Ukraine updates its State Single Project Pipeline in the DREAM system

The estimated cost of Ukraine’s recovery is now nearly three times the country’s projected nominal GDP for 2025. According to the updated Rapid Damage and Needs Assessment - RDNA5, released on February 23 by the Government of Ukraine together with the World Bank Group, the European Commission, and the United Nations, total recovery and reconstruction needs as of December 31, 2025 are estimated at USD 588 billion over the next decade. This represents an increase of USD 64 billion compared to the previous year’s assessment. The assessment covers the period from February 24, 2022 to December 31, 2025 - nearly four years of full-scale war. During this time, direct damage has exceeded USD 195 billion. The most affected sectors remain<ul><li>housing - accounting for 31% of total damage,</li><li>transport - 20.6%,</li><li>energy - 12%,</li><li>trade and industry - 9%,</li><li>agriculture - 6%.&nbsp;</li></ul>More than 80% of destruction is concentrated in frontline and border regions. The largest recovery needs over the next ten years are in the transport sector, totaling more than USD 96 billion. Energy sector needs are estimated at USD 90.6 billion. In 2025 alone, the number of damaged or destroyed energy facilities increased by approximately 21%. The district heating sector remains particularly underfunded - 2026 financing needs amount to USD 1.6 billion, while less than 1% of this requirement is currently secured. The housing sector requires approximately USD 90 billion over the next decade. Since the start of the full-scale invasion, 14% of the housing stock has been damaged or destroyed, affecting more than 3 million households. Significant resources are also required for trade and industry - over USD 63 billion, agriculture - over USD 55 billion, and demining and explosive hazard management - nearly USD 28 billion. In 2026, USD 5.8 billion is already available to finance priority programs; however, the overall funding gap stands at USD 9.5 billion. The most significant shortfalls are observed in energy, housing, transport, and water supply and sanitation. At the same time, RDNA5 highlights a structural shift in Ukraine’s recovery framework. Planning and prioritization of investments for 2026 are being carried out within the Public Investment Management reform framework, with DREAM serving as its digital backbone. The preparation of the 2026 State Budget marks the first full budget cycle implemented under the updated PIM procedures. The PIM system governs the planning, appraisal, and prioritization of public investments at the national, regional, and local levels. State-level investments are consolidated into a <a target="_blank" rel="noopener noreferrer" href="https://dream.gov.ua/spp-pipeline">Single Project Pipeline</a>, while regional and local pipelines are being further developed to serve as central reference points for financing and implementation decisions. Importantly, aggregated data from the DREAM platform were used to assess recovery needs at the regional and local levels. DREAM provides a consolidated, transparent, and structured overview of community and regional investment needs, ensuring alignment within a unified PIM logic. Overall, Ukraine’s recovery framework is transitioning from emergency response toward a structured, institutionalized, and data-driven model of investment management. This process goes beyond rebuilding infrastructure - it represents a broader economic transformation, the adoption of European standards, and the establishment of a foundation for Ukraine’s full integration into the European Union.

RDNA5: Ukraine’s Recovery Needs Are Estimated at Nearly USD 588 Billion

DREAM Academy is the training and capacity-building unit of the DREAM Project Office under the Ministry for Development of Communities and Territories of Ukraine. Its mission is to strengthen the capacity of public sector professionals to effectively manage public investments at all levels — from local communities to central government. Areas of activity Training and capacity building DREAM Academy delivers practical training sessions, webinars, and workshops for representatives of ministries, communities, and regions. Training programmes combine the methodological foundations of the Public Investment Management (PIM) reform with hands-on work in the DREAM system, covering strategic investment planning, project preparation and appraisal, portfolio formation, implementation, monitoring, and evaluation. Guidelines and digital learning materials The Academy develops digital content, methodological guidance, and step-by-step instructions to support correct data structuring, reduce errors, and facilitate efficient use of the system. Expert community DREAM Academy facilitates a professional <a target="_blank" rel="noopener noreferrer" href="https://www.facebook.com/groups/186494501179428">Facebook community</a> that brings together experts, public authorities, and practitioners involved in PIM processes. Regional centres of expertise Knowledge scaling is ensured through a network of regional partners, including Regional Development Agencies. Activities include training of trainers, mentoring support, and the development of standard training programmes, modules, and learning materials aimed at strengthening the capacity of communities and regions. AI-powered support in DREAM DREAM Academy contributes to the development of an interactive knowledge base for the DREAM large language model (LLM). This enables the future integration of an intelligent assistant into the system interface to provide timely user support and, over time, assistance with feasibility studies and project appraisal. The updated community investment profile is now available in the DREAM system. The page provides basic information about the community, a brief overview, and contact details of the responsible representative. DREAM Update: Community Investment Profiles Refreshed

An international Peer Learning Workshop: Public Sector Staffing and Digitalization for Public Infrastructure Investment Results was held in Vienna, focusing on strengthening public sector capacity and digital solutions for Public Investment Management (PIM). The event brought together representatives of ministries, local governments, state-owned enterprises, and international institutions from across Europe, the Balkans, and Central Asia. The workshop was co-organized by the World Bank, the European Commission, the Austrian School of Government, the Federal Public Administration Academy, and the Vienna Development Knowledge Center. Discussions centered on how strengthening public sector competencies, digitalizing processes, and implementing institutional reforms can improve the preparation, selection, and delivery of public investments. The event was attended by Viktor Nestulia, Head of the DREAM Project Office, Head of Ukraine Support, OCP, who presented Ukraine’s approach to implementing the PIM reform and the DREAM digital ecosystem as its practical backbone. Why This Matters Effective Public Investment Management is increasingly seen not merely as a technical function, but as a combination of leadership, institutional capacity, and digital tools. Workshop participants discussed common challenges countries face when transitioning to a systemic PIM framework, including skills shortages, fragmented IT solutions, a lack of end-to-end processes, and limited analytical capacity to support decision-making. In this context, Ukraine’s experience stood out as an example of a comprehensive approach, where digital solutions do not operate in isolation but support the entire reform logic — from strategic planning to project implementation and monitoring. Ukraine’s Experience and the Role of DREAM During the workshop, the DREAM ecosystem was presented as the digital foundation of Ukraine’s public investment management reform. Participants were introduced to key elements of the system, including integrated project preparation workflows, transparent procedures, analytical tools, and the approach to developing a Medium-Term Plan of Priority Public Investments, sectoral pipelines, and the Single Project Pipeline. The Ukrainian case generated strong interest among participants. In their concluding discussions, representatives of participating countries expressed a desire to further explore the DREAM approach and consider it as a reference model for the development of their own PIM systems. Key Takeaways from the Workshop The main takeaways included:<ul><li>Human capital and institutional capacity are critical to successful PIM reform, alongside regulatory frameworks and IT solutions</li><li>Training and competency development must be systematic and continuous, rather than ad hoc</li><li>Digitalization, data integration, big data, and artificial intelligence are reshaping public investment management practices</li><li>The effectiveness of PIM should be assessed based on real outcomes, including adherence to timelines and budgets, infrastructure quality, and environmental and climate impact</li></ul>Special attention was given to economic appraisal tools, particularly the e-CBA solution developed by the World Bank to support decision-making in public investment. Outcomes and Next Steps Following the workshop, the Ukrainian delegation was invited to engage more actively with the World Bank’s international PIM community, which is working on transforming PIM functions across the region. Agreements were also reached on methodological cooperation, with a view to potentially integrating selected international tools and approaches into the DREAM ecosystem and Ukraine’s PIM methodology. Participation in the workshop confirmed that Ukraine’s PIM reform and the DREAM ecosystem are already recognized internationally and can serve as a practical reference for other countries undergoing public investment management reforms.

Presenting Ukraine’s PIM Reform and DREAM to the International Community: Key Takeaways from the Vienna Workshop

The Government of Ukraine continues to implement the Public Investment Management (PIM) reform, aimed not only at ensuring a unified approach to the allocation of budget funds but also at creating conditions for sustainable and effective development of communities and regions based on sound strategic planning and prioritization. The digital foundation of the reform is the DREAM system — a “single window” for managing public investment projects and programs. All stages of implementation — from the formation of the medium-term plan, preparation, and appraisal, to the development of sectoral pipelines and the Single Project Pipeline (SPP) at national, regional, and local levels, as well as funding decisions, execution, and monitoring — are carried out through DREAM in a transparent and accountable manner. The Head of the Project Office shares his vision of the reform’s implementation, the future of the system, and the strength of the DREAM team. - Our mission is simple: we are transforming the public investment management system to improve the quality of life in Ukraine. Public investments, like public procurements, influence all sectors of the economy and society. Today, Ukraine is facing extremely challenging circumstances, and to some, working on reform may seem illogical. However, transforming the public investment system is especially crucial right now, given the enormous needs for recovery and development projects. Resources of the state and individual communities must be used transparently, accountably, and efficiently. In addition, we are already preparing to engage the funds of our international partners — including European funds — based on clear and understandable rules and conditions. We already have state-level SPs and SPPs in place. Over 600 communities are registering their SPIs in DREAM, and nearly 6,000 PIPs have been entered into the system using the new methodology. There’s strong demand for training and support — every day we unlock new opportunities and move forward. So overall, we are on the right track. But we must not become complacent, thinking “everything is already working perfectly” — many aspects, from regulatory support to implementation of specific DREAM functionalities, still have room for improvement. Our team, together with our partners, constantly gathers feedback from communities, regions, ministries, and international partners, analyzes data, and studies the real challenges people face — where theory “misses the mark,” and therefore the approach needs to be revised. It’s encouraging that all members of the broader reform team are willing to keep improving the process with every step. What matters most is not a snapshot evaluation, but continuous movement in the right direction. Viktor NESTULIA: The Future Begins with the Decisions We Make Today

An additional 42 projects and 4 programs have been included in Ukraine’s national Single Project Pipeline (SPP), following approval by the Strategic Investment Council. The total value of the newly added initiatives exceeds UAH 1.1 trillion, distributed across the following sectors:<ul><li>Energy – 25 projects (UAH 660.06 billion)</li><li>Transport – 11 projects (UAH 387.8 billion)</li><li>Justice – 1 project (UAH 0.4 billion)</li><li>Municipal Infrastructure – 2 projects and 2 programs (UAH 76.8 billion)</li><li>Public Safety – 3 projects (UAH 2.5 billion)</li><li>Housing – 1 program (UAH 12.5 billion)</li><li>Education and Science – 1 program (UAH 6.0 billion)</li></ul>This brings the total number of investment projects planned for 2026 to 131, along with 64 public investment programs. All initiatives within the national SPP align with the priority areas outlined in Ukraine’s Medium-term plan. The SPP is developed at national, regional, and community levels via the DREAM system, ensuring transparency and accessibility for all stakeholders — including partner governments, international financial institutions, civil society, businesses, and the media — while opening new opportunities for investment and funding. The system is being implemented by the Ministry for Development of Communities and Territories of Ukraine together with the DREAM Project Office, supported by the “Digitalisation for Growth, Integrity, and Transparency” (UK DIGIT) project, implemented by the Eurasia Foundation and funded by UK Dev. PIM Reform: Updated National Single Project Pipeline Now Available in DREAM

Bereznehuvatsk settlement territorial community is located in the eastern part of Mykolaiv region, on the border with Kherson region. The community is practically equidistant from three industrially and culturally developed cities of Southern Ukraine (Mykolaiv, Kherson, Kryvyi Rih). The Bereznehuvatsk territorial community includes 41 settlements. The community has 11 starostyn districts: Lyubomyrivsky, Murakhivsky, Novoochakivsky, Novoukrainsky, Novosevastopolsky, Novovolodymyrivsky, Serhiivsky, Maliivsky, Vysunsky, Lepetysky, Kaluga. The area of the community is 1,263.7 km, which is 5.1% of the region&#39;s territory. The population of the community as of January 1, 2026 is 17,380 people, including IDPs. The community is located in the Black Sea Basin. The relief of the community is mostly flat with minor differences in the basin of the Ingulets and Vysun rivers. In hydrogeological terms, the Bereznehuvat region belongs to the northern wing of the Black Sea artesian basin. The community has deposits of limestone, loam and sand. The deposits are not developed, but can be used for the production of building materials as cement and brick and tile raw materials. By the decision of the session of the Mykolaiv Regional Council No. 9 of November 25, 2011, the regional landscape park “Vysunsko-Inguletsky” was created within the territory of the former Bereznehuvatsky district on an area of 2712.6 hectares. The status was assigned to preserve the natural complexes typical of the steppe zone in the basin of the Vysun (in the lower reaches) and Bila Krynytsia (in the lower reaches) rivers, as well as part of the right bank of the Ingulets river. On the territory of the regional landscape park “Vysunsko-Inguletsky” there are four reserves – Bila Krynytsia, Vysunsky, Murakhivsky, Yakovlivsky with a total area of 367.7 hectares and two natural monuments – Balka and Pryshyb. On the territory of the reserves you can find rare plant species listed in the Red Book. The territory of the community is dominated by such soils as southern black earths. Among the most common soils are southern low-humus black earths, black earths on dense clays and carbonate black earths on the eluvium of dense carbonate rocks. The main type of economic activity in the community is agriculture. The community operates 12 facilities using solar energy. At the same time, the territory of the community is suitable for the construction of wind power plants.

Громада&nbsp; практично рівновіддалена&nbsp; від трьох індустріально і культурно розвинутих міст Півдня України (Миколаїв, Херсон, Кривий Ріг). До складу Березнегуватської територіальної громади увійшов 41 населений пункт. У громаді&nbsp; сформовано 11 старостинських округів: Любомирівський, Мурахівський, Новоочаківський, Новоукраінський, Новосевастопольський, Нововолодимирівський, Сергіївський, Маліївський, Висунський, Лепетиський, Калузький. В території&nbsp; громади&nbsp; знаходиться&nbsp; поклади вапняку, суглинки та піску. Родовища не розроблені, але можуть бути використані для&nbsp; виготовлення будівельних матеріалів в якості цементної та цегельно-черепичної сировини. Рішенням сесії&nbsp; Миколаївської обласної&nbsp; ради&nbsp; від&nbsp; 25.11.2011 року № 9 створено&nbsp; регіональний&nbsp; ландшафтний&nbsp; парк&nbsp; &ldquo;Висунсько-Інгулецький&rdquo;&nbsp; в&nbsp; межах&nbsp; території&nbsp; колишнього Березнегуватського&nbsp; району&nbsp; на&nbsp; площі&nbsp; 2712,6&nbsp; га.&nbsp; Статус присвоєно для збереження типових для степової зони природних комплексів у басейні річок Висунь (в нижній течії) і Біла Криниця (в нижній течії), а також частини правобережжя річки Інгулець. На території регіонального ландшафтного парку &ldquo;Висунсько-Інгулецький&rdquo; розташовані&nbsp; чотири заказники &ndash; Біла криниця, Висунський, Мурахівський, Яковлівський загальною площею 367,7 га та дві пам&rsquo;ятки природи &ndash; Балка та Пришиб. На території заказників можна зустріти рідкісні види рослин, занесені до Червоної Книги. На території громади переважають такі грунти як південні чорноземи. Серед найбільш розповсюджених ґрунтів &ndash; чорноземи південні малогумусові, чорноземи на щільних глинах та чорноземи карбонатні на елювії щільних карбонатних пород. Основним видом економічної діяльності в громаді є сільське господарство. У громаді функціонує 12 обєктів з використанням енергії сонця. Водночас теріторія громади підходить для будівництва вітрових електростанцій.

The project involves the construction of a modern civil defense structure of the PRU type on the territory of Gymnasium No. 2 in order to ensure the safety of participants in the educational process (students, teachers, technical personnel), as well as residents of the surrounding area and internally displaced persons in the event of emergencies.

Проєкт передбачає спорудження сучасної захисної споруди цивільного захисту типу ПРУ на території гімназії №2 з метою забезпечення безпеки учасників освітнього процесу (учнів, педагогів, технічного персоналу), а також мешканців прилеглої території та внутрішньо переміщених осіб у разі виникнення надзвичайних ситуацій.

Instead of the capital construction of the PRU, a modern modular mobile shelter can be installed, which is quickly assembled and, if necessary, disassembled or moved to another site. Such a solution provides a safe space for students and staff during emergencies, has a ventilation and radiation protection system, and also minimizes construction time and costs. In addition, the modular shelter can be adapted for use as a gym, assembly hall or medical center during regular hours, which increases the efficiency of using the premises.

Замість капітального будівництва ПРУ можна встановити сучасне модульне мобільне укриття, яке швидко монтується та при потребі розбирається або переноситься на інший майданчик. Таке рішення забезпечує безпечний простір для учнів і персоналу під час надзвичайних ситуацій, має систему вентиляції та захисту від радіації, а також мінімізує витрати часу та коштів на будівництво. Крім того, модульне укриття може бути адаптоване для використання як спортзал, актова зала або медичний пункт у звичайний час, що підвищує ефективність використання приміщення.

High cost of construction and maintenance – requires significant capital investment. Limited mobility – stationary nature does not allow the shelter to be moved to other areas as needed. Need for care – requires constant maintenance and repair to maintain functionality.

Висока вартість будівництва та утримання – потребує значних капіталовкладень.  Обмежена мобільність – стаціонарність не дозволяє переміщати укриття в інші райони за потреби.  Необхідність догляду – для збереження функціональності потрібне постійне обслуговування та ремонт.

High level of protection – a stationary anti-radiation shelter provides reliable protection against ionizing radiation, blast wave and debris. Long-term use – the PRU is built for years and can function for decades if properly maintained. Large capacity – the shelter is designed for a significant number of people, which allows ensuring the safety of students and employees of the institution at the same time. Stationary infrastructure – the presence of engineering networks (ventilation, water supply, sewage) creates more comfortable living conditions. Possibility of modernization – the design allows for gradual improvement of the premises (adding equipment, furniture, communications). Constant readiness – the shelter is located directly on the territory of the educational institution and is always available for use.

Високий рівень захисту – стаціонарне протирадіаційне укриття забезпечує надійний захист від іонізуючого випромінювання, вибухової хвилі та уламків. Довготривале використання – ПРУ збудоване на роки та може функціонувати десятиліттями за умови належного утримання. Велика місткість – укриття розраховане на значну кількість людей, що дозволяє забезпечити безпеку учнів та працівників закладу одночасно. Стаціонарна інфраструктура – наявність інженерних мереж (вентиляція, водопостачання, каналізація) створює більш комфортні умови перебування. Можливість модернізації – конструкція дозволяє поступово удосконалювати приміщення (додавати обладнання, меблі, зв’язок). Постійна готовність – укриття розташоване безпосередньо на території навчального закладу і завжди доступне для використання.
