Current repairs of apartment buildings damaged as a result of armed aggression
Within the framework of the International Climate Initiative (IKI) International Technical Assistance Project “Financing Low-Carbon Infrastructure in Cities – Eastern Partnership and Central Asia Programme (FELICITY II)”, funded by the Government of the Federal Republic of Germany through the Federal Ministry for Economic Affairs and Energy (BMWE), investments in low-carbon and climate-resilient urban infrastructure in the Eastern Partnership and Central Asia countries have increased significantly and contribute to the achievement of the mitigation and adaptation goals linked to the Nationally Determined Contribution (NDC) and aimed at achieving the Sustainable Development Goals (SDGs). The participating countries of the Project have the opportunity to implement low-carbon and climate-resilient infrastructure projects with the support of international climate finance. Up to ten (10) projects have been positively assessed by the European Investment Bank (EIB) for further financing under the Pilot Project for Energy Efficient Renovation of Partially Damaged Residential Buildings Project Objectives - Strengthening the institutional capacity of territorial communities in planning and implementing investment projects; - Carrying out technical, financial and economic assessments of priority projects; preparing project and estimate documentation (PKD) and tender documentation for the Recipient's further participation in the process of attracting financing from international financial institutions for the implementation of these projects. - Developing project and estimate documentation (PKD) in accordance with the requirements of Ukrainian legislation and international financial institutions, in particular the European Investment Bank (EIB); - Assistance in forming a project implementation group (PIG / «single window») for coordination, monitoring and reporting during investment implementation, as well as operation after the completion of the Project; - Conducting training and consultations for staff appointed by the Recipient on preparing project proposals, project and procurement management in accordance with EIB standards, as well as consulting residents in the process of energy-efficient building renovation; - Involving residents in decision-making on proposed energy efficiency measures and supporting the establishment of an ASMB (association of apartment building owners); - Improving the skills of service providers in the energy-efficient renovation of apartment buildings sector; - Developing a concept for integrating climate-smart approaches in reconstruction; - Collecting, systematizing and documenting best practices and lessons learned during the Project implementation; - Developing a common concept for scaling up the Project on energy-efficient renovation of partially damaged residential buildings.
