DREAM Update: Regional investment profiles have been updated on the public portal

Ukraine updates its State Single Project Pipeline in the DREAM system

The estimated cost of Ukraine’s recovery is now nearly three times the country’s projected nominal GDP for 2025. According to the updated Rapid Damage and Needs Assessment - RDNA5, released on February 23 by the Government of Ukraine together with the World Bank Group, the European Commission, and the United Nations, total recovery and reconstruction needs as of December 31, 2025 are estimated at USD 588 billion over the next decade. This represents an increase of USD 64 billion compared to the previous year’s assessment. The assessment covers the period from February 24, 2022 to December 31, 2025 - nearly four years of full-scale war. During this time, direct damage has exceeded USD 195 billion. The most affected sectors remain<ul><li>housing - accounting for 31% of total damage,</li><li>transport - 20.6%,</li><li>energy - 12%,</li><li>trade and industry - 9%,</li><li>agriculture - 6%.&nbsp;</li></ul>More than 80% of destruction is concentrated in frontline and border regions. The largest recovery needs over the next ten years are in the transport sector, totaling more than USD 96 billion. Energy sector needs are estimated at USD 90.6 billion. In 2025 alone, the number of damaged or destroyed energy facilities increased by approximately 21%. The district heating sector remains particularly underfunded - 2026 financing needs amount to USD 1.6 billion, while less than 1% of this requirement is currently secured. The housing sector requires approximately USD 90 billion over the next decade. Since the start of the full-scale invasion, 14% of the housing stock has been damaged or destroyed, affecting more than 3 million households. Significant resources are also required for trade and industry - over USD 63 billion, agriculture - over USD 55 billion, and demining and explosive hazard management - nearly USD 28 billion. In 2026, USD 5.8 billion is already available to finance priority programs; however, the overall funding gap stands at USD 9.5 billion. The most significant shortfalls are observed in energy, housing, transport, and water supply and sanitation. At the same time, RDNA5 highlights a structural shift in Ukraine’s recovery framework. Planning and prioritization of investments for 2026 are being carried out within the Public Investment Management reform framework, with DREAM serving as its digital backbone. The preparation of the 2026 State Budget marks the first full budget cycle implemented under the updated PIM procedures. The PIM system governs the planning, appraisal, and prioritization of public investments at the national, regional, and local levels. State-level investments are consolidated into a <a target="_blank" rel="noopener noreferrer" href="https://dream.gov.ua/spp-pipeline">Single Project Pipeline</a>, while regional and local pipelines are being further developed to serve as central reference points for financing and implementation decisions. Importantly, aggregated data from the DREAM platform were used to assess recovery needs at the regional and local levels. DREAM provides a consolidated, transparent, and structured overview of community and regional investment needs, ensuring alignment within a unified PIM logic. Overall, Ukraine’s recovery framework is transitioning from emergency response toward a structured, institutionalized, and data-driven model of investment management. This process goes beyond rebuilding infrastructure - it represents a broader economic transformation, the adoption of European standards, and the establishment of a foundation for Ukraine’s full integration into the European Union.

RDNA5: Ukraine’s Recovery Needs Are Estimated at Nearly USD 588 Billion

DREAM Academy is the training and capacity-building unit of the DREAM Project Office under the Ministry for Development of Communities and Territories of Ukraine. Its mission is to strengthen the capacity of public sector professionals to effectively manage public investments at all levels — from local communities to central government. Training programmes combine the methodological foundations of the Public Investment Management (PIM) reform with hands-on work in the DREAM system, covering strategic investment planning, project preparation and appraisal, portfolio formation, implementation, monitoring, and evaluation. Guidelines and digital learning materials The Academy develops digital content, methodological guidance, and step-by-step instructions to support correct data structuring, reduce errors, and facilitate efficient use of the system. DREAM Update: Community Investment Profiles Refreshed

An international Peer Learning Workshop: Public Sector Staffing and Digitalization for Public Infrastructure Investment Results was held in Vienna, focusing on strengthening public sector capacity and digital solutions for Public Investment Management (PIM). The event brought together representatives of ministries, local governments, state-owned enterprises, and international institutions from across Europe, the Balkans, and Central Asia. The workshop was co-organized by the World Bank, the European Commission, the Austrian School of Government, the Federal Public Administration Academy, and the Vienna Development Knowledge Center. Discussions centered on how strengthening public sector competencies, digitalizing processes, and implementing institutional reforms can improve the preparation, selection, and delivery of public investments. The event was attended by Viktor Nestulia, Head of the DREAM Project Office, Head of Ukraine Support, OCP, who presented Ukraine’s approach to implementing the PIM reform and the DREAM digital ecosystem as its practical backbone. Why This Matters Effective Public Investment Management is increasingly seen not merely as a technical function, but as a combination of leadership, institutional capacity, and digital tools. Workshop participants discussed common challenges countries face when transitioning to a systemic PIM framework, including skills shortages, fragmented IT solutions, a lack of end-to-end processes, and limited analytical capacity to support decision-making. In this context, Ukraine’s experience stood out as an example of a comprehensive approach, where digital solutions do not operate in isolation but support the entire reform logic — from strategic planning to project implementation and monitoring. Ukraine’s Experience and the Role of DREAM During the workshop, the DREAM ecosystem was presented as the digital foundation of Ukraine’s public investment management reform. Participants were introduced to key elements of the system, including integrated project preparation workflows, transparent procedures, analytical tools, and the approach to developing a Medium-Term Plan of Priority Public Investments, sectoral pipelines, and the Single Project Pipeline. The Ukrainian case generated strong interest among participants. In their concluding discussions, representatives of participating countries expressed a desire to further explore the DREAM approach and consider it as a reference model for the development of their own PIM systems. Key Takeaways from the Workshop The main takeaways included:<ul><li>Human capital and institutional capacity are critical to successful PIM reform, alongside regulatory frameworks and IT solutions</li><li>Training and competency development must be systematic and continuous, rather than ad hoc</li><li>Digitalization, data integration, big data, and artificial intelligence are reshaping public investment management practices</li><li>The effectiveness of PIM should be assessed based on real outcomes, including adherence to timelines and budgets, infrastructure quality, and environmental and climate impact</li></ul>Special attention was given to economic appraisal tools, particularly the e-CBA solution developed by the World Bank to support decision-making in public investment. Outcomes and Next Steps Following the workshop, the Ukrainian delegation was invited to engage more actively with the World Bank’s international PIM community, which is working on transforming PIM functions across the region. Agreements were also reached on methodological cooperation, with a view to potentially integrating selected international tools and approaches into the DREAM ecosystem and Ukraine’s PIM methodology. Participation in the workshop confirmed that Ukraine’s PIM reform and the DREAM ecosystem are already recognized internationally and can serve as a practical reference for other countries undergoing public investment management reforms.

Presenting Ukraine’s PIM Reform and DREAM to the International Community: Key Takeaways from the Vienna Workshop

The Government of Ukraine continues to implement the Public Investment Management (PIM) reform, aimed not only at ensuring a unified approach to the allocation of budget funds but also at creating conditions for sustainable and effective development of communities and regions based on sound strategic planning and prioritization. The digital foundation of the reform is the DREAM system — a “single window” for managing public investment projects and programs. All stages of implementation — from the formation of the medium-term plan, preparation, and appraisal, to the development of sectoral pipelines and the Single Project Pipeline (SPP) at national, regional, and local levels, as well as funding decisions, execution, and monitoring — are carried out through DREAM in a transparent and accountable manner. The Head of the Project Office shares his vision of the reform’s implementation, the future of the system, and the strength of the DREAM team. - Our mission is simple: we are transforming the public investment management system to improve the quality of life in Ukraine. Public investments, like public procurements, influence all sectors of the economy and society. Today, Ukraine is facing extremely challenging circumstances, and to some, working on reform may seem illogical. However, transforming the public investment system is especially crucial right now, given the enormous needs for recovery and development projects. Resources of the state and individual communities must be used transparently, accountably, and efficiently. In addition, we are already preparing to engage the funds of our international partners — including European funds — based on clear and understandable rules and conditions. We have a significant amount of work ahead in digitally transforming all stages of investment project implementation. We are also looking forward to deep integration with the Ministry of Finance’s budget systems — our teams are actively working on this now. We’re expanding our data analytics capabilities and building a robust risk management system. We are developing tools for citizen engagement through DREAM, along with many other features and services. I’ll quote it as my answer to this question: “Together, we are building a new culture of interaction and thinking, where every action matters, every person makes an impact, and the future begins with the decisions we make today. We do this by rethinking approaches to public investment management and creating equal opportunities for every participant in the ecosystem. What signals indicate this to you? - It’s important to track progress and compare each reform cycle to the previous one. If we look back at 2024 — considering the rules for forming the first pilot EPP and the coverage of processes through DREAM — and compare it to where we are now, we’ve made a significant leap forward. We already have state-level SPs and SPPs in place. Over 600 communities are registering their SPIs in DREAM, and nearly 6,000 PIPs have been entered into the system using the new methodology. There’s strong demand for training and support — every day we unlock new opportunities and move forward. So overall, we are on the right track. But we must not become complacent, thinking “everything is already working perfectly” — many aspects, from regulatory support to implementation of specific DREAM functionalities, still have room for improvement. Our team, together with our partners, constantly gathers feedback from communities, regions, ministries, and international partners, analyzes data, and studies the real challenges people face — where theory “misses the mark,” and therefore the approach needs to be revised. It’s encouraging that all members of the broader reform team are willing to keep improving the process with every step. What matters most is not a snapshot evaluation, but continuous movement in the right direction. Starting with our team of DREAM believers who truly live this reform and are fully dedicated to its implementation. These are people who care deeply and genuinely believe in Ukraine’s future. And of course, the partners we work with — ministries, regions, communities, international partners, civil society organizations — all of them form one large PIM reform team. Today, that’s hundreds, maybe even thousands of like-minded individuals who contribute every day to these critical changes. Then, the vision of Ukraine’s future is embedded in our manifesto. I genuinely believe that Ukraine’s success in this reform will inspire other countries, just as Prozorro and Diia once did. We haven’t seen this kind of comprehensive approach to managing public investments — with digital tools, broad stakeholder coordination, and engagement at every level — in any other country. That’s why we’re confident we’re not only contributing to building the future of Ukraine but also opening new opportunities for the world. “It always seems impossible until it’s done.” So we keep doing our work every day — until we can finally celebrate that “done.” :)

Major renovation and modernization of the dining room and catering unit of the Myrolyubivskyi Lyceum

The project for the modernization of the dining room and catering unit premises in the Myrolyubivskyi Lyceum of the Voskresensk Village Council of the Mykolaiv Region should include the following main measures: • partial redevelopment of the premises of the production area of the catering unit without interfering with the supporting structures; • replacement of technological equipment in the production premises; • repair of the ramp; • internal finishing works; • furnishing the dining room with furniture; • replacement and partial reconstruction of the internal sewage and water supply networks of the catering unit, installation of a water well with a grease trap and a water purification and softening system; • installation of a ventilation system for the catering unit; • replacement and reconstruction of the internal power supply networks of the catering unit; • installation of a fire alarm system and a safe evacuation system. The project involves partial redevelopment of the production premises of the catering unit without interfering with the supporting structures of the building, with the exception of expanding one doorway in the main wall, interior decoration of production premises and the dining hall, repair of the ramp, replacement of technological equipment and furniture. The project must take into account the possibilities of access to the service facility for people with special needs: accessibility, convenience, informativeness and safety. Accessibility for low-mobility groups of the population is ensured by unhindered access to the service facility: the width of doorways with contrasting markings, aisles, placement of furniture and equipment. At the entrance to the dining room, “Entrance” and “Exit” signs are installed.

Проєкт модернізації приміщень їдальні та харчоблоку в Миролюбівському ліцеї Воскресенської селищної ради Миколаївської області має передбачати  наступні основні заходи:  •	часткове перепланування приміщень виробничої зони харчоблоку без втручання в несучі конструкції; •	заміна технологічного обладнання у виробничих приміщеннях; •	ремонт рампи; •	внутрішні оздоблювальні роботи; •	обладнання меблями обідню залу; •	заміна і часткова реконструкція внутрішніх мереж каналізації і водопостачання харчоблоку, влаштування водопровідного колодязя з жироуловлювачем та системи дочистки і помʼякшення води; •	монтаж системи вентиляції харчоблоку; •	заміна і реконструкція внутрішніх мереж електрозабезпечення харчоблоку; •	влаштування пожежної сигналізації і системи безпечної евакуації. Проектом передбачається часткове перепланування виробничих приміщень харчоблоку без втручання в несучі конструкції будинку, за виключенням розширення одного дверного прорізу в капітальній стіні, внутрішнє оздоблення виробничих приміщень і обідньої зали, ремонт рампи, заміна технологічного обладнання і меблів. Проектом мають бути враховані можливості доступу до обʼєкту надання послуг людей з особливими потребами: доступність, зручність, інформативність та безпека. Доступність для маломобільних груп населення забезпечується безперешкодним доступом до обʼєкта надання послуг: шириною дверних прорізів з контрастним маркуванням, проходів, розміщенням меблів та обладнання. При вході до їдальні встановлено таблички «Вхід» та «Вихід».

On all main routes, information devices are provided, which are placed on the walls of the premises at a height of 0.9 m and indicate the location of tactile information indicators.

Проектом передбачається часткове перепланування виробничих приміщень харчоблоку без втручання в несучі конструкції будинку, за виключенням розширення одного дверного прорізу в капітальній стіні, внутрішнє оздоблення виробничих приміщень і обідньої зали, ремонт рампи, заміна технологічного обладнання і меблів. Проектом враховані можливість доступу до обʼєкту надання послуг людей з особливими потребами: доступність, зручність, інформативність та безпека. Доступність для маломобільних груп населення забезпечується безперешкодним доступом до обʼєкта надання послуг: шириною дверних прорізів з контрастним маркуванням, проходів, розміщенням меблів та обладнання. При вході до їдальні встановлено таблички «Вхід» та «Вихід».  На всіх основних шляхах передбачено влаштування інформаційних ТС, що розміщуються на стінах приміщень на висоті 0,9м та вказують на місце знаходження тактильних інформаційних показчиків. 

In order to provide high-quality educational services to students, to cover children with all types of food and to maintain sanitary and hygienic conditions in accordance with the requirements of current legislation, a major overhaul and modernization of the dining room and catering unit of the Myrolyubivsky Lyceum of the Voskresensk Village Council of the Mykolaiv region is planned. The catering unit has not been overhauled since the establishment of the institution. The existing catering unit has outdated and worn-out equipment, which does not allow for the full use of modern cooking technologies. Therefore, the modernization of the catering unit is extremely necessary.&nbsp;To ensure the organization of catering according to the technological model of the basic kitchen, a major renovation of the premises and modernization of the material and technical base of the catering unit are provided.&nbsp;Modern technological equipment will make it possible to quickly and qualitatively prepare dishes in accordance with the requirements of the food safety management system (HACCP), comply with sanitary and hygienic requirements, expand the range of dishes, increase the productivity of the dining room staff, reduce water and electricity consumption, and allow students to eat healthy and high-quality food. Modern equipment will ensure the fastest possible cooking of food in large volumes, multifunctionality will ensure the simultaneous preparation of several types of dishes in one device, a wide range of food, automatically control its safety, supporting this with automatic HACCP protocols. As a result, this will increase quality control&nbsp; and food safety. Modern heating, refrigeration and dishwasher equipment will save up to 48% of electricity, up to 53% of water and 40% of cleaning products. The implementation of the project will contribute to the formation of a healthy young generation, improving the nutrition of students and employees of the Kalyniv Lyceum, preventing morbidity among participants in the educational process, promoting a healthy lifestyle and saving energy.

З метою надання якісних освітніх послуг здобувачам освіти, охоплення дітей усіма видами харчування та дотримання санітарно-гігієнічних умов відповідно до вимог чинного законодавства, заплановано капітальний ремонт та модернізація приміщень їдальні та харчоблоку Миролюбівського ліцею Воскресенської селищної ради Миколаївської області. Капітальний ремонт харчоблоку не проводився з часу заснування закладу. Існуючий харчоблок має застаріле та зношене обладнання, що не дозволяє в повній мірі використовувати сучасні технології приготування страв. Тому модернізація харчоблоку вкрай необхідна.&nbsp;Для забезпечення організації харчування за технологічною моделлю базова кухня передбачено капітальний ремонт приміщення та модернізацію матеріально-технічної бази харчоблоку.&nbsp;Сучасне технологічне обладнання дасть можливість швидко і якісно готувати страви згідно з вимогами системи управління безпечністю харчових продуктів (НАССР), дотримуватися санітарно-гігієнічних вимог, розширить асортимент страв, підвищить продуктивність праці персоналу їдальні, зменшить витрати води та електроенергії, а учням дасть змогу вживати здорову та якісну їжу.Сучасне обладнання забезпечить максимально швидке приготування їжі у великих об&rsquo;ємах, мультифункційність забезпечить одночасне приготування кількох видів страв в одному приладі, широкий асортимент їжі, автоматично контролювати її безпечність, підкріплюючи це автоматичними протоколами НАССР. Як наслідок, це повисить контроль якості&nbsp; та безпечності їжі.Сучасне теплове, холодильне та посудомийне обладнання дозволить зекономити до 48% електроенергії, до 53% води та 40% засобів прибирання.Реалізація проєкту сприятиме&nbsp; формуванню здорового молодого покоління, покращенню харчування учнів та працівників Калинівського ліцею, профілактиці захворюваності&nbsp; учасників освітнього процесу, вихованню здорового способу життя та економії енергоносіїв.
