Ukraine's Cabinet of Ministers has approved the Concept for Building a Unified Digital Ecosystem for Public Investment Management, along with an implementation plan for 2026-2028. Developed by the Ministry of Finance of Ukraine, the document establishes a systematic approach to digitising the full investment cycle - from project planning and selection through implementation, monitoring, and results evaluation.DREAM is a core component of the new ecosystem - a government system covering the complete public investment management cycle: project planning, preparation and appraisal, prioritisation and portfolio formation, implementation monitoring, completion evaluation, and impact assessment. Through integration with other government systems - AIS "HRK-WEB", LOGICA, State Treasury information systems, and the electronic procurement system - DREAM enables end-to-end investment cycle management with no data gaps or duplication of functions.The Concept defines five key objectives that shape the architecture of the future ecosystem:<ul><li>Interoperability - ensuring technical compatibility across government information systems involved in public investment management</li><li>Unified data standards - introducing common approaches to data exchange and identification of investment projects and programmes</li><li>Data quality and verification - improving the reliability of information used for project appraisal, prioritisation, and selection</li><li>Transparency and accountability - strengthening oversight of public funds utilisation</li><li>Digital support at every level - covering all stages of public investment management at both national and local government levels</li></ul>The Concept forms part of the Public Investment Management Reform for 2024-2028, aligns with EU standards, and reflects international best practices in public financial management.  A Guide to Ensuring Building Accessibility has been presented

<article style="color:#1a1a1a;font-family:sans-serif;font-size:16px;line-height:1.6;max-width:800px;">On 1 May 2026, the Cabinet of Ministers of Ukraine adopted Resolution No. 612 "On Amendments to Cabinet of Ministers Resolution No. 294 of 28 February 2025", which concerns the Procedure for Developing and Monitoring the Implementation of the State's Medium-Term Priority Public Investment Plan (MIP).The updated provisions of the Procedure improve the mechanism for developing and monitoring the implementation of the MIP as a document that defines the principles of public investment over the medium term, and consolidates the role of the DREAM ecosystem as the digital backbone for implementing the Procedure.<h3 style="font-size:18px;margin:24px 0 12px;">1. DREAM as the official platform for MIP processes</h3>The Resolution confirms that until a dedicated Unified Information System for Public Investment Project Management is established, all processes — from submitting proposals to monitoring — will be carried out through the DREAM system. MIP proposals must be submitted electronically with a qualified electronic signature (QES).<h3 style="font-size:18px;margin:24px 0 12px;">2. Target indicators now require measurement indicators</h3>Previously, line ministries were only required to define the target indicators for public investment directions. Under the updated rules, each target indicator must be accompanied by measurement indicators - specific metrics with planned values for each year of the medium-term period. Requirements for indicators: specificity, measurability, achievability, and relevance - linked to baseline and planned values (in percentage terms) and to strategic planning documents.<h3 style="font-size:18px;margin:24px 0 12px;">3. The list of subsectors is now embedded directly in the Procedure</h3>The list of sectors and subsectors for public investment is now official. DREAM Update: Regional investment profiles have been updated on the public portal

Ukraine updates its State Single Project Pipeline in the DREAM system

The estimated cost of Ukraine’s recovery is now nearly three times the country’s projected nominal GDP for 2025. According to the updated Rapid Damage and Needs Assessment - RDNA5, released on February 23 by the Government of Ukraine together with the World Bank Group, the European Commission, and the United Nations, total recovery and reconstruction needs as of December 31, 2025 are estimated at USD 588 billion over the next decade. This represents an increase of USD 64 billion compared to the previous year’s assessment. The assessment covers the period from February 24, 2022 to December 31, 2025 - nearly four years of full-scale war. During this time, direct damage has exceeded USD 195 billion. The most affected sectors remain<ul><li>housing - accounting for 31% of total damage,</li><li>transport - 20.6%,</li><li>energy - 12%,</li><li>trade and industry - 9%,</li><li>agriculture - 6%.&nbsp;</li></ul>More than 80% of destruction is concentrated in frontline and border regions. The largest recovery needs over the next ten years are in the transport sector, totaling more than USD 96 billion. Energy sector needs are estimated at USD 90.6 billion. In 2025 alone, the number of damaged or destroyed energy facilities increased by approximately 21%. The district heating sector remains particularly underfunded - 2026 financing needs amount to USD 1.6 billion, while less than 1% of this requirement is currently secured. The housing sector requires approximately USD 90 billion over the next decade. Since the start of the full-scale invasion, 14% of the housing stock has been damaged or destroyed, affecting more than 3 million households. Significant resources are also required for trade and industry - over USD 63 billion, agriculture - over USD 55 billion, and demining and explosive hazard management - nearly USD 28 billion. In 2026, USD 5.8 billion is already available to finance priority programs; however, the overall funding gap stands at USD 9.5 billion. The most significant shortfalls are observed in energy, housing, transport, and water supply and sanitation. At the same time, RDNA5 highlights a structural shift in Ukraine’s recovery framework. Planning and prioritization of investments for 2026 are being carried out within the Public Investment Management reform framework, with DREAM serving as its digital backbone. The preparation of the 2026 State Budget marks the first full budget cycle implemented under the updated PIM procedures. The PIM system governs the planning, appraisal, and prioritization of public investments at the national, regional, and local levels. State-level investments are consolidated into a <a target="_blank" rel="noopener noreferrer" href="https://dream.gov.ua/spp-pipeline">Single Project Pipeline</a>, while regional and local pipelines are being further developed to serve as central reference points for financing and implementation decisions. Importantly, aggregated data from the DREAM platform were used to assess recovery needs at the regional and local levels. DREAM provides a consolidated, transparent, and structured overview of community and regional investment needs, ensuring alignment within a unified PIM logic. Overall, Ukraine’s recovery framework is transitioning from emergency response toward a structured, institutionalized, and data-driven model of investment management. This process goes beyond rebuilding infrastructure - it represents a broader economic transformation, the adoption of European standards, and the establishment of a foundation for Ukraine’s full integration into the European Union.

RDNA5: Ukraine’s Recovery Needs Are Estimated at Nearly USD 588 Billion

DREAM Academy is the training and capacity-building unit of the DREAM Project Office under the Ministry for Development of Communities and Territories of Ukraine. Mykolaiv urban territorial community is located in the southern part of Lviv region and is located in the Stryi district of Lviv region. Lviv region is a border region located in the west of Ukraine and borders the Republic of Poland (border length 258 km). In the north and northeast, the region borders Volyn and Rivne regions, in the east and southeast - with Ternopil and Ivano-Frankivsk regions, in the south - with Zakarpattia region. Due to the favorable location of Lviv region at the crossroads of international transport, economic, trade and cultural routes, the presence of one of the most developed transport networks in Ukraine, the region is the main transit corridor with the countries of the European Union. Mykolaiv community has a favorable geographical location in the center of Lviv region and good transport connections with major cities of the European Union. The distance from Mykolaiv to the capital of Ukraine is Kyiv - 576 km, which is more than to Budapest (540 km), Košice (331 km), Przemyśl (108 km), Krakow (354 km), Ryażow (198 km), Warsaw (513 km). The significant logistics and transit potential of the community, located 38 km from Lviv, is enhanced by the presence of the public highway of state importance M-06 Kyiv-Chop (to Budapest through the cities of Lviv, Mukachevo and Uzhhorod and the state border with Hungary), with which the European highway E471, the international transport corridor &quot;Mediterranean&quot; (No. 5) coincides. The territory of the community, according to the administrative-territorial structure of Ukraine, is part of the Stryi district of the Lviv region, through the territory of which large main gas pipelines, oil pipelines and high-voltage power lines pass. In addition, the territory contains mining concessions, oil and gas fields, water intakes of the cities of Lviv, Drohobych, Stryi, Morshyn, Truskavets, Stebnyk, and a military airfield. The Mykolaiv urban territorial community has an area of 304.6 km2 and constitutes 7.9% of the area of the Stryi district, 1.4% of the area of the Lviv region. The electrified Lviv-Stryi-Chop railway also passes through the territory of the community. The Mykolaiv-Dnistrovskyi railway station is located three kilometers from the city center. The administrative center of the Mykolaiv community is located on the left bank of the Dniester River, 38 km south of Lviv. The Dniester River flows 2 km from the southwestern part of the city. The territory of Mykolaiv is elongated from west to east, located in a natural basin formed by flowing waters. Administratively, the Mykolaiv community is divided into 10 starostyn districts. The community consists of 24 settlements: the city of Mykolaiv, the villages of Bilche, Bolonya, Velyka Horozhanna, Verbizh, Hirske, Honyatichi, Drohovyzh, Kahuyiv, Kolodruby, Krynytsia, Lipitsy, Listvyany, Mala Horozhanna, Novoselky-Oparski, Pavuki, Pidlissia, Poverhiv, Radelychi, Rychahiv, Rudnyky, Saykiv, Trudove, Ustya. The administrative center of the community is the city of Mykolaiv. Today, 32,934 people live in the Mykolaiv community (14,498 residents in the city of Mykolaiv). The urban population of the community is 14,498 people (44%), rural population is 18,436 people (56%). The population structure of the community is predominantly rural. One of the most important factors determining the specialization of Mykolaiv is the presence of huge reserves of lithothamnium limestones and quartz and glauconite sands, as well as marl clays, which contributes to the development of the building materials industry in the city. The manufacturing sector of the economy of the Mykolaiv urban territorial community is represented by enterprises that carry out economic activities in such types of activities as the production of cement, dry building mixtures, extraction of sand, gravel, clay and kaolin, construction of residential and non-residential buildings, production of ropes, twine and nets, freshwater fish farming (aquaculture) and others. The largest industrial producers in the city are PrJSC &quot;Mykolaivcement&quot;, LLC &quot;Henkel Bautechnik Ukraine&quot;, LLC &quot;Mykolaivcemremont&quot;, PAF &quot;Dnister&quot;, LLC &quot;Merkor Ukraine&quot;, LLC &quot;Cycada Plus&quot;, a subsidiary of the German company &quot;Julius Koch Ukraine&quot;, PrJSC &quot;Lviv Regional Fish Factory&quot;. According to the functional type of the territory, the Mykolaiv community is a territory with special conditions for development, namely a monofunctional economy specializing in the production of other non-metallic mineral products. The PrJSC &quot;Mykolaivcement&quot; enterprise operates in the territory of the Mykolaiv community, which is the main budget-forming enterprise and provides 42% of revenues to the community budget (according to 2021 data).

Миколаївська міська територіальна громада розташована у південній частині Львівської області та знаходиться у Стрийському районі Львівської області. Львівська область є прикордонним реґіоном, що знаходиться на заході України і межує з Республікою Польща (довжина кордону 258 км). На півночі і північному сході область межує з Волинською і Рівненською областями, на сході і південному сході &ndash; з Тернопільською й Івано-Франківською областями, на півдні &ndash; із Закарпатською областю.&nbsp; Завдяки вигідному розташуванню Львівщини на перехресті міжнародних транспортних, економічних, торговельних та культурних шляхів, наявності однієї з найбільш розвинутих в Україні транспортних мереж, область є головним транзитним коридором з країнами Європейського Союзу. Миколаївська громада має вигідне географічне розташування в центрі Львівської області та хороше транспортне сполучення з великими містами Європейського Союзу. Відстань від Миколаєва до столиці України м. Київ - 576 км, що більше, ніж до Будапешта (540 км), Кошице (331 км), Перемишля (108 км), Кракова (354 км), Ряшова (198 км), Варшави (513 км) Значний логістичний та транзитний потенціал громади, що має розміщення 38 км від Львова, підсилений наявністю автомобільної дороги загального користування державного значення М-06 Київ-Чоп (на м. Будапешт через міста Львів, Мукачево і Ужгород та державний кордон з Угорщиною), з якою збігається європейський автошлях E471, міжнародний транспортний коридор &laquo;Середземноморський&raquo; (№5). Територія громади згідно з адміністративно-територіальним устроєм України входить до складу Стрийського району Львівської області, через територію якого проходять крупні магістральні газопроводи, нафтопроводи і лінії електропередач високої напруги. Крім того, на території розміщені гірничі відводи, нафта і газородовища, водозабори міст Львова, Дрогобича, Стрия, Моршина, Трускавця, Стебника, військовий аеродром. Миколаївська міська територіальна громада має площу 304,6 кмта складає 7,9% площі Стрийського району, 1,4% площі Львівської області. Територією громади проходить також електрифікована залізнична магістраль Львів-Стрий-Чоп. Залізнична станція Миколаїв-Дністровський знаходиться в трьох кілометрах від центру міста. Адміністративний центр громади м. Миколаїв розташований на лівому березі р. Дністер, за 38 км на південь від м. Львова. Річка Дністер протікає в 2 км від південно-західної частини міста. Територія Миколаєва витягнута із заходу на схід, розташована у природній улоговині, яка утворена текучими водами. &nbsp;Адміністративно Миколаївська громада поділяється на 10 старостинських округів.Громада складається із 24 населених пунктів: м. Миколаїв, с. Більче, Болоня, Велика Горожанна, Вербіж, Гірське, Гонятичі, Дроговиж, Кагуїв, Колодруби, Криниця, Липиці, Листв&rsquo;яний, Мала Горожанна, Новосілки-Опарські, Павуки, Підлісся, Повергів, Раделичі, Ричагів, Рудники, Сайків, Трудове, Устя. Адміністративним центром громади є м. Миколаїв. На сьогодні у Миколаївській громаді проживає 32934 особи (у м. Миколаїв &ndash; 14498 мешканців). Міське населення громади &ndash; 14498 осіб (44%), сільське &ndash; 18436 осіб (56%). В структурі населення громади переважає сільське.Одним з найважливіших факторів, який визначає спеціалізацію Миколаєва, є наявність величезних запасів літотамнієвих вапняків і кварцових та глауконітових пісків, а також мергелевих глин, що сприяє розвиткові в місті промисловості з виробництва будівельних матеріалів. Виробничий сектор економіки Миколаївської міської територіальної громади представлений підприємствами, які здійснюють економічну діяльність за такими видами діяльності, як виробництво цементу, сухих будівельних сумішей, добування піску, гравію, глин і каоліну, будівництво житлових і нежитлових будівель, виробництво канатів, мотузок, шпагату та сіток, прісноводне рибництво (аквакультура) та інші. Найбільші промислові виробники на території міста ПрАТ &laquo;Миколаївцемент&raquo;, ТзОВ &laquo;Хенкель Баутехнік Україна&raquo;, ТОВ &laquo;Миколаївцемремонт&raquo;, ПАФ &laquo;Дністер&raquo;, ТОВ &laquo;Меркор Україна&raquo;, ТзОВ &laquo;Цикада Плюс&raquo;, Дочірнє підприємство німецької компанії &laquo;Юліус Кох Україна&raquo;, ПРАТ &laquo;Львівський облрибкомбінат&raquo;. Миколаївська громада за функціональним типом території є територією з особливими умовами для розвитку, а саме монофункціональною економікою, що спеціалізується на виробництві іншої неметалевої мінеральної продукції. На території Миколаївської громади діє підприємство ПРАТ &laquo;Миколаївцемент&raquo;, яке є основним бюджетоутворюючим підприємством та забезпечує 42% надходжень до бюджету громади (за даними 2021 року) .

An alternative to creating an industrial park in the village of Rudnyky is to maintain the existing use of the territory or develop other types of activity - agricultural, logistics or recreational. This approach does not require significant investments and has a lower environmental impact, but does not ensure the creation of new jobs, increase tax revenues and investment attractiveness of the community. Compared to the main option, the alternative is economically less profitable and does not contribute to the sustainable development of the territory.

Альтернативним варіантом до створення індустріального парку в с. Рудники є збереження існуючого використання території або розвиток інших видів діяльності &mdash; сільськогосподарської, логістичної чи рекреаційної. Такий підхід не потребує значних інвестицій і має менший екологічний вплив, однак не забезпечує створення нових робочих місць, збільшення податкових надходжень та інвестиційної привабливості громади. У порівнянні з основним варіантом, альтернатива є економічно менш вигідною і не сприяє сталому розвитку території.

The project involves the creation of an industrial park in the village of Rudnyky, Stryi district, Lviv region, with the aim of developing production infrastructure, attracting investments, creating new jobs and increasing the economic competitiveness of the community. It is planned to equip the territory with engineering networks (electricity, water, gas supply, sewage, roads, lighting) and prepare a land plot for the placement of enterprises of various industries - light, food, woodworking, machine building, etc.

Проєкт передбачає створення індустріального парку в селі Рудники Стрийського району Львівської області з метою розвитку виробничої інфраструктури, залучення інвестицій, створення нових робочих місць та підвищення економічної конкурентоспроможності громади. Передбачається облаштування території з інженерними мережами (електро-, водо-, газопостачання, водовідведення, дороги, освітлення) та підготовка земельної ділянки для розміщення підприємств різних галузей &mdash; легкої, харчової, деревообробної, машинобудівної тощо.
