструктури. Громада об&rsquo;єднує місто Арциз з унікальним історичним минулим та низку прилеглих сільських населених пунктів (їх всього 12), що створює можливості для економічного розвитку. Територія громади займає площу 763 кв.км. А головне, у громаді є люди, об&rsquo;єднані спільним інтересом жити та працювати на своїй землі, що є основою для потужного ринку праці.
Арцизька громада розташована в Одеській області, на півдні України, на перетині важливих транспортних шляхів між чотирма країнами: Болгарією, Румунією, Молдовою та Туреччиною.&nbsp;

The geometry and volume of existing structures (aeration tanks or settling tanks) may limit the choice of the most modern and efficient technological solutions. It may be impossible to implement the optimal scheme due to "binding to old walls". Carrying out construction work on an existing facility (in conditions of "live" wastewater and activated sludge) is complex, requires careful planning and can slow down the process. Existing structures may have hidden defects, significant wear or corrosion, which are detected only during reconstruction and require additional unforeseen costs. Dismantling outdated equipment and pipelines located in hard-to-reach places can be more expensive and time-consuming than installing new ones on a "clean" site.

Геометрія та об'єм існуючих споруд (аеротенків чи відстійників) можуть обмежувати вибір найсучасніших та найефективніших технологічних рішень. Може бути неможливо реалізувати оптимальну схему через "прив'язку до старих стін".  Проведення будівельних робіт на діючому об'єкті (в умовах "живої" стічної води та активного мулу) є складним, вимагає ретельного планування та може уповільнювати процес. Існуючі конструкції можуть мати приховані дефекти, значний знос або корозію, які виявляються лише під час реконструкції та вимагають додаткових непередбачених витрат. Демонтаж застарілого обладнання та трубопроводів, що знаходиться у важкодоступних місцях, може бути дорожчим і трудомісткішим, ніж встановлення нового на "чистому" місці.

1. The use of existing reinforced concrete structures and foundations significantly reduces total investment costs, since there is no need to pay for the dismantling of old structures or large-scale excavation work. 2. The reconstruction project, as a rule, requires less time to obtain permits and perform basic construction work, since the facility is already operational and connected to the infrastructure (collectors, power grids). 3. There is no need to allocate a new land plot and resolve land acquisition issues, which is critical for urban areas. 4. Connection to existing external networks is maintained. 5. Reconstruction can be carried out in stages, without completely stopping the operation of the WWTP, which ensures the continuity of wastewater treatment

Використання існуючих залізобетонних конструкцій та фундаментів значно знижує загальні інвестиційні витрати, оскільки не потрібно оплачувати демонтаж старих споруд, або масштабні земляні роботи.. 2.	Проєкт реконструкції, як правило, вимагає меншого часу на отримання дозвільної документації та виконання основних будівельних робіт, оскільки об'єкт вже функціонує та підключений до інфраструктури (колектори, електромережі). 3.	Немає потреби у виділенні нової земельної ділянки та вирішенні питань землевідведення, що є критичним для міських територій. 4.	Зберігається зв'язок з існуючими зовнішніми мережами. 5.	можна проводити реконструкцію поетапно, не припиняючи повністю роботу КОС, що забезпечує безперервність очищення стічних вод

1. The total cost of construction (construction of all structures, laying of collectors, purchase of equipment) is significantly higher compared to reconstruction. 2. The total cycle "from idea to launch" takes at least 3-4 years due to the need for lengthy procedures for land acquisition, design and large-scale construction and installation works. 3. The need to allocate a new large plot of land, with the appropriate purpose of the land, as well as the need to comply with sanitary protection zones. 4. To connect to a new site, which may be located further from the city, the construction of a new main supply collector (or pumping station) is required, which adds significant costs and time

1.	Повна вартість будівництва (зведення всіх споруд, прокладання колекторів, закупівля обладнання) значно вища порівняно з реконструкцією. 2.	Загальний цикл "від ідеї до запуску" займає мінімум 3-4 роки через необхідність тривалих процедур землевідведення, проєктування та масштабних будівельно-монтажних робіт. 3.	Необхідність виділення нової великої ділянки, з відповідним цільовим призначенням землі, а також необхідністю дотримання санітарно-захисних зон. 4.	Для підключення до нового майданчика, що може бути розташований далі від міста, потрібне будівництво нового головного підвідного колектора (або насосної станції), що додає значні витрати та час

There are no restrictions related to old structures. All structures and engineering systems are new, which guarantees the maximum service life (70 years for capital structures) and minimizes the risks of hidden defects. The work is carried out on a "clean" site, which significantly simplifies logistics, excavation and installation work, and also increases labor safety.

Немає жодних обмежень, пов'язаних зі старими конструкціями. Всі конструкції та інженерні системи нові, що гарантує максимальний термін служби (70 років для капітальних споруд) та мінімізує ризики прихованих дефектів. Роботи ведуться на "чистому" майданчику, що значно спрощує логістику, земляні та монтажні роботи, а також підвищує безпеку праці.

Current project since 2024 within the framework of the Ukraine Recovery Program. 
The project involves the comprehensive reconstruction of the existing sewage treatment plants (STP) in the city of Artsyz, Odessa region, in order to restore their full biological treatment and ensure stable, efficient and environmentally safe operation. The need for reconstruction is confirmed by a report on the results of the technical condition survey, which established that further operation of the facility is possible only after carrying out appropriate restoration work. The project will be implemented in two construction phases.&nbsp;

Проєкт передбачає комплексну реконструкцію існуючих каналізаційних очисних споруд (КОС) м. Арциз, Одеської області, з метою відновлення їхньої повної біологічної очистки та забезпечення стабільної, ефективної та екологічно безпечної роботи. Необхідність реконструкції підтверджена звітом за результатами обстеження технічного стану, який встановив, що подальша експлуатація об'єкта можлива лише після проведення відповідних відновлювальних робіт. Проєкт буде реалізовано у дві черги будівництва.&nbsp;
